Charles Fitzsimmons is one of Canada's most experienced community transportation consultants. From 1986 to 1994 he was Manager of Planning Services at the Canadian Urban Transit Association, where he coordinated statistics and policy support for specialized and accessible transit. In 1994 he founded TechKnowledge Consulting, specializing in transit policy and technical matters. His first assignments were for the Transit Technology and Energy Branch of the Ontario Ministry of Transportation, for whom he reviewed the Ministry-funded specialized transit scheduling product, Trapeze QV, and then helped to design and launch the Community Transportation Assistance Program (CTAP). He planned and coordinated three successful CTAP pilot projects to develop Non-Emergency Medical Transportation brokerages in Waterloo (Med-Lift), Kingston (KAPS), and St. Thomas (STEPS).
