Dr. Aleksandar Dragojlovic

Dr Aleksandar Dragojlovic is a Technical Advisor for Tax Reforms with the Good Financial Governance (GFG) in Africa Programme, where he provides support on Tax Policy and Administration to the ATAF secretariat. He has 14 years of experience in the area of Public Finance Management (PFM). Aleksandar started his career at the Serbian Tax Administration. Before joining GFG in Africa, Aleksandar worked for the GIZ Programmes in Serbia, Nepal and Armenia on PFM related topics with the focus on tax administration reforms. He holds a PhD in Information Systems and Management from the Faculty of Organizational Sciences, Serbia, Master in Public Administration from the University of Twente, in the Netherlands and Master in Business Management from the Faculty of Economics, Serbia. He is certified TADAT Assessor.

Mr. Juvenal Habiyambere

Mr. Juvenal Habiyambere joined the Good Financial Governance in Africa Programme (GFG), as a Technical Advisor in External Audit in November 2019. He advises the African Supreme Audit Institutions (AFROSAI) to which he provides capacity building services in different areas having to do with external auditing in the Public Sector. He brings an extensive working experience of 15 years of auditing public finances. Prior to joining the program, he has served in the Government of Rwanda as an Auditor in the Rwanda Supreme Audit Institution (OAG-Rwanda) and managed the Department of the Internal Audit in one of the largest public entity of the country. He holds a Certificate in International Public Sector Accounting Standards (IPSAS) and a Bachelor degree in Accounting.

Mr. Lawrence Gqesha

Mr Lawrence Gqesha is the Technical Advisor in Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) for the Good Financial Governance in Africa programme. He provides technical advice on Public Financial Management Reforms to the Collaborative Africa Budget Reform Initiative (CABRI) secretariat based in Pretoria. Previously, he was a Senior Economist with National Treasury of South Africa for 13 years where he worked within the Intergovernmental Relations (IGR) Branch under the Chief Directorate: Local Government Budget Analysis. Before he worked at Provincial Treasury, Western Cape as an Assistant Director: Provincial Budget Management. Lawrence holds a BPhil Honours {Information and Knowledge Management} from Stellenbosch University, B.Com majored in Statistics and Economics from University of the Western Cape and a National Diploma in Information Technology from Cape Technikon.

Mr. Maurice Ochieng

Mr. Maurice Ochieng is the Programme Manager of the GFG in Africa programme since February 2019. He provides advice on Tax Policy and Administration to the ATAF secretariat in Pretoria. Previously, he was a Senior Tax Advisor with Good Financial Governance in Africa and also in Ghana where he worked with the Ministry of Finance and Ghana Revenue Authority. Maurice holds an MBA in Fiscal Management, BCom in Accounting and a Master of Research (MRes) from University of Liverpool in the United Kingdom.

Mr. Otsile Malebaco

Mr. Otsile Malebaco joined in Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) for the Good Financial Governance in Africa programme (GFG) in January 2018. He is responsible for developing and implementing GFG's strategy for both internal and external communication. He holds a Master's in Digital Marketing and Communication from École Supérieure de Commerce de Rennes in France. Prior to joining GIZ, he worked in the digital marketing industry specialising in digital marketing in a communication advisory firm and previously worked as an assistant communications officer for a South African Think Tank.

Mr. Tatu Ilunga

Mr. Tatu Ilunga is a technical advisor for tax reforms with the GFG in Africa programme where he provides advice on Tax Policy and Administration to the ATAF secretariat. Previously, Mr Ilunga worked with GIZ's International Tax Compact, the World Bank and a Civil Society Organization, focusing on a wide range of issues in the areas of tax policy, domestic resources mobilisation and Illicit Financial Flows in Africa. He started his tax career with Ernst & Young and KPMG in Luxembourg and holds a Maîtrise en Droit des Affaires and an LL.M. from the George Washington University Law School, in the USA.

Mrs. Marie-Chantal Ingabire

Mrs Marie-Chantal Ingabire is the Technical Advisor-External Audit in Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) for the Good Financial Governance in Africa Programme (GFG in Africa) since 1st September 2022. Prior joining GFG in Africa, Marie Chantal worked for GIZ- Public Financial and Economic Management (PFEM) Project in Lilongwe-Malawi. Before GIZ, Marie-Chantal worked for the Office of the Auditor General of Rwanda and the Guaranty Trust Bank in Kigali-Rwanda and later worked for UNDP in Windhoek- Namibia. Marie-Chantal holds a Master of Business Administration-MBA in Strategies for Sustainability from Walden University-USA and a Bachelor of Business Administration-BBA in accounting from Adventist University of Central Africa-Rwanda.

Ms. Flore Irene Mam

Ms Flore Irene Mam holds a Master's degree in Business Management with specialising in finance and has a diverse professional experience in teaching, administration, accounting and sales. She joined GIZ in April 2017, as an Administrative and Financial Assistant for the GIZ-RDGSN project tasked with strengthening the capacities of the Cameroonian police. Since July 2018, she joined the Good Financial Governance in Africa programme as the administrative and financial assistant for the External Audit component in Cameroon.

Ms. Kabelo Ramalitse

Ms. Kabelo Ramalitse holds a Diploma in Management of Training. She worked for different GIZ projects before joining the GFG in Africa team as a Project Administrator in 2012. She is responsible for various financial processes including bookkeeping and procurement of services and goods.

Ms. Kristina Müller-Kuckelberg

Ms. Kristina Müller-Kuckelberg works for the Good Financial Governance in Africa programme (GFG) as a Technical Advisor in the Legislative Oversight work area. As a fully qualified lawyer she previously worked at the German National Parliament in the field of development cooperation. She did her Master's in International Public Law in Cape Town at the University of the Western Cape, South Africa after completing her law studies in Berlin. The focus of her professional life has since been on African countries, which has fuelled her passion for travelling. Kristina works on many issues of GFG with parliaments all over Africa. She believes in supporting and strengthening their influence throughout the budget cycle as well as on tax revenue.
