Adrian Saldana

Adrian has over 19 years of experience in human services, seeking to help individuals, families and communities thrive. His functions have encompassed frontline service delivery, learning and development, training evaluation, and change management. Prior to joining APHSA, Adrian worked at New York City's Administration for Children's Services (ACS) for six years. There he supported continuous quality improvement and participatory leadership initiatives at the ACS Workforce Institute as well as implementation of the Family First Prevention Services Act (FFPSA) in the Division of Family Permanency Services. He has also supported transformational reform efforts at the United Nations, the National Harm Reduction Coalition, Safe Horizon and Henry Street Settlement. Adrian received his Master of Public Administration from the New York University Robert F. Wagner Graduate School of Public Service.

Alex Clermont

Alex Clermont is the senior content writer at American Public Human Services Association (APHSA). In his role, Alex works with the communications team to produce content that engages and educates our internal members, member groups and APHSA partners. He also works with the marketing & communication coordinator and the communications director to consistently innovate APHSA outreach methods. Alex Clermont has over a decade of experience as a copywriter and content creator across various private sector industries, from retail fashion, publishing, technology and finance. In each role, he has focused on crafting narratives that support brand voice based on an empathetic understanding of the audience. Alex is also a fiction author who's published short stories in various literary journals. Alex received a Bachelor of Arts in English from the City University of New York Hunter College, where he specialized in creative writing. In his free time, he enjoys spending time with his family, cycling, and resistance training.

Alexander Figueroa

Alex brings over thirteen years of experience in training facilitation in child support, leadership, and professional development to the APHSA OE team. He's experienced in delivering comprehensive training and specialized workshops at various state, regional, and national conferences. Prior to joining APHSA, Alex was the Manager of Human Services Initiatives at the Institute for Families (IFF), Rutgers School of Social Work. In that capacity, he managed the staff at the New Jersey Child Support Institute (NJCSI). Alexander Figueroa is an Assistant Director of Learning and Development for the American Public Human Services Association (APHSA). Alex brings over fourteen years of experience in training and facilitation in child support, supervision, leadership, and human services professional development to the APHSA OE team. Alex's experience includes delivering comprehensive training, peer networking and specialized workshops at the state, regional, and national levels. Prior to joining APHSA, Alex was the Manager of Human Services Initiatives at the Institute for Families (IFF), Rutgers School of Social Work. In that capacity, he oversaw the training program at the New Jersey Child Support Institute (NJCSI), as well as a leadership academy for managers and supervisors in health and human services funded by the New Jersey Department of Human Services. Alexander is a graduate of Rutgers, The State University of New Jersey, with a Bachelor of Science in Criminal Justice, a Bachelor of Arts in Puerto Rican Hispanic Caribbean Studies, and a Master of Social Work degree. In addition to his work with APHSA, Alex serves as the liaison to the National Staff Development and Training Association (NSDTA), an affinity group of APHSA.

Alexandra Ramos

Alexandra has worked in a variety of capacities and settings, maintaining a research focus on mental/public health programming for displaced populations, as well as survivors of violence and torture. Committed to enhancing interdisciplinarity and bridging the gap between research and practice, and having lived experience of the challenges impacting diaspora, Alexandra advocates for the furtherance of equitable access to integrated health systems. Multilingual and proficient in all levels of engagement, she has supported humanitarian and development efforts from direct service provision, through to administration for global bodies, including national and international level: psychosocial program design and related research; crisis stabilization; immigration policy alignment; communications; monitoring and evaluation; education; and curriculum development. She has also worked in anti-human trafficking, post-disaster gender-based violence, and infectious disease research. Certified in Public Health, Alexandra holds master's degrees in clinical social work, international affairs (Middle East and modern languages emphasis), and Music (ethnomusicology emphasis) with a Bachelor of Fine Arts in Film Production. Her specialization is working with Persian-speaking populations, as well as populations from the broader Middle East/Central Asian regions. In addition to her work in the social sciences, Alexandra is a lifelong visual and performing artist and seeks to incorporate the arts into holistic human rights practice.

Allegra Henry

Allegra Henry has over 10 years of experience working in various roles throughout child welfare and human services. Prior to coming to APHSA, Allegra transformed an intake training program into an agency-wide coaching, professional development, and training program in the most populated county in Colorado. Through this cross-functional program she provided one-to-one coaching for leadership and staff, team building, resilience work, courageous conversations, and created strategies to retain staff through increased job satisfaction in human services. She was an active member of the Quality Assurance team, where she brought continuous improvement to policies and practices. Through the Colorado Child Welfare Training System, she completed the Co-Active Coaches Program, the Dare to Lead Leadership Program, and collaborated with coaches across the state through The Kempe Center. In addition, she held roles working in residential treatment, human trafficking, child protective services casework, and child advocacy. She started her journey receiving her Bachelor's in Social Work from Evangel University with honors.

Anastasia Gentilcore

Anastasia brings to APHSA extensive experience consulting with non-profit organizations and large government health agencies on their data modeling and analysis projects. Anastasia's undergraduate degree is in physics and art from Dartmouth College and her graduate degree is in computational biophysics from Johns Hopkins.

Andrew Schramm

Andrew Schramm is a Senior Project Associate with the American Public Human Services Association (APHSA). In his role, Andrew supports APHSA's Supplemental Nutrition Assistance Program (SNAP) Employment & Training (E&T) National Partnership Grant, leveraging partnerships with states and partner organizations to advance the work of APHSA's membership in delivering effective SNAP E&T services. Prior to joining APHSA, Andrew was with Kirkwood Community College in Cedar Rapids, Iowa, leading tuition assistance programs at Kirkwood and the development of the SNAP E&T program in Iowa. He holds a bachelor's in American Government and Politics and a Master's in Public Policy and Administration from Iowa State University.

Antonette Russell is the Chief Human Resource Officer for the American Public Human Services Association (APHSA). Leading human resource functions, implementing internal operation projects, and building a positive and effective workplace culture are some of her expertise. During her career, she has leveraged technology, people, finance, and operations to build and maintain a workplace of excellence. Prior to APHSA, she was Director of HR and Operations at a start-up digital and marketing company. Antonette also held leadership positions at Meals on Wheels America, DC Central Kitchen, and DC Vote. As a strategic HR business partner at APHSA, she is responsible for managing an integrated human resource system, compliance, benefits, policies, and IT. She is passionate about promoting a culture of equity, diversity, and inclusion, high performance, and job satisfaction among all employees. She earned her MPA in Public Policy and MBA in Finance from Regent University, a BS from Hampton University and the SHRM-SCP.

Prior to joining APHSA, Brandy worked at the Council of State Governments as a Policy Analyst managing the Medicaid Policy Academy, serving as a staff liaison for the Healthy States National Task Force and Future of Work National Task Force, and first chairing the Shared State Legislation Committee. Brandy earned a J.D. from the University of the District of Columbia, David A. Clarke School of Law and a B.A. from Berea College. She is also a Project Management Professional (PMP®) certified through the Project Management Institute.

Carla Fults

Carla Fults is the Director of Interstate Affairs and Compact Operations with the American Public Human Services Association (APHSA), which serves as the Secretariat and national office of the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC). Prior to joining APHSA, Ms. Fults served as the Director of Social Services at Travelers Aid Washington, D.C., where she directed the agency's social service programs and created program provisions and collaborative networks to assist state and local governments in providing services to indigent clients. Ms. Fults also worked as a home-based counselor for children in foster care where she provided counseling and behavior modification plans for families and children. Ms. Fults earned her Juris Doctor from the University of Maryland Frances King Carey School of Law and is a member of the Maryland Bar. She earned her Master of Social Work (mental health) and Bachelor of Business Administration (international business with joint concentration in finance and management) from Howard University.

Carmelle Coby

Carmelle Coby is the People Engagement Associate at APHSA. She joined APHSA's Human Resources team in November 2022. In her role, Carmelle works closely with management on all diversity initiatives involving recruitment to ensure fairness in hiring practices. She also manages the internship program throughout the year. Carmelle cultivates relationships and creates recruitment pipelines with colleges, universities, and professional associations to help create a robust pipeline for our internship program and research wellness and peer-to-peer recognition programs to ensure employee awareness of both local and virtual work environments. She manages events that recognize and show appreciation for staff contributions and anniversaries. Prior to joining APHSA, Carmelle spent three years as the Talent and HR Coordinator and was then promoted to Talent Sourcing Specialist. Carmelle graduated from Radford University.

Chloe Green

Chloe Green (she/her) is the Senior Policy Associate, Food and Nutrition Services at the American Public Human Services Association (APHSA) and leads their federal nutrition policy portfolio. In this role, Chloe serves as the organization's subject matter expert on Supplemental Nutrition Assistance Program (SNAP) and Summer EBT. She builds strategic partnerships, manages projects to distill nutrition policy recommendations, and facilitates peer-to-peer exchange with state SNAP agency teams across the country. Chloe serves as the APHSA staff liaison to the American Association of SNAP Directors (AASD) and National Association for Program Information and Performance Measurement (NAPIPM) affinity groups, as well as the SNAP Education & Outreach Work Group. In addition to her leadership in the nutrition policy portfolio, Chloe leads APHSA's work on harnessing the role of human services in climate resiliency in the face of environmental injustices. Chloe is a past Bloomberg Fellow in Food Systems for Health at the Bloomberg American Health Initiative, Bill Emerson National Hunger Fellow at the Congressional Hunger Center, and Wisconsin Idea Fellow at the University of Wisconsin-Madison's Morgridge Center for Public Service. Prior to coming to APHSA, she worked at food justice organizations in Los Angeles and studied farmers markets and incentive redemptions across Wisconsin. She holds a Master of Public Health from the Bloomberg School of Public Health, and bachelor's degrees in Dietetics and Community & Environmental Sociology from the University of Wisconsin-Madison.

Christine Johnson

Christine Johnson joins APHSA as the Assistant Director of Policy. Prior to joining APHSA Christine worked for the Vermont Department for Children and Families in both the Family Services Division as the Deputy Commissioner and most recently in the Economic Services Division as an Operations Director. She also served in the Vermont Agency of Human Services as the Director of Policy and Planning and as a Field Director. She has worked in the field of human services for over 30 years in various roles, including Executive Director of the Chittenden County Opioid Alliance, Deputy Director of Capstone Community Action and as a Consultant with the Annie E. Casey Foundation/Jim Casey Youth Opportunities Initiative. Christine currently serves on the board of Prevent Child Abuse Vermont as the Vice-Chair. Christine believes that people should be the center of policy decisions and including them at every level is paramount to creating better outcomes in the systems we strive to improve.

Delina Henok

His last position was the Reservation Manager for the Intercontinental Hotel the Wharf.

Donna Jarvis-Miller

Donna Jarvis-Miller, CMP, CEM serves as the Director, Membership, and Events for the American Public Human Services Association (APHSA) and is a member of the association's Executive Team. Her role at APHSA includes oversight and management of the association's eight educational events, membership relations, and the Strategic Industry Partner program. She has nearly 25 years of experience in managing and producing successful events, including show development and production, exhibit and sponsorship sales, and event and conference management. Her industry work has included creating and executing integrated marketing plans, developing and managing education programs, overseeing and managing volunteer leader committees, association conferences, and trade shows ranging from 80 - 2,500 attendees. She has authored articles for FORUM on "Building a Trade Show from the Floor Up" and "Eight Keys to Successful Pre-show Marketing - Get Ready (Build the Buzz)... Get Set (Drive Attendance)... Go!". She has been a panelist on Leadership and Communications as part of ASAE's Business of Meetings and for PCMA DC Chapter on Selling Exhibits in this Economy. She recently presented at both IAEE and ASAE national meetings on "You Want to Add What? Helping Stakeholders Understand the Finances of An Event". Dr. Trinka Landry-Bourne

Prior to coming to APHSA, Trinka oversaw the development of training and leadership projects for the largest geographical County in the United States. As instructor/professor, she has taught numerous Human Services, Diversity and Inclusion, and Cultural Leadership classes. Trinka served on the NSDTA Executive Advisory Council as Chair and President of the San Bernardino County Association of African American Employees with regular opportunities to present locally/nationally. Trinka is earning a Doctorate in Public Administration from CBU with zealous passion in organizational development, promoting excellence throughout the Nation.

Emily J. Adams

Emily J. Adams is the Policy Associate for Child Development and Early Childhood Programs at the American Public Human Services Association (APHSA). In her role she supports National Association of State Child Care Administrators (NASCCA). In her previous work she has served as a Subject Matter Expert on child development, program implementation, and supporting both direct service and training and technical assistance staff who work with pregnant women, infants, toddlers, preschoolers and their families. She has worked at various National Centers including the National Center on Parent, Family and Community Engagement (PFCE), the National Center on Early Childhood Development, Teaching, and Learning (NCECDTL), and the Early Head Start National Resource Center (EHSNRC). She has created and disseminated training materials for Head Start, Early Head Start, Migrant and Seasonal Head Start, and child care programs serving pregnant women, infants, toddlers, and their families. She has worked as a consultant on state level strategic planning for child care and national policy briefs. Emily is a Buell Early Childhood Leadership Program alumna and was named an Exceptional Emerging Leader by the Exchange Leadership Initiative. Her past work includes policy analysts regarding trends of foster care services in San Antonio, Texas. Additionally, Ivy-Marie brings experience in working on Capitol Hill advocating for legislative change regarding the Family First Prevention Services Act. As a foster care alumnus of the Texas foster care system, Ivy-Marie has a strong passion for assisting our most vulnerable populations. As a current graduate student, studying for her Master of Education in Clinical and Mental Health, Ivy-Marie additionally holds a master's degree in criminal justice and a bachelor's degree in criminal justice with a forensic science emphasis.

Jess Maneely

Jess Maneely is the Assistant Director for Process Innovation on the American Public Human Services Association's Influence team. In her role, Jess is responsible for driving APHSA's national efforts to advance modern platforms that create efficiencies and support informed decision-making within state and local human service agencies. She supports members who are implementing cross-program strategies to reduce hunger through APHSA's partnership with Share Our Strength and helps lead our national policy work to accelerate process improvements that reduce barriers to accessing services and provide human-centered, equitable service delivery. Prior to joining APHSA in July of 2021, Jess worked for over 5 years at Benefits Data Trust (BDT), where she led technical assistance projects with state agencies, managed process improvement and evaluation efforts, and developed publications on public benefit policy issues. Jess holds a Master of Public Policy degree from Temple University and a Master of English degree from Tulane University, and well as undergraduate degrees in Gender and Sexuality Studies and English Literature.

In her current role, she develops and directs strategic communication within the association, manages media relations, and oversees content for APHSA's publications and digital platforms to maximize member connectedness and industry impact. She also serves as editor-in-chief for the association's magazine, Policy & Practice. Before joining APHSA, Jessica served as a Graduate Programs Coordinator for the Department of Communication at George Mason University. Also serving as an instructor for the department, she taught courses in public speaking and interpersonal and group interaction. Jessica earned a B.A. in Public Relations and a M.A. in Health and Strategic Communication from George Mason University. Julia Mueller

Julia Mueller is the Community Engagement Specialist at APHSA. In this role, Julia is a part of the Organizational Effectiveness Team where she provides a lived experience lens to various projects within APHSA. Julia has lived experience in the child welfare system since birth. Through this experience, she has utilized her voice to advocate for youth in the child welfare system since 2020. Prior to joining APHSA, Julia has experience working in a leadership position on the Pennsylvania Youth Advisory Board, Young Adult Consultant for the Capacity Building Center for States, & as a Standardized Client for the University of Pittsburgh, School of Social Work. Lofaine Bradford is the Learning Coordinator at the American Public Human Services Association (APHSA). In her role, Lofaine supports the Director of Organizational Effectiveness along with other team members through the training and technical assistance development life cycle. Lofaine initially came to APHSA as a Knowledge Mobilization Coordinator serving as the primary support to the APHSA team in the collection, dissemination, and mobilization of knowledge across APHSA's platforms. Prior to joining APHSA, Lofaine served as a Research Associate at the Advisory Board (Optum) where she conducted secondary research to create strategic briefs for health care executives. Lofaine is currently pursuing a Master of Public Health in Population and Health Sciences from the University of Michigan. Tina Wright-Ervin has over 20 years of organizational development, management, supervision, and training experience in retail, corporate, and human services settings. Prior to joining APHSA, Tina worked for San Bernardino County serving in various capacities in Human Services, starting as a Social Service Practitioner for Children and Family Services and most recently serving as the Training & Development Manager for the County's Performance, Education and Resource Center providing OE and Leadership Training Development (LTD) for the largest geographic county in the nation. Tina is a dedicated champion for Equity, Diversity and Inclusion (EDI) and applies an EDI lens in her work with organizations to ensure that they are effective in their efforts.
