Mr. Whitman is currently a professor of insurance at the Carlson School of Management and an AARP-IRS tax counselor. Previously, he served as the deputy commissioner and acting chief counsel for the Pennsylvania Insurance Department and as an insurance and risk management consultant to corporations and government entities. He has also served as a firefighter for the City of Maple Grove. Mr. Whitman is a member of the Minnesota insurance guaranty board, Minnesota State Bar Association, and Hennepin County Bar Association. He holds a Ph.D. from the University of Wisconsin-Madison and a J.D. from the University of Minnesota.

He also previously practiced as a physician with the University of Minnesota and worked as a science teacher at Burnsville High School. He received his B.A. from Carleton College, his M.D. from the University of Minnesota, and his M.B.A. in health care from the University of St. Thomas.

Ms. Kennedy is an attorney and disability rights advocate. As the president of Communication Service for the Deaf, Inc. (CSD) Health Division, Ms. Kennedy is committed to health care equity. Previously, she was the vice president of legal and compliance at CSD, and the deputy general counsel and policy director at MNsure, contributing to the implementation and overhaul of Minnesota's health insurance exchange and the dynamic policy landscape that followed. Before coming to MNsure, Ms. Kennedy served as an in-house attorney for the Minnesota Department of Human Services, advising on health care and privacy issues. She received her B.A. in political science from the University of Minnesota and her J.D. from Mitchell Hamline School of Law in St. Paul. Ms. Kennedy also serves as a board member of the Deaf and Hard of Hearing Bar Association.

Prior to her appointment, Commissioner Harpstead was the president and CEO of Lutheran Social Service of Minnesota (LSS) since September 2011. She also was the executive vice president and chief operating officer for LSS and spent 23 years in a variety of positions with Medtronic, Inc.
Commissioner Harpstead has volunteered in leadership capacities for a variety of other organizations including Augsburg University, Lutheran Services in America and ARRM - the statewide association of community-based service providers for people with disabilities.
She received her Master of Business Administration in finance and bachelor's degree in business administration from Michigan State University.

Ms. Stoffel is a retired IT and business leader with many years of experience as an executive in the field, with expertise in guiding IT functions and technology innovation. Her community involvement includes having served on the board of directors for a number of nonprofits, including the United Way of Mankato. She received her B.S. from Minnesota State University, Mankato and has completed work towards a master's degree in telecommunications from St. Mary's University.
