HBS Notary Public of the Kingdom of Cambodia ("HBS Notary Public") is the First Notary Public Office formally established by the Royal Government of Cambodia's Sub-decree No. 144 dated September 23, 2008. By virtue of this Sub-decree, HBS Notary Public is specifically empowered by the State to authenticate, certify, and witness the signing of legal instruments and contracts for local and international use. Two notaries have been appointed under the same Sub-Decree to provide the said services... We provide consultation on foreign marriage, adoption and provide authentication on marital agreement, donation and testament, divorce agreement and succession liquidation, will and will custody, succession agreement, adoption, divorce, alimony and child support agreement.
