Alan Branson

Alan has helped lead HOPE (Hope Enterprise Corporation / Hope Credit Union) since its founding in 1994, including overseeing all lending during his 20+ years as COO. Since 2019, Alan has served as CFO and is responsible for the management of HOPE's balance sheet (investments, asset liability management, interest rate risk management, etc.), compliance, and other supporting infrastructure like Information Technology and Data Analytics. Prior to joining HOPE in 1994, Alan worked as a commercial banker at Signet Bank, serving small and medium-sized businesses; a consultant to the micro-lending program at the North Carolina Rural Center; and a research associate at Harvard Business School. Alan earned his BA from Oral Roberts University, MBA from the Kenan-Flagler School of Business at the University of North Carolina, and PhD from Jackson State University. Alan serves on the Rural Advisory Committee for LISC, the NMTC Community Advisory Committee for Primary Care Development Corporation and for Mid-Cities CDE, the Loan Committee for Appalachian Capital Corporation, and the Expanding Black Business Capital Design Team. He has served as Board Treasurer of the Opportunity Finance Network, and Committee member for projects like the U.S. Financial Diaries and Joint Center on Housing Studies Research Symposium.

Angela Allard

Angela joined PCDC's Evaluation and Analytics team to support the design of program evaluation and data management resources across PCDC's units, make PCDC's data understandable and actionable, and perform analyses on primary care across the U.S. She joins PCDC after two years at Urban Health Plan where she worked on quality improvement projects, data analysis, program development and evaluation, and provided grant management for organizational and community initiatives. Angela is interested in using computer programming and data analytics to improve health outcomes and achieve health equity. She received her BA in Mathematics from Bryn Mawr College, an MPH in Sociomedical Sciences from Columbia University, and a certificate in the social determinants of health.

Anne Geggie

Anne Geggie has two decades of experience in community development finance. Most recently, she was the Program Director for Strive USA, an innovative program from Mastercard's Center for Inclusive Growth, designed to support small businesses and the ecosystem of organizations that surrounds them. From 2020 - 2022, Anne was a Senior Director for LISC, a national nonprofit that supports community development initiatives across the country. She was responsible for the operations functions of multiple off-balance sheet loan funds, with $750 million of investments under management. This role included leading fund management for two small business loan funds, working with 12+ community development partners, and loans to more than 2,000 small businesses. Anne has underwritten and closed $250 million in 60+ commercial real estate & affordable housing transactions. Anne's previous roles include leading all lending efforts for a state-based CDFI in Ohio, where she expanded lending to include affordable housing and community facilities. She was also a member of the strategy team at Capital Impact Partners and led the first coordinated efforts at impact measurement, including creating initial theories of change models. Her community leadership includes serving as board chair for PHI, a national non-profit focused on quality care for older adults by creating quality jobs for direct care workers. PHI received a $10 million grant from philanthropist MacKenzie Scott in 2022. Anne received her BA in Economics from Wesleyan University and her MA in Economics from the University of Notre Dame.

Anuja Solanki

Anuja Solanki is a Senior Program Manager in the Clinical and Quality Partners team. She joined PCDC in 2017 to support primary care practice transformation through coaching for Patient-Centered Medical Home (PCMH) Recognition; quality improvement and data reporting; and electronic medical record (EMR) utilization and optimization. At PCDC, Anuja has successfully supported over 80 sites through PCMH accreditation, led the development of the "Small Practice Management Essentials" online learning program, and created updated PCMH standards and guidelines for full submissions. Prior to PCDC, Anuja served as Project Manager for RWJ Barnabas, one of the largest health care companies in New Jersey, where she oversaw provider compliance and training in Meaningful Use/MACRA, Physician Quality Reporting System, and PCMH recognition. Throughout her career, Anuja has built a track record in making PCMH submissions audit-proof, partnering with and training staff in the latest quality and compliance standards, and maximizing the value of EMR data. Anuja holds a bachelor's degree in biology from New Jersey Institute of Technology and is a PCMH Certified Content Expert from the National Committee for Quality Assurance in Washington, DC. Carol Raphael

Carol Raphael is a Senior Advisor at Manatt Health. From 1989 to 2011 she served as President and CEO of the Visiting Nurse Service of New York (VNSNY), the largest non-profit home health agency in the United States. Prior to joining VNSNY, Ms. Raphael held an executive position at Mt. Sinai Medical Center and was an Executive Deputy Commissioner of the NYC Human Resources Administration. Additionally, she was a member of Governor Cuomo's Medicaid Redesign Team and an Advanced Leadership Fellow at Harvard University. She is the Chair of the Long Term Quality Alliance, and has been appointed to many commissions including the Medicare Payment Advisory Commission, the Federal Bipartisan Commission on Long Term Care, the Age Friendly Commission, and several Institute of Medicine Committees. She has served in numerous leadership roles for the National Quality Forum Measures Application Partnership and is a current member of its Admissions and Readmissions Committee. She also chairs the CMS Technical Expert Panel for Quality Measure Development for Dual Eligibles and Medicaid Beneficiaries using HCBS And Managed Long Term Care. Ms. Raphael serves as a Director and member on numerous boards including the Kaiser Permanente School of Medicine, The Scan Foundation, PCDC, Medicare Rights Center, New York eHealth Collaborative, Commonwealth Care Alliance, Henry Schein, Inc., AARP, the RAND Health Advisory Board, and the Harvard T.H. Prior to PCDC, Catherine worked as a grant writing consultant for a broad range of nonprofits. Christina Lindstrom

Christina is a seasoned consultant with twenty years of professional experience in strategy, business development and client facing engagements. Her work has always sought to connect best business practices with value driven pursuits. Immediately prior to PCDC, she served as a Managing Director for See Change Institute, managing all technology and media client engagements for the firm and as the Head of Impact Management for SidePorch, leading work on all impact measurement related projects for clients who ranged from VC firms to nationally recognized foundations. Christopher F. Koller

Christopher F. Koller is President of the Milbank Memorial Fund and Publisher of the Milbank Quarterly. Prior to that, he was CEO of Neighborhood Health Plan of Rhode Island. David A. Gould - Chairman

As the Senior Vice President for Program at the United Hospital Fund, David A. Gould was the principal staff person responsible for UHF's program development and grantmaking activities. With a PhD in history, he joined the Fund in 1985 after having worked at the Department of City Planning of the City of New York. Prior to that, he worked for the Vera Institute of Justice as a project director and planner. Mr. Gould currently serves on the boards of the Center for Urban Community Services (CUCS), Public Health Solutions (PHS), and the Rita & Alex Hillman Foundation. Previously he chaired the Grantmaking Committee of the New York City AIDS Fund, served on the board of Grantmakers in Health, and was a member of several committees advising the government and private agencies on issues relating to health care policy. He currently provides strategic consulting services to several health care providers and foundations.

Deborah Johnson Ingram

Deborah Johnson Ingram is a Senior Director in the Clinical and Quality Partners team. She joined PCDC in 2010 to support Patient-Centered Medical Home (PCMH) Recognition and practice facilitation efforts. Deborah has overseen more than 1,000 successful PCMH site submissions and directs strategy and delivery of PCDC's compliance and operations-focused initiatives. She also provides consulting on PCMH sustainability planning and implementation; ambulatory care practice operations; and efficiency improvements for primary care practices, health centers, and hospital systems. Deborah provides training on Quality Payment Program (QPP, historically known as Meaningful Use and Physician Quality Reporting System attestation) in addition to coding for PCMH quality. Prior to joining PCDC, Deborah was a Senior Clinical Practice Advisor for IPRO, the New York State quality improvement organization. She previously managed a dental practice for 10 years including practice's financials, billing and coding, and operations. Deborah is a PCMH Certified Content Expert and has more than seven years of experience in facilitating electronic health records implementation. She received a bachelor's in sociology from New York University and an Advanced Certificate in Public Health and Master of Public Health in epidemiology at SUNY Downstate Health Sciences University. Dr. John Rugge

Dr. John Rugge is a practicing family physician and the Executive Chairman and Founder of Hudson Headwaters Health Network, a Federally Qualified Health Center that is the only local medical provider for much of the Adirondacks and the primary care safety-net for the Glens Falls "micropolitan" area. Over the years, Dr. Rugge has served on numerous health policy councils in Albany and Washington. He is currently Chair of the Planning Committee for the NYS Public Health and Health Planning Council and is serving on the workgroups for the NYS Department of Health that are defining advanced models of primary care and value-based payment models for the reimbursement of health care services generally. As organizer of the Adirondack Health Institute and the Adirondacks ACO, Hudson Headwaters is working to deploy these new models across the North Country of New York.

Dudley Benoit

Dudley Benoit is Alliant's Executive Vice President. Eleanor joins PCDC as Senior Loan Officer. She is an experienced social impact investment and healthcare leader. Most recently, Eleanor was the Director of Social Impact Strategy at UnitedHealthcare, where she spent 7+ years leading UnitedHealthcare's mission-aligned investment strategies that support capacity building in health and human services and affordable and supportive housing. She led an initiative that brought together FQHCs, public housing authorities, and community organizations to address health challenges in 18 communities across the US and efforts to develop a $100 million health & housing fund. Prior to United Healthcare, Eleanor was a Program Manager at John Hancock Research Center on Physical Activity, Nutrition, and Obesity Prevention where she managed research-based community health programs in 40 states. Eleanor has a BA in International Relations from Tufts University and a MS in Exercise Science/Public Health from Northeastern University. Eleanor is based in St. Paul, MN.

Ephraim Asfaw

Ephraim joins PCDC as Accounting Manager. Ephraim has over 15 years of work experience in accounting, of which he has over 13 years working in the nonprofit sector. Previously he has worked as a Senior Accountant, Financial Analysis Manager, Deputy Finance Director, and most recently as a Controller for an international nonprofit organization located in Baltimore, overseeing its accounting operations and annual audit. Ephraim has extensive experience in managing Federal, State and private grants and contracts, which involve budgeting, financial reporting, and compliances. He also has experience in updating internal control procedures, accounting systems, and other applicable financial procedures. Ephraim holds a Bachelor's Degree in Accounting from Mekelle University, a Master's Degree in Accounting from New England College. He is also a Certified Public Accountant (CPA). Apart from work, Ephraim enjoys reading, playing basketball and soccer, and volunteering at school and community events. Erin Girardi

Erin Girardi is a Senior Program Manager with the Clinical and Quality Partners team; she joined PCDC in 2023 with a focus on HIV Integrated Care & Practice Transformation. Prior to her role at PCDC, Erin worked at Kaleida Health, a large healthcare system in Buffalo, NY, managing a large portfolio of grants and programs focusing on addressing social determinants of health across their primary care clinics. During her tenure at Kaleida Health, Erin supported their pediatric primary care clinics in achieving PCMH re-certification. Before moving back to Buffalo, Erin's focus has been in the sexual and reproductive health field, supporting programs and projects across large healthcare systems in New York City and Denver, primarily in federally qualified health centers and school-based health center settings. For five years, Erin managed a sexual health education team/program across 19 school-based health centers operated by Denver Health. During her time in this role, she developed and conducted trainings for frontline staff across the healthcare system regarding sexual and reproductive healthcare, confidentiality, LGBTQ inclusive/affirming care, and adolescent care. Erin has served patients directly as a sexual health educator in various clinical settings. She holds a B.S. in Communications Disorders and Sciences from SUNY Geneseo and a Master of Public Health with a concentration in Community Health from Hunter College. Helen Arteaga Landaverde

Helen Arteaga is the CEO of NYC Health + Hospitals/Elmhurst, where she will help lead the hospitals' response to the COVID-19 pandemic, addressing the ongoing public health challenges some of the City's hardest hit communities in Queens still face. In addition to addressing the pandemic, Helen will also continue to grow innovative programs and re-engineer processes to increase access to affordable and comprehensive health care for all patients. In her most recent position, she served as Assistant Vice President, Queens Network and Executive Initiatives at Urban Health Plan, a network of community health centers located in three boroughs in New York City. Helen is Ecuadorian and a long-time resident of Corona, Queens. Helen grew up understanding the role that health care had on a community. She dreamed of establishing a community health center that would provide quality health care to local residents. Following the death of her community activist father, she set out to build that health center in her beloved Corona. Working with Our Lady of Sorrows Church and other community leaders, she sought out Paloma Hernandez, the President and CEO of Urban Health Plan, Inc., to make her dream a reality. Together, they opened Plaza del Sol Family Health Center in June, 2009. Last year, Plaza Del Sol provided care to more than 27,000 patients regardless of their ability to pay. The health center was dedicated in her father's memory in 2014. Helen has a bachelor's degree from New York University and a Master's of Public Health from Columbia University Mailman School of Public Health. She was a White House Intern in 1998 during the Clinton Administration and completed a fellowship with the National Hispana Leadership Institute in September 2010. In March 2016, she was appointed to the NYC Health + Hospitals Board of Directors and to the NYU Alumni Board of Directors. She was one of 31 women selected by the New York City Commission on Women's Issues to be featured in "NYC Women: Make it Here, Make it Happen," a series highlighting women who made a difference in their communities. She also received the Community Impact Award, Humanitarian Award and City of New York American Dreamer Award. Recently nominated by Governor Cuomo and confirmed by the NYS Senate to the New York State Minority Health Council. She is married to Victor Landaverde and is the proud mother of 3 amazing children: VictorLuis, Moses, and Victoria. She continues to reside in her beloved Corona, Queens.

Henrietta Croswell

Henrietta Croswell is a Senior Director in the Clinical and Quality Partners team. She joined PCDC in 2012 to support the unit's Patient-Centered Medical Home and practice facilitation efforts. Today, she oversees a portfolio that includes HIV and sexual and reproductive health; care management and care coordination; training; and behavioral health; she works with clients ranging from AIDS Service Organizations to large health systems and health departments. Prior to PCDC, Henrietta was the Senior Practice Manager for Premier HealthCare's largest Brooklyn health center dedicated to serving the intellectually and developmentally delayed population. She also supervised the adult day programs at YAI. Throughout her career, Henrietta has overseen the expansion of primary care sites to include ophthalmology, gynecology, podiatry, endocrinology, and behavioral health services and the expansion of site hours to include evenings and weekends. She has also led the successful expansion and reapplication of a CDC HIV Capacity Building Assistance center. Henrietta has a bachelor's in psychology and a Master of Public Health in community health education from Hunter College in New York City. She also holds a certificate in American Sign Language and is a Patient-Centered Medical Home Certified Content Expert. Henry Chung

Henry Chung, M.D. retired in 2022 after serving as Senior Medical Director for Behavioral Health Integration Strategy at Montefiore Care Management Organization (CMO) and Professor of Psychiatry at the Albert Einstein College of Medicine. In this role, Dr. Chung led the implementation of behavioral health integration initiatives in the Montefiore Health System and its affiliated partners. He is also Chair of the Committee of Integrated Care of the American Psychiatric Association. Dr. Chung has a national track record of progressive achievement and leadership in multiple sectors of healthcare including community health, pharmaceutical, global university health, and academic medical centers. He has contributed notable scholarly work and led regional and national initiatives in the integration of behavioral health and primary care. In 2012, he received the Lewis and Jack Rudin Prize for Medicine and Health awarded by the New York Academy of Medicine and the Greater New York Hospital Foundation for his contributions to the NYC health care delivery system. From 2014-2018, he was a member of the National Advisory Council of the Substance Abuse and Mental Health Services Administration of the U.S. Department of Health and Human Services. From 2015-2018, Dr Chung led a 4 year grant by the Center for Medicare and Medicaid Innovations to integrate and sustain behavioral healthcare in primary care using the collaborative care model. More recently, he led the development of a new continuum based framework for behavioral health integration in primary care that is being widely used in NYS health reform initiatives. In 2020, he received a new 7 year award from CMS working with the NYS Department of Health to lead a Bronx based initiative called Integrating Care for Kids (InCK) which will improve children and family outcomes through: coalition building; care management across medical, behavioral, school and social service sectors; quality improvement and data sharing; and the development of an alternative payment model.

Jordan Goldberg

Jordan Goldberg joined PCDC as the Director of Policy after more than a dozen years leading policy at national organizations that advance reproductive health access and promote health equity. Most recently, Jordan was the Director of Policy at the National Institute for Reproductive Health, where she oversaw NIRH's state and local policy advocacy work, including tracking reproductive health, rights and justice policy across the United States, drafting state and local legislation and ordinances, providing strategic and technical support to advocates and lawmakers, and working with national and state coalitions to advance health care access. Jordan also spent over five years at the Center for Reproductive Rights, representing health care providers and running the organization's state legislative program, tracking legislation and designing advocacy strategies to protect and expand access to reproductive health care through local and state policy. Previously, Jordan served as a law clerk for Justice Barry T. Albin on the Supreme Court of New Jersey. Prior to law school, Jordan worked for the New York State Senate and in media and communications. Jordan received her J.D. from Fordham University School of Law and holds a BFA in Film and Television from New York University, with a second major in Politics.

Judy Lipshutz

Judy Lipshutz is a Senior Program Manager in the Clinical and Quality Partners team; she joined PCDC in 2017 to support providers' efforts to integrate sexual and reproductive health, HIV, and STI prevention into primary care services. Prior to PCDC, Judy served in a variety of roles at Columbia University Mailman School of Public Health - overseeing program development and supervision in family planning and school-based health centers, developing curriculum for sexual and reproductive health, and directing NYC and statewide adolescent health training programming for health care professionals. She has also worked as an independent consultant supporting family planning organizations on reproductive health and justice-related endeavors. In addition to her consulting and programmatic experience, Judy has also served in various ambulatory nursing and social work roles in direct service to adolescents and young adults. Throughout her career, Judy has supported HIV prevention and treatment in 20+ states and territories, revising local policies for incorporating preventative practices to end the HIV epidemic; supervised health educators; been integral to supporting providers to integrate sexual and reproductive health; and developed several curricula that have been used at state and national levels. Judy holds a bachelor's in social welfare form Stony Brook University, a master's in social work from Hunter College, and a master's in nursing from Pace University. Julie Schilz is a Senior Director on the Clinical and Quality Partners team. She joined PCDC in 2022 to support initiatives focused on Primary Care Integration. Prior to PCDC, Julie held several executive leadership roles with community, provider and payer organizations developing and implementing strategy focused on value, delivery system reform and primary care transformation. Julie has dedicated her career to working on innovative solutions within health care and communities that are person and family centered with a focus on equity. She has led multiple national, regional and local improvement initiatives concentrating on innovative interventions for care delivery in the context of community, primary care and public health. Her experience covers a variety of patient populations including Commercial, Medicaid and Medicare in rural and urban settings. She has provided expert opinion to Agency for Healthcare Research and Quality (AHRQ), Center for Medicare and Medicaid Innovations (CMMI), Health Care Payment Learning and Action (HCP LAN), and National Committee for Quality Assurance (NCQA). She currently serves as an Executive Member Liaison for Primary Care Collaborative and on the Board of Tri-County Public Health Department and Colorado Center for Primary Care Innovation. Kimberly Mirabella is a Project Manager in the Clinical and Quality Partners team. She joined PCDC in 2006 as an administrative assistant and developed a passion for PCDC's health care focus. Over the years, she has supported the evolution of the unit's work in areas including emergency management, electronic medical record implementation, Patient-Centered Medical Home recognition, and HIV prevention. Today, Kimberly supports the unit as a technical expert for production and delivery of webinars and in-person and virtual training. Throughout her career at PCDC, Kimberly has coordinated training and TA logistics for health care providers and supported development of marketing materials and high-profile unit publications. Kimberly holds a bachelor's in psychology from Ramapo College of New Jersey; she is also a Certified Professional Coder. Lori Scott was recently the Managing Director, Impact Credit at Lafayette Square, responsible for making credit available for entrepreneurs of color and women nationally. For 25 years, Lori has developed and executed impact investment strategies globally, with a focus on increasing capital for underserved people and places. Prior to joining Lafayette Square, she was the Chief Credit Officer, Impact Investments, at the John D. and Catherine T. MacArthur Foundation where she led over $100 million in new investments and developed domestic and emerging market investment strategies across multiple social issue areas, including the Catalytic Capital Consortium and Benefit Chicago. She led the underwriting, policy development and risk management for the diverse portfolio of intermediated and direct debt, equity, guarantees, blended and other experimental, structured investments. She helped to launch Skopos, a European family office's first EUR 100 million impact investment fund and provided strategic advice, developed deal analysis and risk management protocols and led and structured emerging market equity fund investments. Lori has connected impact investors with investment opportunities that meet their social and financial goals and has experience developing and implementing a wide range of portfolio impact strategies. She was also an analyst for Aeris, the Community Development Finance Institution (CDFI) rating agency, and the Department of Treasury CDFI Fund Bond Guaranty program. As part of the senior management team Calvert Impact Capital, Lori contributed to its growth from $8 million to $500 million, including growing Community Investment Partners, an asset management and advisory subsidiary, to over $250 million in investments under management and provided impact investment advice and services to over 20 leading foundations and corporations. She started in impact investing as a real estate lender at IFF, a regional CDFI, and started her career in working on community arts grants programs for the City of Chicago Department of Cultural Affairs.

Louise Cohen - CEO

Louise Cohen is the Chief Executive Officer of the Primary Care Development Corporation (PCDC), a not-for-profit community development financial institution dedicated to expanding and strengthening the primary care safety net in the United States. PCDC provides capital and technical assistance to a wide variety of primary care providers, and advocates for improved and increased primary care access, capacity, quality, reimbursement, and capital resources in order to improve health outcomes, create healthier communities, increase health equity, and reduce overall health care system costs. Prior to assuming leadership of PCDC, she was Vice President for Public Health Programs at Public Health Solutions in New York City (2011-2015), where she oversaw a variety of programs to improve community health through food access and nutrition, women's reproductive health, tobacco control, and child development. Ms. Cohen held successive leadership positions at the New York City Department of Health and Mental Hygiene (DOHMH) from 1998-2011, including as Deputy Commissioner of the Division of Health Care Access and Improvement. Among her accomplishments at DOHMH, Ms. Cohen led the development and execution of Take Care New York, New York City's first comprehensive health policy agenda. She also oversaw the Primary Care Information Project, which brought a public health and prevention-oriented ambulatory care electronic health record system to more than 2,500 primary care providers. Before her tenure at DOHMH, Ms. Cohen was Director of the Park Slope Family Health Center (now part of the NYU Lutheran Family Health Centers network). She served on PCDC's Board of Directors from 2011 until she became CEO.

Maia Bhirud Morse

Maia Bhirud Morse is a Director in the Clinical and Quality Partners team; she joined PCDC in 2012 to grow the organization's focus on practice operations, school-based health, and medical coding for quality. Maia has led quality improvement efforts in federally qualified health centers, independent practices, and hospital ambulatory settings to achieve improvements in patient access and quality. She has successfully supported over 180 providers through the National Committee for Quality Assurance Patient-Centered Medical Home (PCMH) Recognition process. Prior to PCDC, Maia served as Practice Manager for Norwalk Community Health Center where she oversaw practice operations, workflows, electronic medical record administration, and staffing. Throughout her career, Maia has managed clinical and operational pathway development, practice reporting, and primary care learning collaboratives. She has also worked internationally as an early childhood educator. Maia holds a bachelor's in international studies from University of Richmond and a master's in public health from Columbia University Mailman School of Public Health. She was a Princeton Fellow with Norwalk Community Health Center; she is also a Certified Professional Coder and a PCMH Certified Content Expert.
