David Hines - Chairman

David has considerable residential development and public sector experience which has proved invaluable for establishing joint ventures with public bodies, local authorities and NHS Trusts. David has been at the forefront of the development and operations of numerous elderly living communities throughout his career working alongside all leading UK retirement living specialists as National Head of Residential Development at Savills Plc.

Emmie Baker

Job Titles:
  • Head of Quality
Emmie joined the Encore Care Homes team in May 2022 as Head of Quality. Emmie comes with a breadth of knowledge and experience in leadership roles within the Health and Social Care sector. With over 30 years' experience of predominantly working with older adults, including adults who live with Dementia. Emmie has worked in leadership, quality, safeguarding and service improvement roles for many years. Including the role of a CQC Inspector, driving the quality and safety of services to older people. "I am exceptionally motivated and bring positive energy and commitment to continuously strive for the delivery of high-quality, safe services for people. With a proven track record of delivering projects that drive service improvements, including improved CQC outcomes and ratings across both urgent healthcare and social care services. I bring compassion and understanding in my approach and lead by example to demonstrate effective, fair leadership, that shows the expected standards of care and support for those who live and work in our Care Homes."

Julie Skelly

Julie is an experienced leader in care, having worked in a number of organisations providing live-in care for adults with learning disabilities. In several of those care-settings, Julie led the delivery of programmes to deliver new and robust care processes. These were designed to ensure all aspects of the care offered were rigorously monitored and high standards were upheld, giving residents a safe and comfortable environment in which to live, and their families peace of mind. Julie's experience across the care sector means she has a solid understanding of the challenges care organisations face, and how to address them. In her role as Operations Manager for Encore her experience in areas such as recruitment and development of staff, and managing process improvements effectively are already having a positive impact across all our homes and our dedicated teams. "I am passionate, committed and driven to support teams to provide the highest quality of service to all of our residents, in a person-centred way that meets their needs and preferences. The role of the Operations Manager is integral to reviewing our process and systems to improve outcomes for residents and support their families."

Kieran Hogan

Mikkel Togsverd - Managing Director

Mikkel brings to Encore a wealth of experience in the care sector. He has worked in health and social care for over 30 years now, in a variety of roles from the ground up. In recent years he has been a director for several care providers, and in these roles his focus was on transformation of the service leading to growth of the business. Mikkel is also a trustee of Talkback Nclude, a charity that supports adults with learning disabilities with essential life skills through both educational and vocational learning opportunities. "I am hugely aware of the importance our homes have on the quality of life for both our residents and their families. My team and I are committed to providing the best care possible, treating our residents as individuals and understanding their needs. It is also very important to me that we make Encore a great place for our staff to work, as I believe in turn that creates the best environment for our residents".
