  • Partner
Julie Quagliano Westemeier is a founding partner of Quagliano & Seeger, P.C. Julie's primary practice is commercial litigation, business disputes, and creditor's rights. Having commenced her legal career with a pre-eminent construction law firm, Julie has extensive experience in the traditional construction law arena of payment bonds, mechanics' liens and construction litigation. Over the years, as construction clients diversified, the non-construction related commercial work became Julie's forte. Julie developed an expertise in secured transactions and the financing industry, handling commercial litigation involving all aspects of inventory financing and small business loans (repossessions, replevin, garnishments, levies and guarantor actions), and leading up to many years as outside counsel for a bi-coastal factoring company. In this context, Julie has also handled business organizations, corporate disputes, bankruptcy, and employment law matters. This includes complex litigation in the areas of non-compete agreements, TROs, and injunctions proceedings. Julie has clients that have retained her services since she began practicing law over 20 years ago. She has seen these clients through corporate organizations and re-organizations. Julie takes a sincere interest in her clients and an honest and pragmatic approach to business disputes. Julie is dedicated to her clients and strives to reach their goals and exceed their expectations, in a cost-effective and efficient manner. As far as Julie is concerned, there is no dispute too difficult to resolve with creative thinking and out-of-the-box approaches. If necessary, however, Julie is prepared to aggressively pursue litigation as an avenue to achieve client goals. Julie is also actively involved in the financial and business aspects of the firm's operations. Julie's first legal position was with a newly formed firm that grew to three offices and 15 attorneys. Quagliano & Seeger, P.C., has steadily grown from its inception of 2, to 14 attorneys and counting, and two offices, celebrating its twelve year anniversary on January 1, 2009. Stephen M. Seeger

Job Titles:
  • Partner
  • Litigation Partner
Stephen M. Seeger is a litigation partner specializing in construction, commercial, and government contracting. He has successfully tried dozens of complex cases in the state and federal courts of the District of Columbia, Maryland and Virginia, as well as arbitral panels, administrative boards and boards of contract appeals. With that perspective, he counsels his commercial and construction industry clients on litigation avoidance and opportunity optimization. Steve understands that every client and every case is unique - that there is no silver bullet that resolves all problems. He listens and then strives to achieve what the client wants, not what maximizes billable hours. Steve serves his construction clients best when involved from project conception through final completion. He routinely assists in contract drafting and negotiation; review of plans and specifications; scope analysis and bid responsiveness; on-site performance and contemporaneous documentation; change order and claim development and analysis. When the situation is suitable, but not as a knee-jerk reaction, he leads his clients through creative and alternative dispute resolution processes. And he appreciates when resort to the courts is the best strategic decision and most advantageous recourse. Education: George Washington University Law School (J.D. 1990) Lehigh University (B.A. 1985)
