Ben Temple

Job Titles:

Ben joined ET Planning in 2018 and now leads the Planning Team in Oxford specialising in Community Infrastructure Levy and Enforcement cases. Ben has over 15 years of experience including working at various Local Authority Enforcement Teams within Berkshire, Greater London, and Buckinghamshire. Ben's extensive experience of handling CIL challenges, complex enforcement matters including appeals and prosecutions, as well as his experience as a senior manager within the Local Authority planning section, make him a valuable asset to the ET Planning team. Outside of the business, Ben enjoys travelling with his wife Emily, and working towards completing the Trans Euro Trail on his motorbike.

David Wetherill

David joined the ET Planning team in September 2020 as an Associate Planner and has a wealth of experience within the Planning industry, having previously worked for both a National Planning Consultancy and a Local Authority. Having worked within the Planning industry in the South East and Thames Valley region, David has extensive knowledge of the local area making him an asset to the ET Planning team and his clients. David advises on large scale residential and commercial projects and has been the lead planning witness in various planning appeals, including for hearings and public inquiries. David also leads on Land Promotions and Site Identification for ET Planning - a new service available to clients who are looking to promote sites through the Development Plan process, given David's experience of successfully promoting sites throughout the South East. For example, David recently promoted a strategic site through both the emerging Local Plan and Neighbourhood Plan processes for a national housebuilder in South Oxfordshire. He has regularly represented clients in front of an Inspector at Local Plan Examinations in Public.

Derek Clarke

Derek joined Et Planning in May 2023, having previously worked for Housebuilders, Housing Associations and the Homes and Communities Agency in the South-East and South-West, most recently as the SW Development Director at one of the largest affordable housing providers in the UK with he had the responsibility for the acquisition of land, Partnerships negotiations within the South West. Derek has experience in both development viability, option appraisals as well as valuation. He has worked on residential and mixed used assets with both private and public sector clients. Derek is dual qualified as both a Chartered Surveyor (P&D) and Town Planner. During Derek's previous roles he has worked with many Housebuilders and Housing Associations on the delivery of residential developments and affordable housing, throughout the United Kingdom, considering the viability of developments and how delivery could be brought forward. Within valuation he has worked on development appraisals, probate valuations and the valuation of affordable housing. Derek holds a BA 1 st Class HONS in Urban & Environmental Planning and PGDip in Town Planning from LSBU. He is RTPI, MRICS and a RICS Registered Valuer.

Emily Temple - Founder

Emily Temple is the Executive Director and Founder of ET Planning, an Independent Planning Consultancy established in April 2017. Emily has over seventeen years' experience in Planning, within both the Public and Private sector, including as a Planning Officer at Test Valley Borough Council and Wokingham Borough Council between 2005-2012. Emily was also an Associate Planning Consultant at a National multidisciplinary consultancy. She has prepared applications for education, commercial, residential, and mixed-use developments, inclusive of public consultations. She has represented Local Authorities, developers and third parties in many appeals, including as an expert witness at numerous Hearings and Public Inquiries. Emily regularly speaks at property group meetings across the Home Counties. Working as a planning consultant since 2012, Emily has prepared applications for education, commercial and residential developments, mixed use schemes, large houses in multiple occupation (HMO) and Gypsy and Traveller related development. Emily holds a Bachelor of Science Honours degree in Environmental Protection awarded by Surrey University, a Master's degree in Spatial Planning awarded by Oxford Brookes University and is a Chartered Member of the Royal Town Planning Institute. Emily has continued to undertake appeals and act as an expert witness at Public Inquiries for both developers and Local Authorities, and also regularly speaks at property group meetings in the Home Counties. Outside of the business, Emily will often be found in the Gym and loves taking short weekend breaks around the UK in her VW Campervan!

Matthew Miller

Matthew joined the ET Planning team as a Principal Planner in December 2019, having previously spent over eight years within local authority, namely at Bracknell Forest Council. Within both his previous and current planning roles, Matthew has worked on both minor and major scale developments ranging from householder applications through to large scale residential and commercial developments, as well as having some experience in formulating Planning Policy in local authority. Notably, Matthew was involved in working on the regeneration of Bracknell town centre within his time at the Council. During his time at ET Planning, he has project-led a planning application for 117 dwellings at the former Bracknell Town Football Club, as well as involvement in a number of public inquiries where has represented both private clients and local authorities. Based in the Crowthorne office, Matthew heads up the Berkshire & Hampshire division as Team Leader. As an Associate Planner, Matthew supports clients on projects of all scales by project managing developments and preparing site appraisals, pre-applications and planning applications, as well as handing complex appeal situations. Matthew is known for his knowledge of technical regulations within the Planning system including his ability to decipher complicated permitted development/prior approval and Certificate of Lawfulness matters. Matthew oversees the whole process on behalf of the client - from beginning to end, as well as managing a team of Planners. Matthew holds a BSc (Hons) and a master's degree in Town Planning. He is a fully chartered member of the Royal Town Planning Institute (RTPI). Outside of work, Matthew looks forward to taking short breaks to his favourite spots in Bath and Edinburgh where he goes for long walks and times time to catch up on some reading and the latest films.
