Alon Bar-El

Alon is a partner in our Litigation Department and specializes in complex litigation cases in the fields of civil, commercial, and administrative law. As part of his work, Alon represents many of the firm's clients in the industrial, commercial, retail, infrastructure, and telecommunication sectors in legal proceedings before various courts, including arbitration and mediation proceedings, civil claims, administrative petitions and class action suits. Over the years, Alon has accumulated wide-ranging experience and specialized expertise in managing complex disputes in large scale construction and infrastructure projects, including ongoing project support. The clients served by Alon, include large companies and public bodies in the Israeli market including the Israel Airports Authority, Netivei Israel (Israel's National Transport Infrastructure Company), the Elco Electra Group, Partner Communications, the Ya'acobi Brothers Group (YSB), and others.

Arik Dubinsky

Arik Dubinsky is a partner at Yossi Levy & Co. Arik specializes in major infrastructure projects, particularly in transportation, conventional and renewable energy and utilities sectors. Arik has domestic as well as international experience in advising clients throughout the development of an infrastructure project, from tendering, main contract drafting and negotiation, procurement structuring, subcontracting, through to strategic advice during construction and on related claims. Arik represents developers, project companies, contractors, consultants and suppliers in BOT, EPC, DB, BOO projects for toll roads, rail and metro, thermosolar power plants, photovoltaic plants, combined cycle power plants, desalination and water treatment facilities and transmission lines. He also has experience in construction of hospitals and technology buildings, such as data center facilities and logistic centers. Prior to joining Yossi Levy & Co, Arik served as a legal counsel for global energy and desalination companies, supporting the entire lifecycle of multiple energy assets, from the initiation process, through to the financing, construction, operation, maintenance and ultimately their transfer or sale. Arik also leads firm's Spain Practice. He represents Spanish companies executing projects for energy, industrial, oil and gas sectors, suppliers of specialized services for industrial projects and manufacturers of goods. Arik also leads several commercial ventures and investments of Israeli companies in Spain. He is a member of Israel Spain Chamber of Commerce.

Eyal Ben Shushan

Eyal is a member of the firm's Litigation and Antitrust Departments. He handles complex litigation cases, including complicated commercial litigation, large-scale claims in infrastructure and construction, administrative petitions, particularly in the areas of tenders, environmental protection, and international trade, as well as administrative proceedings and class action suits. Additionally, Eyal has wide-ranging experience in providing representation in the fields of antitrust and competition law, including representing leading companies before the Antitrust Commissioner, the Antitrust Tribunal, and the Supreme Court. He also provides ongoing legal counsel in a variety of legal fields to commercial companies, government companies, statutory bodies, and government ministries. Eyal handles the entire repersentation of Zahal's Disable Organization, which is the largest charitable organization in Israel, representing 60,000 disable veterans. Such representation includes handling administrative, commercial, litigation and non-profit aspects of the law.

Inbar Malik

Inbar is an associate of our Tenders and Commercial Department. She specializes in tenders and other competitive proceedings, advising clients on related issues at all stages of the process, including drafting tender documents, ongoing accompaniment throughout the process, submitting bids, preparing engagement contracts and managing the tender proceedings. In addition, Inbar is involved in various fields of commercial law, advising companies on contracting agreements, service, sales and distribution agreements, accompanying project execution, representing clients in consumer protection cases, accompanying clients in establishing companies, performing due diligence preparing legal opinions, incorporation documents, reports and company resolutions as well as formualting regulations for special offers, publications and commercial contests. During her studies, Inbar participated in a student exchange program and studied law, majoring in corporate and company law at Kassel University in Germany. She also took part in the academic externship program, "Halacha Lemaaseh", in which she served as assistant to a senior registrar at the Tel Aviv Magistrate Court, specializing in tort law and providing ongoing assistance, participating in deliberations, reaching decisions and preparing rulings. Inbar interned at our firm and upon being admitted to the Israel Bar Association, she joined us in a full-time capacity.

Moshe Polakiewicz

Moshe heads the Planning and Zoning Department at Yossi Levy & Co. He has extensive experience in providing legal counsel to public bodies, private and public companies, and developers in various legal aspects relating to the stages of planning, licensing, and construction of large-scale projects. Moshe provides ongoing assistance to significant infrastructure projects, including handling the expropriations that accompany same. He administers ongoing consultation at the planning and licensing stage, representation in courts and planning and construction committees relating to outline plans, building permits, diminished value claims, compensation claims for land expropriations, and civil and criminal proceedings relating to planning and construction. Moshe accompanies the advancement of outline plans to the various planning committees, including a detailed national outline plan, plan for national infrastructure and roads. Additionally, Moshe provides legal support to legislative and regulatory proceedings in the areas of planning and construction, including Amendment 101 to the Planning and Zoning Law. In this framework, he took part in the deliberations of the Knesset's Interior Committee, liaising with various government ministries, and in discussions with the subcommittees of the National Planning and Zoning Council. He has extensive experience in land betterment tax proceedings and compensation claims pursuant to Section 197 of the Planning and Zoning Law. Moshe represents the firm's clients in these matters in front of the appeals committees and the courts. Moshe advises our clients on various real estate matters, including conduct and agreements with the Israel Land Authority, various government ministries, and other governmental bodies. He also provides clients with legal counsel and guidance on issues related to business licensing, municipal taxation, and current real estate matters. Since joining the firm, Moshe has assisted the construction of several of the largest infrastructure projects in Israel, including the Eastern Railway, the Fourth Railway on the Ayalon Highway (National Infrastructure Program 33), the upgrading of national roads and new interchanges, and the paving of public transport routes. He represents the firm's clients in claims of significant financial scope, including the dozens of claims filed against the authorization of National Infrastructure Program 22 worth more than 100 million NIS, as well as the dozens of claims filed following the authorization of National Infrastructure Program 2 (Road 16 to Jerusalem) totaling 100 million NIS. He also accompanies the implementation of the framework agreement signed with the municipality of Kiryat Bialik to construct a new neighborhood in the city, including over 7,000 new residential units, as well as the necessary accompanying infrastructure. Before joining our firm, Moshe worked in the field of planning and zonong at two of the largest law firms in Israel.

In this framework, Yaron handles drafting opinion letters in the field of commercial regulation applicable to our clients' activities, including in connection with compliance of the provisions and regulations of the Consumer Protection Law, conducting operations and bids, and assisting with primary and secondary legislation efforts. Before joining us, Yaron worked in commercial and corporate law at one of the largest Israeli law firms.

Yossi Levy

Yossi Levy is the founding partner of Yossi Levy & Co. He has extensive experience in the fields of tenders law, large-scale projects in the energy and infrastructure sectors, antitrust law, and international trade. He provides counsel to the firm's clients both in specific legal cases and in matters relating to broad-based legislation and regulation processes. Yossi deals with civil and criminal aspects of antitrust law and represents the firm's clients before the relevant bodies and courts, such the Antitrust Commissioner, the Antitrust Court, the District Courts and the Supreme Court. For example, he has handled cases of claims of a cartel for the marketing of pipes, a cartel for marketing gas, a cartel for marketing envelopes, a cartel for marketing frozen vegetables, and a cartel for textbooks. Yossi is considered one of the foremost experts in Israel in the field of antitrust and competition law. He advises the firm's clients in this field, including manufacturers and suppliers of food and consumer goods, banks, supermarket chains, leading players in the energy industry, tourism service providers, and communications providers, including television and cellular telecommunications and professional associations. Furthermore, in the area of legislation and regulation, Yossi represents significant Israeli and international players, providing counsel for all their legal needs regarding international trade. In particular, Yossi represents our clients before the Industrial Cooperation Authority at the Ministry of Economy and Industry, which oversees government procurement in accordance with Israel's obligations under treaties relating to government procurement as part of the World Trade Organization, as well as proceedings regarding levies and duties, before the relevant authorities and courts. He provides legal counsel to companies that frequently participate in complex Israeli and international tenders, such as Hewlett-Packard, General Electric, Alstom, Von Roll, Electra Group, Elco Group, Afcon Group, Ya'Acobi Brothers Group, and Partner Communications. Yossi has many years of experience in providing counsel to government tenders committees, such as those of the Israel Airports Authority, the Ministry of Finance, the Ministry of National Infrastructures, Energy and Water Resources, the Ministry of the Environment, and the Ministry of Transport. He also has extensive experience in advising private entities and financing parties which have participated in some of the largest and most significant projects in Israel. Significant mergers that Yossi has overseen include Electra Consumer Products joint venture with YNET and Electra Consumer Products acquisition of the ACE retail chain. He has also represented Lageen and Caniel, manufacturers of canned goods, in a petition before the Supreme Court regarding the decision of the Antitrust Commissioner and the decision of the Antitrust Tribunal to prevent the merger of the two companies. Furthermore, Yossi represented Electra Consumer Products before the Antitrust Tribunal concerning the merger request in the field of water bars, between Electra Consumer Products and Eden Springs. He also represented Visa Europe before the Israel Antitrust Authority, the Antitrust Tribunal, and the Supreme Court, in the matter of the cross-clearing arrangement and the cross-commission. He also represented Tnuva, as part of its process in obtaining a declaratory order regarding the dairies in the Golan Heights. Additionally, he represented one of the largest global conglomerates before the Israel Antitrust Tribunal and the District Court in connection with claims regarding the company's involvement in an international cartel in the field of electricity. This case is the largest restrictive procedure in the history of the State of Israel. As part of his job providing legal counsel for numerous commercial bodies, Yossi has been involved in legislation of many Knesset committees proceedings, giving him unique insight into Israel's legislative processes, particularly regarding the interplay of these processes with the business world. Yossi was involved in legislating the Mandatory Tenders Law and regulations, the amendments to the Restrictive Trade Practices Law regarding class action suits, the Products and Services Regulation Law, the Toll Roads Law, the Standards Law, the Non-Profit Organizations Law, the Banking Law on Credit Cards, the Concentration Law, and many other regulations and laws. Between 1981 and 1983, Yossi served as the Deputy pf the Minister of Economy at the Israeli Embassy in Washington DC. As part of his work, Yossi regularly took part in negotiations on behalf of the State of Israel vis-à-vis US government agencies and private American companies, including negotiations between the Israeli government and the US government regarding the Free Trade Area Agreement between the two countries, as well as Israel's accession to the WTO Government Procurement Agreement (GPA). He took part in formulating the memorandum of understanding between the US Department of Defense and the Israeli Ministry of Defense regarding security and procurement tenders. Yossi has also dealt with a number of commercial and legal matters relating to American military assistance to Israel. For example, he was involved in negotiations and agreements for the conversion of US military assistance to Israel from loans to grants, as well as in the leasing and sale of Kfir fighter jets to the US Navy. During this period, Yossi dealt with many aspects of the financing and insurance of American exports to Israel via the Export-Import Bank of the United States and the Overseas Private Investment Corporation. Between 1983 to 1986, Yossi worked at the New York branch of Fried, Frank, Harris, Shriver & Jacobson, where he was involved in large-scale international transactions, including Transmerica-Sedgwick (worth over $3 billion) and in various transactions related to the field of transportation. Yossi's achievements in the field of antitrust and competition law, as well as in project finance, energy, and infrastructure have been recognized by Chambers Global and Legal 500 numerous times.
