Annemarie Beliard

Annemarie Beliard joined Sound's board of directors in December 2023. Beliard believes in the importance of a strong community and strives to contribute to making the world a better place, beginning with her community. Beliard believes strongly in the work Sound does to serve people experiencing homelessness, mental health issues, and substance abuse issues, or a combination thereof, regardless of their insurance status or income. Beliard spent the last 13+ years at Adobe, where she served as a Product Marketing Manager in the Creative Cloud business unit. There, she had the opportunity to market directly to consumers as well as Business customers, launch new products and services, and drive cross-functional teams towards common goals. Beliard was co-chair of the Seattle chapter of Women @ Adobe, developing programming and activities designed to drive engagement, support and community for women across the organization. Prior to Adobe, Beliard held a variety of positions at organizations including Getty Images, Washington Mutual, Washington Dental Service and Regence BlueShield. Beliard holds a bachelor's degree in English literature from the University of Michigan and an MBA from the University of Washington. In addition to her work on Sound's board, Beliard can be found volunteering for Girls on the Run of Puget Sound, attending her daughter's soccer and running events, running, biking, reading and baking.

Charlotte Jones - VP

Charlotte Jones is Vice President & Chief People & Diversity|Inclusion Officer at Sound. She oversees Sound's efforts to recruit, retain and develop diverse talent and is responsible for cultivating and preserving Sound's culture of workforce diversity and inclusion organization wide. Her department collaborates closely with the Clinical, Operations and Administrative teams to implement these initiatives. With more than three decades of people operations leadership experience, Jones brings diverse and extensive corporate experience to the position, including compensation, benefits and career development expertise. Before Sound, Jones worked with Time Warner Cable, Insight Communications, GameStop and UPS Airlines. She has owned her own HR consulting firm whose primary focus was assisting women-owned organizations. Jones also worked with project teams to plan, design and fund events with nonprofit organizations such as National Aviation for Women, Organization for Black Airline Pilots and Tuskegee Airmen, to name a few. She has a BS degree in Human Resources Leadership and a minor in Psychology. She is certified as a Senior Professional in Human Resources.

Christine McHugh

Christine McHugh was inspired to join Sound's board of directors in June 2021 because of its mission to strengthen the community by delivering excellent health and human services tailored to meet individuals' needs. Specifically, she applauds Sound for breaking down the stigma surrounding mental health and providing community members with the resources they often struggle to find on their own, regardless of income or insurance status. McHugh spent 27 years of her professional career working for Starbucks in a variety of roles ranging from human resources to business development. She most recently served as the company's vice president of customer service and operations. Soon after, she worked at healthcare start-up, Tangelo Health, before founding her own management and executive business where she currently works with a variety of small- and medium-sized businesses tackling business strategy, culture and leadership. In addition, she recently published a book titled "From Barista to Boardroom" chronicling her nearly three-decade journey through Starbucks. McHugh also volunteers on the board for Green Apron Alliance, a nonprofit connecting former Starbucks employees and hold her bachelor's degree in organization and leadership from Antioch University in Seattle. Outside of Sound's board, authoring her first book and running her business, McHugh enjoys endurance sports, especially cycling and running. In fact, she's completed 25 half marathons, four marathons and two 100-mile bike rides.

Gary Oertli

Gary Oertli was elected to Sound's board of directors in May 2022, following a more than 45 year, trailblazing career in higher education, where he served at the highest levels. His experience includes twelve years at the Seattle Colleges-as President of South Seattle College, interim President of Seattle Central College, interim Vice President of Instruction at South Seattle and interim Dean for Business, Information Technology and Creative Arts at Seattle Central College. He was president and CEO of Shoreline Community College for five years. He was honored both at South Seattle College and Shoreline Community College as president emeritus after retiring. During his tenure at South Seattle College, Oertli served concurrently as President of the state community college president's group, representing 34 colleges. The group promoted collaboration between the community college system and four-year institutions, increasing legislative support for the state's higher education system. In recent years, Oertli chaired with the University of Washington, the State Board for Community Colleges and the Community College Engagement Initiative to create programs that promoted smoother transitions between students in the state system to the University of Washington. Oertli has served as the University of Washington Alumni Association President and as President of the University of Washington Husky Band Foundation. Oertli is a graduate of the University of Washington, earning both a bachelor's and master's degree in Business. He also completed the Executive Management Certificate Program from the Foster School of Business. He was also awarded a Doctorate of Humane Letters by Schiller International University.

Guy Delisi is Executive Vice President & Chief Operating Officer at Sound. Appointed to the position in 2018, Delisi is responsible for oversight of all day- to-day business and administrative functions of the organization. In his role, Delisi oversees Sound's Facilities & Housing Operations, its Administrative Service teams, and Sound's Safety & Emergency Management team. Among his specialties, Delisi has a strong background in corporate process improvement, project management and strategic planning. Before joining Sound's Executive Leadership team, Delisi worked in high tech & commercial manufacturing, industrial distribution management, as an expert in Enterprise Resource Planning, Material Requirements Planning, Customer Relationship Management Systems Selection, Project Management, and Quality Systems for companies such as Spectrum Controls, Panasonic Aero, Capgemini Americas and Trendsetter Electronics.

Katrina Egner - CEO, President

Katrina Egner is the President and Chief Executive Officer at Sound. Katrina Egner is responsible for setting the strategic direction for Sound. Egner joined Sound as an intern in 1997. During her two-and-a-half-decade career with the organization, she has served in a variety of roles, including as a crisis services coordinator, mental health specialist and a director overseeing numerous critical programs: crisis services, admissions, the transition support program, re-entry case management services, the housing voucher program, mental health and veterans' courts, and Sound's commercial insurance business line. Most recently she served as executive vice president and chief programs officer, where she was integral in implementing Reaching Recovery, a measurement-based model of service that customizes clients' care based on their evolving needs while on their path to recovery. She continues to exemplify her comment and commitment,"I am honored to lead Sound's team of compassionate, dedicated professionals as we evolve to meet the changing needs of our community," said Egner. "Sound is providing innovative, integrated care that combines behavioral health, substance use disorder and primary care coordination to treat the whole person. As our community grows, this work is more important than ever, and I am proud of the incredible people at Sound who make a difference every day." Egner is a licensed mental health counselor and child mental health specialist. She has a BA degree in Psychology from the University of Washington, and an MA in Couples and Family Therapy from Antioch University.

Liga Mezaraups

Liga Mezaraups joined Sound's Board of Directors in September 2023 and is a member of Sound's Quality Committee. She was drawn to Sound's mission and specifically, to its focus on improving the lives of our community's most vulnerable individuals. One of her guiding principles is to treat each human with dignity, recognizing their innate value, and often not knowing their unique struggles and challenges. A Registered Nurse by training, Mezaraups is a recently retired health services executive with 30+ years' experience. Most recently, she served as an Associate Vice President at Providence, responsible for the 7-state system's Acute Care Clinical Care Performance. She served as the Chief Nursing Officer at Providence Everett, a 630-bed acute care hospital with one of the largest and busiest Emergency Departments in the state. She has held a variety of leadership roles at Swedish Medical Center in Seattle. Mezaraups is the incredibly proud and grateful mom to a 28-year-old daughter, who is her greatest inspiration. She feels beyond fortunate to have two bright, witty, talented, and kind sons who entered her life along with her wonderful husband and adventure partner.

Loan Lam

Loan Lam was inspired to join Sound's board of directors in September 2023 because of Sound's mission to strengthen our community by delivering excellent mental health services to all who need it. Growing up in an Asian immigrant family, she experienced firsthand how stigma around mental health can prevent people from getting the support and services they need due to cultural differences. She is proud to be part of an organization that is aiming to break down those stigmas and to address social determinants of health in order to support all clients regardless of race, gender, or income. Lam has over 18 years of leadership experience in academic healthcare settings. Currently, she is a director of surgical specialties at Seattle Children's Hospital. She oversees the practice and clinical operations in the department of Anesthesiology and Pain Medicine and Ophthalmology. Prior to the director role, Lam was a manager in the Lean office and led many improvement events throughout the hospital in both clinical and non-clinical processes. Lam has a passion for process and quality improvement. She has worked with executive leaders across multiple industries, including manufacturing, social services, and healthcare, to embrace and implement process improvement cultures in their organizations. Lam started her career as a Lean consultant in an aerospace manufacturer and has seen the impact of Lean thinking and process improvement on our healthcare delivery systems. Lam earned a bachelors in Sociology from Whitman College and a master's in health administration from the University of Washington. Outside of Sound's board and her work at Seattle Children's, Lam enjoys cooking for her family, walking in her neighborhood, and exploring great restaurants in Seattle.

Mike De Luca - CFO, VP

Mike De Luca is Vice President & Chief Financial Officer. In his role, De Luca oversees Sound's financial health and stability, directs its strategic financial planning and manages the organization's financial risks. He brings a unique perspective to his role, having developed a robust orientation in Lean management principals, particularly in healthcare finance and accounting as well as clinical care delivery. Previous to Sound, De Luca served in finance roles with increasing responsibility at Group Health Cooperative, leading to his role as Executive Director of Finance, before launching Torre Consulting, a Lean consulting firm with specialization in finance, accounting and revenue cycle, in 2014. At the national level, De Luca has authored numerous finance and accounting articles, co-authored the book "Practicing Lean Accounting" and is a sought-after speaker at national conferences such as Lean Summit, Lean Accounting Summit and Beyond Budgeting Conferences. He is a lecturer in finance and accounting The Ohio State University Master of Business Operational Excellence program and serves on the faculty at the Lean Enterprise Institute. De Luca has an MS in Finance from Seattle University; an MA in Russian and East European Studies from Indiana University; and a BA in Russian Language, Literature and Linguistics from the University of Rochester. He is a Fellow of the Healthcare Financial Management Association, from which he also holds the Certified Healthcare Financial Professional designation, and a Certified Lean Six Sigma Master Black Belt with the Management Strategy Institute.

Phaedra Pascoe

Phaedra Pascoe, MD, has a longstanding passion for community behavioral health including ensuring equitable access to high quality care. She completed medical school at the University of Washington, where she completed the underserved pathway. She continued her training at University of Washington for her psychiatry residency and for her child and adolescent fellowship. She served as a chief resident during both residency and fellowship and was active in teaching medical students and residents. Dr. Pascoe holds dual board certifications with the American Board of Psychiatry and Neurology in Adult Psychiatry and Child and Adolescent Psychiatry. Dr. Pascoe joined Sound in 2019 where she initially served as the senior child psychiatric supervisor prior to becoming the chief medical officer in 2023.

Rami Rafeh

Rami Rafeh joined Sound's board of directors in June 2021. Rafeh has always had a passion for healthcare equity and accessibility, which is why he joined Sound's board. He also says he was inspired to join the board to learn more about the importance and challenges facing Sound's client population and connect to the community it serves. Currently, Rafeh serves as the Vice President of Provider Strategy & Collaboration at Premera Blue Cross, where he spends time making healthcare simpler and easier for patients. Prior to Premera Blue Cross, he worked for a variety of other healthcare companies such as Healthfirst and Pfizer. Rafeh has spent the last decade serving on a variety of different boards within the healthcare and start-up space. In addition to Sound's board, he currently sits on the advisory board for Opala Health. He's also served on advisory boards and in mentorship programs. Rafeh holds a bachelor's degree in biology from Binghamton University, a master's in Biomedical Sciences with a concentration in stem cells from University of Medicine and Dentistry of New Jersey and a Master of Public Health with concentrations in health policy, management and health information from Columbia University. Recently relocated from New York City, Rafeh was happy to trade the hustle and bustle of city life for the greenery of the Pacific Northwest.

Shane Cramer

Shane Cramer was inspired to join Sound's board of directors in 2020 because of Sound's commitment to serving the community by providing integral behavioral health resources to those that need it most. He also believes creating greater access to care strengthens our region and enriches the lives of those who seek treatment and support. Prior to joining Sound's board, Cramer served on the board for Community Psychiatric Clinic, which later became part of Sound. He is a partner at Harrigan Leyh Farmer & Thomsen LLP where he represents businesses, governmental entities, and individuals in matters of all sizes. His practice includes complex civil litigation, tech & IP litigation, corporate disputes, and internal investigations. Cramer is regularly recognized by Super Lawyers, an organization that commends top attorneys in the Washington. He earned both his bachelor's degree and juris doctorate from the University of Washington. Outside of Sound's board, Cramer enjoys spending time with his family exploring the Pacific Northwest and cheering on the Huskies and Sounders.

Shavonda Dial - CEO

Shavonda Dial is the executive assistant to the president & CEO of Sound. Ms. Dial joined the Executive Leadership team in 2017. She oversees a wide range of administrative duties to ensure the smooth function of Sound's Executive Leadership and board of directors. Ms. Dial is a Seattle native who brings with her more than 20 years of administrative experience and excellence to Sound's Executive Leadership team. She is passionate about enhancing the lives of others, and has dedicated her career to working for mission-driven organizations that reflect her vision of happy, healthy, thriving communities.

Stacey Lopez

Stacey Lopez, MSW, LASW has joined the executive leadership team at Sound as their new Chief Clinical and Quality Officer. Stacey has been working in the Behavioral Health space in wide variety of roles for 30 years, most recently as the Behavioral Health Executive Director United Healthcare Community Plan. Stacey is dedicated to working in the publicly funded Behavioral Health system to support a Recovery oriented system of care with access for all of those in need. She provides strategic clinical leadership with an emphasis on continuous quality improvement to ensure Sound delivers the right services to the right clients at the right time, while meeting important quality metrics. Her team provides a wide range of Behavioral Health services at Sound's 11 outpatient clinics (including 3 Certified Community Behavioral Health Clinic demonstration project sites) and three residential facilities.

Stephen Muller

Stephen joined Sound's Board in September 2023. He believes passionately in Sound's mission to provide mental health and substance use recovery services to King County's most underserved communities. Stephen is an executive at Blue State, a leading nonprofit marketing and fundraising agency. He has spent the last 15+ years in digital marketing and fundraising for a range of nonprofits, brands and political clients including, Juvenile Diabetes Research Foundation, UNICEF USA, Medicine Sans Frontiers, CARE, Partners in Health, Teach for America, Brigham and Women's Hospital, MIT, Colgate, Hill's Pet Nutrition, Purina and many more. His passion is helping organizations work across strategy, technology, creative and organizational design to scale their impact. Stephen was also a senior member of the Obama Digital team in 2008 and 2012 that revolutionized the way the internet was used to mobilize voters. In 2012, he oversaw all video production for the campaign where he built a 30 person in house studio that produced over a thousand videos including ads, and short narrative and documentary pieces. He has a BFA in Film Production from Chapman University and a minor in Psychology.

Tom Bolger - Chairman

Tom Bolger joined Sound's board of directors in June 2020 and serves as the Board Chair. A longtime Seattle resident, Bolger discovered Sound when he was looking to contribute to an organization that focused on many of the community's most pressing issues, including mental health, substance abuse and homelessness. Bolger currently serves as Chief Strategy Officer at West Monroe, a national business consulting firm. There, Bolger helms strategic planning, asset development and corporate development. He utilizes his passion for understanding and capitalizing on the future of the consulting industry, which in turn, has contributed to the firm's high compound annual growth rate. Bolger is also a member of the Investment Committee of West Monroe Capital, a co-investment business he helped design and launch in 2018. Prior to joining West Monroe, Bolger held a variety of positions at organizations including Washington Mutual, Saltmine and Arthur Andersen. Bolger holds bachelor's degrees in computer science and psychology from the University of Notre Dame, where he graduated with honors. When he's not working or serving on Sound's board, Bolger can be found leading pro-bono efforts for Seattle-area and national nonprofits, exploring the outdoors, cycling, snowboarding and hiking with family and friends.

Toure McCluskey

Toure McCluskey, an executive leader with a diverse background in entrepreneurship and management across healthcare, nonprofits, and technology sectors, joined the board in January 2024. Specializing in missions aimed at enhancing healthcare accessibility and affordability, his expertise in founding, CEO roles, and product leadership positions him as a valuable asset to Sound. Toure McCluskey received an AB in history from Harvard University and an MBA and Certificate in Public Management and Social Innovation from the Stanford Graduate School of Business. He is also an Echoing Green Fellow and a Poptech Social Innovation Fellow.
