Adam Mullins - CFO

Adam Mullins joined the Navy Mutual team in 2008, was promoted to Vice President of Finance and Accounting in 2015, and became Chief Financial Officer in 2020. His responsibilities cover the entire financial spectrum of the Association including budgeting, forecasting, finance operations, accounting policies, financial statement preparation, and internal control. In addition, Mr. Mullins oversees relationships with certain key stakeholders such as Fitch Rating Agency, various financial institutions, and the Association's external auditors. Mr. Mullins came to Navy Mutual with a well-rounded financial management background, having experience working in many types of organizations including not-for-profit, member association, for-profit, and charitable organizations. Education He holds dual Bachelor's degrees from West Virginia State University, one in Business Administration with a concentration in Finance and another in Economics. He is also a Certified Public Accountant licensed in the Commonwealth of Virginia.

Brian E. Luther - CEO, President

Brian Luther assumed the position of President and Chief Executive Officer of Navy Mutual in October of 2020. Prior to his position as CEO, Luther served for two years as the Chief Strategy Officer of Navy Mutual, assisting the CEO with developing, communicating, executing, and sustaining corporate strategic initiatives. He considers it a privilege to lead an organization whose primary mission is to serve military service members and their families and will continue to serve Navy Mutual Members and potential Members with honor and integrity. Prior to joining the Navy Mutual Team, Luther served as a naval aviator in the U.S. Navy. At sea, his tours included operational squadrons Sea Control Squadrons (VS) 22 and 24, Carrier Air Wing SEVEN and as the commanding officer of VS-24. After completing the Navy Nuclear Power Training program, he served as the Executive Officer on the USS Nimitz (CVN 68), Commanding Officer on the USS Tarawa (LHA-1) and the USS George H.W. Bush (CVN 77), and Commander of Carrier Strike Group 2/George H.W. Bush Strike Group. Luther also served multiple tours in the Pentagon on the Joint Staff, Navy Staff, and Navy Secretariat as an Action Officer, Financial Analyst, Congressional Liaison, Director of Operations and Plans (N31) and, prior to joining the Navy Mutual team, the Budget Officer for the Department of the Navy. Education A 1984 graduate of Marquette University with a B.S. in Computational Mathematics, Luther has also earned an MBA from George Mason University.

Captain Catherine M. Mulé

Captain Mulé was commissioned an Ensign through the Naval Reserve Officers Training Corps program at the Georgia Institute of Technology in 1984. She earned a degree in Mechanical Engineering and served in various commands to include the Fleet Anti-Submarine Warfare Training Center, the Space and Naval Warfare Systems Command and the headquarters of Commander, U.S. Pacific Fleet, and Commander, U.S. Pacific Command, and the Chief of Naval Operations. By 2000, Captain Mulé was assigned as a reservist to the Office of Naval Research (ONR) and held various leadership positions before taking command of a science and technology reserve unit and ultimately serving as the Director, Office of Naval Research Reserve Component. Captain Mulé retired from naval service in January 2015. She is currently the Science and Technology Intelligence Liaison Officer at the Office of Naval Research. Captain Gary A. Rogeness

Gary is a Senior Consultant at Ventus Solutions, a Veteran-owned company based in Washington, DC supporting DARPA's development of revolutionary maritime technology. He retired in 2021 after 41 years of Naval Service, eleven as an enlisted Machinist Mate; attaining the rank of Chief Petty Officer. Active duty sea tours included USS MAHAN (DDG-42), USS FLORIDA (SSBN-728B), USS HYMAN G. RICKOVER (SSN 709), USS RHODE ISLAND (SSBN-740G), USS OKLAHOMA CITY (SSN 723), and Commanding Officer, USS CHEYENNE (SSN 773). Assignments ashore included instructor, S5G Prototype, Nuclear Field ‘A' School, and Naval Reserve Officer Training Unit, Iowa State University. Fleet support as Assistant Nuclear Power Officer and Radiological Controls Officer. Major staff tours included Executive Assistant to the Submarine Force Commander, Deputy Director for Intelligence for the Commander, U.S. Pacific Fleet, U.S. Senior Defense Official, Defense & Naval Attaché, U.S. Embassy Oslo, Norway and Senior Military Assistant to the 77th Secretary of the Navy. Captain Heidi A. Fleming

Captain Fleming is a Director for Navy and Marine Corps Programs, Patuxent River Field Office, Lockheed Martin Government Affairs. She is responsible for liaison with Navy and Marine Corps at Naval Air Station Patuxent River regarding aviation acquisition, development, test, sustainment, and logistics programs. Prior to joining Lockheed Martin, Captain Fleming served 27 years in the U.S. Navy. She served operationally in the C-130 and P-3 communities deploying worldwide. While ashore, she held Congressional Affairs assignments with the Navy Secretariat and Secretary of Defense (OSD). Other shore assignments included the U.S Naval Academy and Commander, Patrol and Reconnaissance Wing ELEVEN. Captain Fleming held squadron command (VXS-1) at the Navy's only science and technology squadron and deployed to a combat theater. She retired from the U.S. Navy as Commanding Officer, Naval Air Station Patuxent River. Education U.S. Naval Academy; M.S. in National Resource Strategy, Senior Acquisition Course from National Defense University, Industrial College of the Armed Forces, "The Eisenhower School."

Captain Nita Sood

Since 2010, Captain Sood has been assigned to the Defense Health Agency, where she currently serves as the DHA Liaison Officer to the U.S. Africa Command (USAFRICOM). As the senior DHA representative, she is responsible for the coordination and delivery of critical DHA programs and activities to the Combatant Command. Prior to this assignment, Captain Sood served as the Chief of Staff for DHA Healthcare Operations, where she provided executive oversight for the policy, procedures, and direction of healthcare administration in the military medical treatment facilities under the purview of DHA. Captain Sood also served previous tours at the Department of Health and Human Services, which included Senior Adviser to the Officer of Global Health at the Health Resources and Services Administration and Pharmacy Consultant to the Southeast Region for the Centers for Medicare & Medicaid Services. Captain Reggie Howard

Captain Howard is currently employed at BAE systems as Director for Customer Requirements and Advocacy. He joined BAE Systems in January of 2018, serving as Director of Government Affairs until November of 2020. Captain Howard began his defense and aerospace career as a naval officer and aviator. He was commissioned as a naval flight officer in the Maritime Patrol and Reconnaissance Community in 1991 and served in the U.S. Navy for more than 28 years. His operational Maritime Patrol and Reconnaissance Aircraft tours include Patrol Squadron 40, Whidbey Island, WA; Patrol Squadron 45, Jacksonville, FL; Commander of Patrol Squadron 5, Jacksonville, FL; and major command of Patrol and Reconnaissance Wing 57, Manama, Bahrain. Captain Howard also completed multiple staff tours in the Pentagon to include Deputy Executive Assistant to the Director of Naval Aviation Warfare (N98), Strategic Lead on Navy Quadrennial Defense review (2010 & 2014), Deputy Division Chief for C4 Joint Staff (J6), Multi-Mission Branch Head N98, Senior Fellow on the CNO Strategic Studies Group (SSG) and the Deputy Director, Operations and Plans (N3/N5). Christine S. Hunter

Dr. Christine Hunter proudly serves as an independent board director for WPS Health Solutions, and Falcons Landing Retirement Community, delivering health insurance and life planning solutions for Military, Veterans, and seniors. She is a member of the Boston University Advisory Board, Dean's Advisory Boards for the BU Schools of Medicine and Public Health, and the BU Alumni Council Board. On active duty in the Navy, she rose to the rank of Rear Admiral with responsibility for direct healthcare delivery, health system operations, and health plan management. Her key leadership roles include: Deputy Director of the TRICARE Management Activity; Commanding Officer, Naval Medical Center San Diego; Commander, Navy Medicine West; US Pacific Fleet Surgeon; Chief of Staff for the Navy Bureau of Medicine and Surgery; and Commanding Officer, Naval Hospital Bremerton WA. Upon completing her military career, Dr. Hunter joined the US Office of Personnel Management as Chief Medical Officer for the Federal Employees Health Benefits Program. After retiring from public service, she continued to support quality health outcomes for all Americans as Co-Chair of the National Committee for Quality Assurance (NCQA) Committee on Performance Measurement through June 2022. Jake Mitchell - VP of Sales

Jake Mitchell joined Navy Mutual Aid Association in 2023. His responsibilities include planning, implementing, and leading the Association's sales efforts for its term life insurance, whole life insurance, and annuity products. Mr. Mitchell came to Navy Mutual with a well-rounded business background gained through senior leadership positions in several functional areas, including sales, account management, business analysis, operations, corporate development, and investment banking. In his most recent role, he served as Senior Vice President of Sales and Account Management at WorldStrides for six years. Mr. Mitchell also served as a United States Marine Corps officer following college, finishing his active-duty service as a Captain. Education Mr. Mitchell holds a Bachelor of Science in Ocean Engineering, with merit, from the United States Naval Academy and a Master of Business Administration degree from Duke University, Fuqua School of Business, where he was recognized as a Fuqua Scholar.

Jamie Maltese

Jamie Maltese joined Navy Mutual Aid Association in 2013 and was promoted to Senior Vice President in 2019. He oversees $3 billion in assets under management, and is responsible for investment strategy, target allocations, and investment policy compliance. He leads an internal investment team, and is closely involved with securities analysis, risk management and operations. Mr. Maltese comes to Navy Mutual from MetLife, where he spent four years specializing in risk management and asset allocation for the defined benefits plan and general account portfolio. Prior to MetLife, he was a prime brokerage operations analyst for Barclays Capital. Education Mr. Maltese holds a B.A. in Political Science from Columbia University and an MBA from NYU Stern. He is a CFA charterholder.

John Terence Blake

Lindsay McFarland

Lindsay McFarland joined Navy Mutual Aid Association in 2012 and was awarded Employee of the Year in 2018, before being promoted to Vice President of Member Services in 2021. She is responsible for designing, implementing, and executing all functions of policy administration, the claims process, and the customer experience. She is an experienced customer service leader with a demonstrated history of working in the insurance industry and ensuring smooth process implementation. She is skilled in coaching, public speaking, team building, management, and leadership. Ms. McFarland comes to Navy Mutual from Vanderbilt Children's Hospital where she supported the Department of Pediatrics Chairman and staff. Education Ms. McFarland holds a B.S. in Psychology from Austin Peay State University (2005) and an MBA from the University of Phoenix (2011). She holds an ALMI Certification.

Michael Vitale

is currently a managing director in KPMG's Federal advisory practice providing services to the U.S. Department of Defense in emerging technologies such as 5G applications and digital business transformation, infrastructure and real property management, program management, defense strategy, data and analytics, and cybersecurity. Prior to his position at KPMG, Vitale acted as the executive director of the University of Hawaii's Applied Research Laboratory for two and a half years, successfully growing the university's research and development portfolio across six core competencies with the Department of Defense. Previously, he served in the U.S. Navy for 35 years, serving as Commander, Navy Installations Command in his final assignment, where he was responsible for the readiness of the Navy's 70 bases worldwide, $12B in annual funding, and 60,000 personnel.

Michelle Ramos Domingue - Chief Legal Officer, VP

Michelle Ramos Domingue joined Navy Mutual in 2018 and was promoted to Association's General Counsel in 2020. She serves as counsel on all matters concerning the operations and administration of the Association. She also provides legal and governance support to the Board of Directors and professional staff. Additionally, she oversees the Human Resources and Education & Veterans Services departments. Ms. Ramos Domingue's legal background includes law firm and in-house experience. As an associate, she counseled clients on real property acquisitions and dispositions, commercial loan financing, and business acquisitions. She also worked on corporate formation and organization matters, hotel and resort development, and land use issues. Later, Ms. Ramos Domingue expanded her administrative practice skills while working for one of the nation's largest Veterans Service Organizations, where she successfully represented hundreds of veterans in claim and appeal actions before the VA and the Board of Veterans' Appeals. Ms. Ramos Domingue is admitted to practice before the U.S. Court of Appeals for Veterans Claims. She is licensed in the State of Colorado and is entitled to practice law in the Commonwealth of Virginia as a Corporate Counsel Registrant. Education Ms. Ramos Domingue holds a Bachelor of Arts in Political Science, with honors, from Point Loma Nazarene University and a Juris Doctor from American University's Washington College of Law.

Peter Meyers

Peter Meyers joined Navy Mutual Aid Association in 2018 as the Director of Solutions and Technology. In 2021, Mr. Meyers was promoted to Vice President of Solutions and Technology, where his responsibilities cover planning, implementing and managing the overall use of Information technologies within the Association including support and cyber security. Mr. Meyers comes to Navy Mutual from Southwest Behavioral & Health Services, where he most recently served nine years as Chief Information Officer. Prior to attaining the CIO position, Mr. Meyers served as the Director of Information Technology. Education Mr. Meyers has a B.S. in Electrical Engineering from Arizona State University (2002) and is an ISACA Certified Information Security Manager.
