As the Assistant Director of Economic Development, Charles is focused on working with our existing businesses through our Business Retention & Expansion (BRE) program to help them grow and be successful in Rowlett, as well as business recruitment. He was originally hired as the Economic Development Specialist and was quickly promoted to his current role. As a previous business advisor with the Dallas Metropolitan Small Business Development Center (SBDC) and the UT Tyler-Longview SBDC, he consulted small business owners and start-ups to help them create marketing plans, financial projections, and business plans. Additionally, he served as the Assistant Economic Development Director for Winnsboro, Texas, Economic Development Corporation where he created and managed the City's business retention & expansion program and facilitated the relocation and growth of multiple businesses. Charles holds a B.A. from the University of Texas at Tyler and obtained his Associates Degree from Kilgore College.

Libbey Tucker is a Certified Economic Developer (CEcD) with over 20 years' experience in the public sector assisting communities to achieve their highest economic potential working with existing businesses, marketing to attract new ones, working with entrepreneurs and assisting with workforce development. Prior to joining the City of Rowlett in October of 2020 as Assistant Director of Economic Development, she spent her entire career in Missouri working in communities in the St. Louis region. Libbey also has experience in municipal management, having served as an assistant city administrator overseeing areas of communications & public relations, customer service, employee relations, business licensing and information technologies. She obtained her undergraduate degree from Southeast Missouri State University and an MBA from Drury University in Springfield, Missouri. She is a graduate of the Economic Development Institute through the University of Oklahoma. Libbey is a member of Commercial Real Estate Women-Dallas (CREW), the Texas Economic Development Council (TEDC) and the International Economic Development Council (IEDC). While she grew up on her family's beef, dairy and hay farm in southern Missouri, she is now a city girl at heart. She enjoys reading magazines and historical fiction and listening to motivational and business-focused podcasts. She and her husband Larry enjoy traveling and have journeyed many miles on their Harley.
