Charles D. Hartman - Founder, Treasurer, VP

Chad is a Senior Mortgage Banker at WesBanco in Annapolis. He began his career in the mortgage industry in 1998 and has been the top producing residential loan officer at WesBanco since he came on board in 2012. Chad grew up in Annapolis and attended Annapolis High School. Upon graduation, he went to James Madison University, where he majored in finance and played four years of D1 college baseball. He currently resides in Severna Park with his wife, Stephanie; two children, Charlie and Ella; and rescue dog, LuLu. In his spare time, he enjoys playing golf and basketball, running, and coaching youth sports. Chad is very passionate about his involvement with the Chesapeake K-9 Fund and is excited to see its impact in the community.

Chris Haughton

Chris Haughton is the President of Cedar Square Homes, Inc., a premier homebuilder in Anne Arundel County known for integrity, reliability, and quality craftmanship. Chris has over 20 years of industry experience - he has spent his entire career working in the residential construction business. A native of Anne Arundel County, Maryland, Chris lives in Pasadena with his wife and two sons and their two awesome dogs, Tootsie and Dewey. Chris is excited to have joined the Chesapeake K9 Board to help in the support of law enforcement K9 units.

Holly O'Hare

Holly, a resident of Annapolis, is a Senior Instructional Designer for a number of corporate and government agencies. Holly grew up in Erie, PA and holds a BA from West Virginia University and MA in Educational Technology from San Diego State University. She has a diverse background in training, project/program management, curriculum and web development. Holly is an active sailor and races Snipes with her husband Gavin. Holly has been involved in all levels of Jr. Sailing for over 30 years. She is the founder and previous chair for the Eastport YC Learn-to-Boat program and continues to volunteer for a number of sailing organizations. Besides sailing she enjoys skiing, golfing, running, and spending time with her two teen daughters. Holly thrilled to be part of the Chesapeake K9 Fund and looks forward to working with the community to further foster its efforts.

Kenneth Sonner - EVP, Founder

Ken Sonner is a Senior Vice President of Old Line Bank, one of Maryland's largest community banks, where he manages and leads the mortgage division for the bank. Ken has over 25 years of mortgage banking industry experience. His previous roles include regional and national leadership positions. Ken started his mortgage banking career with Perpetual Mortgage Company. He currently is on the Board of the Maryland MBA and the ABA Mortgage Markets Committee. Ken graduated from Dickinson College in Carlisle, Pennsylvania. A native of Montgomery County, Maryland, Ken lives in Rockville with his wife and two sons.

Kurt Beall

Kurt Beall, owner of Heroes Pub, is a lifelong resident of Annapolis, Maryland. He has selflessly committed to raising funds, awareness and support for local, national and international fire and police departments. He also serves as president of the Anne Arundel Fire Safety Foundation. Kurt earned his bachelor's degree in business management from Salisbury University in 1993. One of his fondest memories involved raising money for the Metro Firefighters Burn Fund and seeing the money go toward buying the latest model of equipment to aid victims at Bayview Burn Center. Meeting the children and taking them to the Baltimore Aquarium for a private tour was a once-in-a-lifetime experience. Kurt is also a dedicated husband and father of three children.

Rick Tabor

I have been married for 41 years to my wife, Joy. We are both lifelong residents of Anne Arundel County, where we raised two children, and have 3 grandchildren. I spent 35 years in law enforcement, the first 23 years with the Anne Arundel County Police Department. During my time with the Anne Arundel County Police Department, I had many assignments including patrol, vice and narcotics, special operation or SWAT and head of the homicide section. I retired at the rank of Lieutenant in 2000, performing the duties as Executive Officer at Western District located in Odenton. After my retirement, I spent six years (2000-2006) working as a contractor for the Joint Counter-Intelligence Training Academy. My main duties included training branches of the military in surveillance and counter-surveillance techniques. In 2006, I was appointed as Major for Anne Arundel County Sheriff's Office, where I ran the day-to-day operations. I retired at the rank of Colonel in 2018. In late 2017 I founded Chesapeake Security, LLC where I currently employ 17 people, all are current or former law enforcement officers. Chesapeake Security provides a multitude of services.

Stephanie Moore

Stephanie has over 20 years of administrative support experience and event planning. She was the executive assistant for the Vice President of Government & External Affairs and the chief financial officer of Children's National Medical Center (CNMC) in Washington, D.C. from 1999-2009. During her tenure in this position, she assisted in the planning of visits from city, state and federal officials, including the First Lady of the United States, Queen Elizabeth, and Prince Philip, Duke of Edinburgh. She also coordinated the annual Spirit of Holiday Sharing program, in which hospital departments would adopt a local family for the holidays.After leaving CNMC in 2009, she worked as administrative coordinator in the patient care services department at University of Maryland Medical Center, and the departments of quality improvement & risk management and inpatient psychiatry at the University of Maryland Midtown Campus.After years of commuting into the District of Columbia and Baltimore, Stephanie left the corporate healthcare industry and is currently the mid-atlantic recovery supervisor for a nationally known vessel recovery company with an office in Annapolis, Maryland.Hailing from Ellicott City, Maryland, Stephanie landed in Annapolis in 2003 and considers this her home. She is the events coordinator for the Maritime Republic of Eastport. She is also the daughter of a retired Maryland State Trooper who served from 1965 - 1985 and was the MSP spokesman from 1980 - 1985 before his retirement. During the football season, Stephanie can be found at M&T Bank Stadium as a club level concierge assisting fans on game day and cheering on the Baltimore Ravens. When not working or volunteering, she enjoys spending time with her beloved Jack Russell Terrier, Oscar.

Vicky Starr

Vicky has been a nurse for over 30 years. She has worked with rare disease patients since the early 90s. She has always donated time and money to causes related to animals, rare diseases, police, emergency responders and the military. Vicky's band, Signal 13, donates time and money to police, K-9, emergency responder and military causes. In an effort to raise awareness about the needs of police animals and their officers, Vicky joined the Chesapeake K-9 Board. This combines her love of animals and the police into one great cause.

Wendy T. Oliver - Founder, President

Wendy Oliver is an Associate Broker with Coldwell Banker Residential Brokerage at the prestigious Church Circle Location in Annapolis, Maryland. Wendy is a truly dedicated real estate professional with an incredible work ethic and deep passion for the different styles of architecture Anne Arundel County displays. She has lived in the area most of her life, selling hundreds of homes over the past 17 years, successfully negotiating and settling over $350 million in real estate sales to date.A lifetime member of The Masters Club, Wendy holds the Graduate Real Estate Institute designation as well as a Maryland Associate Broker License.
