We began an extensive education and outreach effort with state public utility regulators and enlisted the support of the business community. We initiated various regulatory proceedings and participated in many more. We succeeded in convincing more than a dozen states to authorize local telephone competition before the federal government passed the Telecommunications Act of 1996. Number portability became an essential prerequisite to effective local telephone competition and the Bell Companies were not permitted to compete for long distance service (something they wanted as a quid pro quo for allowing competition at the local level) until number portability..
