Carla Carmichael

Ms. Carmichael is a senior leader with more than 30 years of experience in financial, commercial and strategic risk management, as well as infrastructure project planning and execution. She brings to the Board significant energy industry expertise including a strong focus on nuclear finance, rate regulation and projects, which she gained while working at Ontario Power Generation for more than 14 years. She currently serves as a council member on the Council for Clean and Reliable Energy and on the Board of Governors for Ontario Tech University.

Carolyn Calwell

Carolyn Calwell has played a pivotal part the OEB's transformation into a modern, top-quartile regulator and ensuring the OEB carries out its work with determination. She was appointed to her role in 2021, building on a career that spanned the private sector and the public service, and she excels in building communication and consensus between the two. Having served in senior leadership roles in law and policy at Ontario's Ministry of Energy, most recently as Assistant Deputy Minister, Ms. Calwell brings deep energy sector expertise to her role at the OEB. Prior to joining the public service, Ms. Calwell worked at a large law firm in Toronto. She earned an Honours Bachelor of Arts in geography and politics from Queen's University and her Bachelor of Laws from Osgoode Hall Law School. Ms. Calwell's commitment to Diversity, Equity and Inclusion (DEI) is evidenced by her role supporting the creation of OEB's DEI Council, designing the DEI Roadmap, implementing an Indigenous Land Acknowledgement and overseeing the signing of the Electricity Human Resources Leadership Accord. She is currently the OEB's Executive Champion for Mental Health and ensures a purposeful approach to DEI at the OEB, with a view to demonstrating leadership in the sector. Ms. Calwell is active in the energy sector at large within Ontario and Canada. She chairs the International Confederation of Energy Regulators' Technology & Innovation working group and CAMPUT's Regulatory Energy Transition Accelerator committee.

Curt Allen

Mr. Allen has previously served as Deputy Commissioner of the RCMP and Vice President and Chief Security Officer for the Scotiabank Group. He also assisted the Government of Ontario in updating its information technology security standards. Mr. Allen brings to the Board signature strengths in the areas of cyber security, leadership and process improvement.

Geoff Owen

Mr. Owen is currently the Principal of Foresight Strategic Advisors. Previously, he served in senior leadership positions at the Royal Bank of Canada in regulatory affairs, business strategy and public affairs. He has also served in the Offices of the Premier of Ontario, Minister of Finance, Minister of Economic Development and Minister of Municipal Affairs and Housing.

Glenn O'Farrell

Mr. O'Farrell is a corporate director with a proven track record of multi-faceted, transformational leadership leveraging digital technology and creative partnerships. A former CEO of Groupe Média TFO, the Canadian Association of Broadcasters and President of Global Television Network Québec, he currently is the CEO & Ombudsman of OLHI, a national dispute resolution enterprise serving the Canadian life and health insurance marketplace.

Harneet Panesar - COO

Appointed as the OEB's Chief Operating Officer in 2021, Harneet Panesar is integral in advancing the regulator's role in the energy transition. His commitment to innovation, accountability, effectiveness and efficiency is modernizing the OEB and driving it to the rank of top-tier regulator. Mr. Panesar supports Diversity, Equity and Inclusion (DEI) through his role as Executive Champion for the OEB's DEI Council and invests in the sector and his profession through academia. He is a part-time lecturer at Toronto Metropolitan University, and regularly delivers ad hoc lectures at the University of Toronto's Munk School of Global Affairs and Public Policy, York University's Osgoode Hall Law School and the Ontario Tech University. Mr. Panesar holds a Bachelor of Applied Science in electrical engineering from the University of Toronto and a Master of Business Administration from the University of Toronto's Rotman School of Management. He received a Fellowship with Engineers Canada for his work with Professional Engineers of Ontario and service to the engineering profession. He also serves on the University of Waterloo's Institute of Sustainable Energy Advisory Board and the Dean's Advisory Board at Queen's University. Prior to joining the OEB, Mr. Panesar spent 14 years in progressively senior positions at Hydro One, most recently as Director of Strategy and Integrated Planning.

John Knubley

Lynne Anderson

Lynne Anderson is a champion for active adjudication and the efficiency and effectiveness of processes, informed by best practices and always meeting the requirement for procedural fairness. Ms. Anderson was appointed as Chief Commissioner in 2020. A former OEB Commissioner and Vice President of Applications, she brings to the position her deep knowledge and expertise in energy regulation and adjudicative processes. As a Commissioner, Ms. Anderson adjudicated numerous utility applications and supported the implementation of policies to enhance rate-setting processes. Ms. Anderson has more than 30 years of energy sector experience in regulatory and customer services roles. Prior to joining the OEB, she was Chief Regulatory Affairs and Government Relations Officer at Hydro Ottawa. Under Ms. Anderson's tenure, the OEB introduced its Adjudicative Dashboard, a hallmark of transparency, predictability and accountability in the sector. She has also amended the OEB's Rules of Practice and Procedure for greater efficiency and clarity. Ms. Anderson has a Bachelor of Science in electrical engineering and a Master of Business Administration from Queen's University.

Marie Oswald

Ms. Oswald previously served as Director and Chair of the Board at Oakville Enterprises Corporation and Oakville Hydro Electricity Distribution Inc., following a career in legal and compliance leadership in the financial services industry.

Marika Hare

Ms. Hare has a career spanning more than three decades in the Canadian energy sector including deciding hundreds of complex regulatory applications at the Ontario Energy Board. She has also held managerial and executive positions with TransCanada pipelines and Enbridge Gas Distribution.

Navneet Sekhon

Ms. Sekhon is a longtime contributor to the national and international pharmaceutical and biotech sector, with expertise in regulatory and compliance matters. A University of Toronto graduate, she is president of AXSource Consulting Inc. and was previously the Director of Regulator Affairs and Quality Assurance at Siemens Canada Inc. She sits on the board of the Halton Regional Police Service and is a past board member of the Canadian Association of Professionals in Regulatory Affairs.

Susanna Zagar - CEO

Susanna Zagar is a new class of energy regulator, with a clear vision for delivering public value through a fit-for-purpose regulatory framework and commitment to adjudicative excellence that advances Ontario's economic, social and environmental objectives. She believes that an independent economic regulator must protect residential and commercial consumers from risk, not from progress, and she actively champions the position that the regulator can and must be part of Ontario's clean energy advantage. As Chief Executive Officer since 2020, Ms. Zagar has earned a reputation as a forward thinker, a problem solver and a key player in the success of Ontario's energy transition. She has brought clarity of purpose to an organization that exists to protect the interests of millions of electricity and natural gas consumers in one of the largest and most complex energy sectors in North America, and her tenure has been marked by true collaboration, ruthless transparency and steadfast independence. Beyond her role in Ontario's energy sector, Ms. Zagar has stepped up to provide leadership at the national level by joining the Executive Committee of the Canadian association of utility regulators (CAMPUT) and working internationally to advance regulatory excellence, most recently at the World Forum on Energy Regulation in Peru and at the United Nations' Climate Conference, COP28, in Dubai. Named as one of the Top 100 Most Powerful Women in Canada by the Women's Executive Network, Ms. Zagar is an accomplished executive and engaged citizen whose volunteer commitments include leadership roles with the United Way of Great Toronto, Peel and York, the national Prosperity Project and the International Women's Forum. She was recently honoured to receive an Ontario Volunteer Service Award in recognition of more than 30 years of service across a variety of sectors.
