Adrienne is the Vice President of Public Policy & Strategy, overseeing the work of the Policy Team. She is a recognized expert in mental health policy who has devoted her career to improving the well-being of people living with brain illness and substance use disorders. Adrienne became involved in mental health policy as a key staff person in the campaign to pass the 2004 Mental Health Services Act. Prior to her position with the CA Alliance, she has worked in a variety of roles to carry out the vision for services laid out in the law, including as the director of government affairs for the County Behavioral Health Directors Association. Before joining CBHDA, Adrienne was a senior associate with the nonprofit California Institute for Behavioral Health Solutions, and a senior policy analyst with the California Council of Community Behavioral Health Agencies. She has been a champion for culturally relevant program design, incorporating peer support as a crucial piece of recovery, and using evaluation and outcomes-based reporting to drive strategy. Shilton has served as an adviser on a number of statewide efforts, and currently sits on multiple task forces working to improve behavioral health policy in California, with a particular focus on youth, young adults, and families. She has a bachelor's degree in psychology from Knox College, and a master's degree in public policy and administration from California State University, Sacramento.

Alina joins the Catalyst Center as a project coordinator and executive assistant after several years of working directly with youth in a nonprofit setting. She graduated from Sacramento State with a Bachelors in Psychology and Counseling. As a first-generation student, educational equity and mental health are two of Alina's passions. Previously, Alina worked on several school sites and districts within the Sacramento, Stockton, and Modesto regions to help young men of color get to and through college. She has a long history of event planning for nonprofits and the community. Alina prides herself on being a mentor to youth in the community. She also volunteers with domestic violence survivors and has a certificate in Trauma-Informed Care. Alina is very excited to be a part of the team and looks forward to making a difference in the lives of those we serve.

Amber Macias

Amber Macias comes to California Alliance/ Catalyst Center with over 15 years of experience in education, including grant management in mental health programs for youth and adults. In addition, during her time in education, she worked for the Regional Occupational Program, Teacher Support Services, After School Programs and Human Resources. Amber has also worked with students at Sylvan Learning Center, managed a youth summer camp and worked at the children's center at the YMCA. She earned her Bachelor's degree in Sociology from the University of California, Santa Barbara and her Master's Degree in Educational Counseling with a PPS Credential in School Counseling from Azusa Pacific University. Her passion has always been to provide support and resources to children, youth and families in the community and is so excited to join the team and support the organization's mission and goals.

He leverages over fifteen years of experience in communications and marketing to support initiatives benefiting children. Before joining the CA Alliance, Andy was the Director of Marketing at the California School Boards Association, a nonprofit organization dedicated to enhancing K-12 public education by strengthening school board governance in California. Prior to his tenure at CSBA, Andy worked as Director of Marketing at VSP, actively participating in the company's volunteer and outreach programs, including VSP's Eyes of Hope and disaster relief initiatives. Andy holds a bachelor's degree from Gonzaga University and a Master's in Business Administration from the University of California, Davis Graduate School of Management.

Annie Thomas is the Policy Associate for the California Alliance Policy Team. Annie joins the California Alliance with a background in law, police reform and education advocacy, and direct service in a K-12 setting as an AmeriCorps member. Drawing on her diverse professional background, Annie has previously worked as a Law Clerk for Parent Advocates of Sacramento, where she played a crucial role in working with parents in dependency proceedings. She also worked as a Felony Division Intern at the Sacramento County Public Defender's Office and as an AmeriCorps Member for City Year Orlando, where she taught Algebra 1 to 9th-grade students at Jones High School. She holds a Juris Doctor degree from McGeorge School of Law, University of the Pacific, and a bachelor's degree in public administration from Florida International University. Her previous work includes working as a law clerk for Parent Advocates of Sacramento where she helped represent parents in dependency proceedings and working as a Felony Division intern for the Sacramento County Public Defender's Office. During her final year in law school, she participated in McGeorge's Legislative and Public Policy Clinic where she worked with ACLU: California Action on one of their police reform bills. Before that, she was a federal education policy intern for Partners for Each and Every Child in Washington, D.C. Camille Schraeder

Camille Schraeder, MA, has over 35 years of experience, an extensive history of community involvement and is a strong advocate for abused, neglected and at-risk children, youth and families at the local, state and federal levels. In 1995, Schraeder founded Redwood Children's Services (now Redwood Community Services), a large multi-agency serving thousands of clients a year within three Northern California counties. Under her leadership, RCS developed and provided community-based services, prevention services, homeless services, mental health services, foster care and adoption services. She served as the CEO until 2019. In addition to serving as the public policy officer for Redwood Community Services, Schraeder currently leads Redwood Quality Management, which is an administrative services organization managing access, quality assurance and network adequacy and leveraging Medi-Cal eligibility for both the Children and Adult System of Care of Mendocino County. The Mendocino County System of Care has served over 4,000 unduplicated clients annually. Schraeder is the volunteer founder and director of the Potter Valley Youth and Community Center, a founding member of the Children's Action Committee, a member of the Policy Council on Children and Youth and an active leader in policy change for children, youth and families. With Schraeder's leadership, Redwood Community Services, Inc., has been a COA accredited agency for the last eight years. She is a long-standing leader in her counties, receiving numerous community awards for her work. Schraeder holds a master's degree in psychology and a Group Home Administrators License in the State of California. She serves on the boards of the California Alliance of Children and Families and the California Council of Community Behavioral Health Agencies.

Cate Sievers (she/her) is the Events and Communications Coordinator for the California Alliance and its' Catalyst Center. Cate comes with over three years of experience in nonprofit events and communications, and has previously been with the Alliance as their Events and Membership Assistant, and their Communications intern. Hi! I am Celeste Walley. In a short summary of my twenty plus years of life, I am a fighter and a survivor. I was born and raised in San Francisco Bay Area. I am a founding member of the first ever Youth Advisory Board at Seneca family of Agencies where my passion for youth voice has had tremendous impacts on the staff and youth of my county. I grew up in various foster homes and attended multiple schools, which provided a unique narrative for my experience and is defined by resilience and overcoming obstacles. My story is the foundation of my passion, which has transformed into my desire to make a positive change in the world of foster care and mental health. I spent many years of my undergrad simultaneously working to complete my chemistry degree from the University of California Merced as well as spending time off from school interning in the Seneca Wrap around and TAY FSP programs holding various roles as a peer partner and YAB coordinator. As well as working with MHSOAC's youth innovation planning committee and other fellowship programs alike to address various social issues affecting the community. After completing my degree, my journey has landed me at the catalyst center working as a Permanency and Youth engagement specialist where I hope to continuously grow my global impact on the foster, mental and medical health system.

As a practitioner, administrator, advocate and former foster parent, Ms. Stoner-Mertz brings her personal and professional expertise to the policy and practice efforts of the Alliance and Catalyst, a training and technical assistance program focused on practice improvement in children and family services. Representing member organizations providing behavioral health, child welfare and education services, she helps to ensure that policy reflects the needs of provider organizations and those they serve. Previously, Ms. Stoner-Mertz served as President and CEO of Lincoln Families, an agency delivering a range of community-based services in the San Francisco Bay area. She has served on state and national boards of behavioral health associations, and has worked as a consultant to numerous nonprofits, county departments and the State of California. Ms. Stoner-Mertz was a co-founder of Seneca Family of Agencies, a state-wide nonprofit. A sought-after expert on MediCal EPSDT program design and implementation, she has expertise in integrating funding streams to effectively address the behavioral health needs of children, youth and families. Corina Dubon serves as the Director of Development and Engagement, spearheading our membership initiatives, grants and fundraising efforts, and overseeing our apprenticeship program. With a robust background encompassing over 15 years in nonprofit management, Corina has excelled in outreach, fundraising, and operational roles. Prior to joining the Alliance and Catalyst Center, she held the position of program director for a nonprofit organization. In this capacity, Corina successfully initiated and led a supportive services program for kinship families in Los Angeles County. Her responsibilities included grant management, fundraising, and the facilitation of a collaborative effort involving over 60 individuals. Corina is a proud alumna of California State University, Dominguez Hills, holding a bachelor's degree in human services. She furthered her professional development by earning a nonprofit professional certification from UC San Diego and a master's degree in public administration from California State University, Dominguez Hills. Cornelle Jenkins, the Vice President of Programs, Impact, and Evaluation, is dedicated to making a positive impact in the community by advocating for those who historically have been rendered voiceless. Cornelle earned his Bachelor's at Saint Mary's College of California where he created his own major of Advocacy, Reform, and Social Change. He then went on to earn his law degree at McGeorge School of Law before returning to St. Mary's to obtain his MBA. Delia Festa

Delia is an MSW intern for the Catalyst Center. She is currently working towards her Master's in Social Welfare from University of California, Berkeley, and has a Bachelors in Social Work from San Francisco State University. Delia has experience working in a residential treatment setting with children with a history of trauma and behavioral challenges, in a public education setting with children with developmental disabilities, and in County Child Welfare. Delia is also a certified EFH (Emergency Foster Home) and is passionate about supporting parents through the process of reunification. Delia plans on continuing her work with children and families, first in a direct service role, and later in the policy field. Delia is contributing to a research paper and training that analyzes the California Children's System of Care, and always seeks to highlight voices and perspectives of those with lived experience. Delia is passionate about empowering families and communities, and advocating for structural change that will create more equitable and compassionate systems of care. Delia enjoys spending time with her family, being outdoors, and making art. She believes that finding activities that cultivate joy is paramount for both herself and our clients.

Dr. Ruby Hernandez is the research analyst for the Catalyst Center. She has over 10 years of research experience designing, implementing, and analyzing original research projects and communicating relevant insights. For the past few years she been working as an applied researcher on strategic planning and evaluation projects with educational, philanthropic, government, and nonprofit agencies. Prior to that she worked on projects in academia where her teaching and research focused on social justice topics and demonstrating the resiliency of underrepresented students in higher education. Ruby is passionate about supporting professionals who serve under-resourced communities, and is interested in creating evidence-based change and empowering disenfranchised communities through research. Ruby is a first-generation Latina raised in a working-class immigrant farming community in California's Central Valley. This has shaped her motivation for learning, understanding, and wanting to address issues related to improving youth, family, and community well-being. As such, she earned her Ph.D. in social psychology from the University of California, Santa Cruz. In her spare time she loves reading, taking long walks with her dog (Oso), and spending quality time with friends and loved ones.

Before joining the California Alliance's Catalyst Center, she was a trainer and approval specialist at an FFA in southern California, where she successfully trained over 1000 families. Ivon holds a master's degree in public administration from California State University Northridge. She specializes in training development, and marketing strategies. Ivon is also certified in Non-Profit management, with a specific interest workforce wellness. At the Catalyst Center, Ivon has significantly increased online course engagement by 62% and played a pivotal role in launching the new LearnUpon course platform and self-paced course catalog growth. Her innovative strategies have been instrumental in shaping the organization's online e-learning presence. Kelsie earned her bachelor's degree in Psychology and Education from Occidental College and her doctorate in Clinical Psychology from Baylor University. She completed her doctoral internship and postdoctoral fellowship at Casa Pacifica Centers for Children and Families where she worked as an adolescent residential treatment therapist on their 25-acre campus in Ventura County. After several years of direct service, Kelsie moved into program leadership, including serving as Director of Clinical Services for Casa Pacifica's STRTP and later as the agency's Director of Training. Kelsie has experience providing clinical supervision and training to unlicensed and newly licensed clinical staff and training adult learners, including parents/caregivers, paraprofessionals, and educators in trauma-informed care and intervention strategies. When the family financial situation changed, she re-entered the workforce and became a preschool teacher and developed and ran a license-exempt daycare at Urijah Faber's Ultimate Fitness gym in Sacramento, CA. Her experience and opportunities in HR began to develop as she took on new responsibilities and leadership in management and operations at the gym. She also assisted in the development of a volunteer program and streamlining HR processes and procedures with Capital Kids Occupational Therapy in Sacramento, CA. To concentrate on her studies, Renée worked as the Administrative Assistant to the Director of Clinical and Quality with California Association of Health Facilities for the last 3 years. During this time, she has expanded her education to gain certificates in Ethics and Gender and Sexual Diversity and Inclusion in the Workplace. Tia Cochran-Otis

Tia Cochran-Otis is a licensed clinical social worker with over 20 years of professional experience in roles serving people who are underserved by our systems and disproportionately vulnerable to harm. Committed to a community-centered approach to social issues, Tia is an ambassador for Restorative Justice (RJ) principles and practices and is driven to create collaborative systems of care. She was a leader in advocating for the needs of system-involved youth and their families while serving as an administrator in juvenile justice mental health in Ventura County. Both an administrator and a clinician, Tia navigated the clinical and systemic challenges of assessing needs and implementing culturally relevant interventions and training. Successful implementation required ongoing, highly-valued partnerships with a diverse range of disciplines and systems. As a clinical social worker, Tia has served in inpatient, outpatient, and forensic treatment settings while providing consultation and training to local communities and organizations. Additionally, Tia has dedicated herself to the education and development of future social workers, serving in both full-time and adjunct faculty positions in undergraduate and graduate social work education. She engages students in critical inquiry while exposing them to the power of person-centered, evidence-based approaches. Tia earned her bachelor's degree in sociology and ethnic studies from California Lutheran University, her master's degree in social work from Boise State University, and, most recently, a graduate certificate in restorative practices from the International Institute for Restorative Practices. As a member of the Catalyst Center and California Alliance team, Tia is eager to employ her passion, education, and experience to support the well-being of our communities and promote social justice.

Tone Reyes joined the Catalyst Team as Program Advisor in 2024. He brings over 28 years of direct care, training, and leadership experience working in community programs, mental health, and substance abuse services systems in both the non-profit and private sectors. Tone has been in leadership roles in Group Homes and Short-Term Residential Therapeutic Programs in Ventura County. He brings substantial experience in the leadership and administration of treatment services in both campus and community care-site models, including program development, supervision, and training, staffing, and scheduling, milieu management, therapeutic recreation, and integration of direct care and treatment providers. Throughout Tone's professional journey, his compassion towards young people and their families, has allowed for a relational care approach and trauma informed delivery of services. These beliefs are evident in his work as a leader, trainer, mentor.
