RULING OURSELVES

Ruling Ourselves is a paper that outlines strategies that can improve global cooperation and governance. We offer no reforms of the central decision-making bodies (i.e., the GA and SC). We posit that global governance would still be largely deadlocked today even if they were improved or replaced. We expect that political coalitions will arise to achieve reforms of these bodies in the coming decades, but each round of changes will yield only marginal benefits to global governance. Here, we focus on practical expansion and improvement of global governance that can take place whether or not these bodies are reformed. Incremental progress can improve global trust and goal alignment in the long run, thus setting the stage for successful and significant reform of the central deliberative bodies... Our solution..
