Megan Samples

Sam started working with the George Washington Regional Commission (GWRC) and the Fredericksburg Regional CoC in September 2023 as the Program Coordinator for the Housing and Community Health program. Prior to moving to a staff position, Megan sat on the CoC Board from July 2021 and was serving as Vice Chair when she left to accept the staff position. Megan assists as a staff member of the CoC, the GWRC affordable housing team, and other regional community health efforts. Megan holds a B.A. in International Studies with a concentration on Social Justice Studies and Anthropology from Virginia Commonwealth University. Megan is also involved in a number of community volunteer efforts also sits on the Executive Board for Fredericksburg Virginia Main Street as the Chair for Economic Vitality, where she worked to bring the business community together with the CoC membership for collaborative efforts and support. Megan is also currently a SAMHSA SOAR Local Lead.

Sam Shoukas

Sam started working with the George Washington Regional Commission (GWRC) and the Fredericksburg Regional CoC in May 2017 as an AmeriCorps VISTA through the Virginia Housing Alliance AmeriCorps VISTA Program. Upon completion of her VISTA year, she was hired as the Continuum of Care Coordinator. Over the past 5 years at GWRC, Sam has moved to Housing and Community Health Program Director, and assists with staffing the CoC, affordable housing team, and other regional community health efforts. Prior to working with the GWRC, she worked as an Adult Protective Services Worker with Fauquier County Department of Social Services. While completing her master's degree, she worked as an intern with Empowerhouse, the community's domestic violence provider, where she developed a curriculum for a support group for LGBTQ+ domestic violence survivors, and as an intern with Homeward, the CoC lead agency for the Greater Richmond Continuum of Care, where she worked to include individuals with experiences of homelessness in the planning of homeless services in the Richmond area. Sam received her Bachelor of Arts in Sociology from the University of Mary Washington and her Master's in Social Work from Virginia Commonwealth University.
