He has held significant positions in companies such as Amentum (f.k.a. Dyncorp International), where he led major initiatives including the $6 billion DOS DiPSS MATOC Global IDIQ. Bruce Lemkin is an internationally respected expert and transformational leader in the fields of aerospace, defense, government relations, and energy.
As Deputy Under Secretary of the Air Force (International Affairs) from 2003-2010, he led the development of Air Force partnerships around the world, building interoperable aerospace capabilities. Previously, he was the chief negotiator for The Korean Peninsula Energy Development Organization, the international consortium carrying out the terms of the nuclear non-proliferation regime, the 1994 Agreed Framework with North Korea.
A graduate of the U.S. Naval Academy (Bachelor of Science in Aerospace Engineering), he was a career officer in the U.S. Navy, serving in six nuclear submarines, including a total of five years in command of the nuclear attack submarine USS HYMAN G. RICKOVER (SSN 709) and the Trident ballistic missile submarine USS MICHIGAN (SSBN 727). During his naval career, he was assigned as the Nuclear Officer Program Manager, and led the Navy's nuclear affairs and international negotiations and strategy and policy organizations.
He also served as a Senior Fellow at the Atlantic Council of the United States, under the Navy's Federal Executive Fellowship program.
As the Chief of the Asia-Pacific Division on the Joint Staff, he led negotiations with North Korea and China, including the first military-to-military agreement between the U.S. and the PRC.
With his credentials as a U.S. Navy proven financial management subspecialist, he was the vice president at a major U.S. financial services firm and, subsequently, served as Principal Deputy Assistant Secretary of the Air Force for Financial Management.
He is a life member of the Council on Foreign Relations, the U.S. Naval Institute, and the U.S. Naval Academy Alumni Association, as well as a member of the Air Force Association. He is a Fellow and member of the Board of the American College of National Security Leaders (ACNSL) and chairs ACNSL's Alliances and Partnerships Committee.
Bruce Lemkin is the President of Lemkin International, LLC, a provider of consulting and advisory services focusing on aerospace, defense, government relations, and energy. He also serves on/has served on the boards of several companies and organizations.

Dixie Newton is the Senior Vice President and Chief Financial Officer at Dynatech International LLC. With over 20 years of experience in the defense industry, she is responsible for overseeing the company's financial activities, including accounting, financial planning and analysis, tax, treasury, and mergers and acquisitions. Prior to joining Dynatech, Dixie held senior financial executive positions in tech services and multinational aerospace companies. She is a Certified Public Accountant with a bachelor's degree in business administration.

Don Rice is a Partner with the LBC Small Cap Fund where he is responsible for overseeing the originations, negotiations, due diligence and portfolio management activities of the Small Cap Fund. He also serves on the Small Cap Fund's Investment Committee.
Over the course of his 30 year career, Don has invested in senior debt, subordinated debt and equity capital transactions, and has served on numerous boards of middle market companies. He has also held executive positions within operating companies and investment banking firms

Dr. David Catlett, who leads the Transformative Solutions division at Dynatech International, brings extensive expertise in marketing, business development, and organizational enhancement. His career includes founding and guiding three successful consultancies focused on organizational development and competitive intelligence. Prior to Dynatech, Dr. Catlett held senior roles at L-3 Communications, Inc., including Vice President of Advanced Programs & Operations, where his strategic leadership consistently delivered impressive results. A distinguished Senior Non-Commissioned Officer in the US Air Force, Dr. Catlett achieved the rank of Chief Master Sergeant, excelling in training and leading teams. He holds a Doctorate in Business Administration, a Master of Science in Market Research, and an MBA. Under his leadership, Dynatech's Transformative Solutions division continues to innovate and deliver exceptional value to clients.

Dr. Herbert S. "Pug" Winokur, Jr. has served as the Chairman and Chief Executive Officer of the private investment firm Capricorn Holdings, Inc., since 1987. He also has been the managing general partner of a number of affiliated limited partnerships, whose goals are to invest in, or acquire, companies with the potential of long-term superior capital appreciation through financial or operating restructuring and industry consolidation. These partnerships controlled companies whose aggregate revenues exceeded $3 billion, and which employed more than 25,000 people. He currently is an investor in a number of growth equity companies in the energy, defense and technology sectors, including Dynatech/MPX Holdings, LLC, where he is the Chairman and controlling shareholder. Dynatech International LLC is an important supplier of legacy aircraft engine parts to many foreign air forces flying U.S. military aircraft.
From 1973 to 1987, he served as Senior Executive Vice President and Director of the Penn Central Corporation and held senior management positions at Pacific Holding Corporation, Victor Palmieri and Company, and Pennsylvania Company. From 1969 to the early 1970's, he was Co-founder and Chairman of ICF Inc., a management consulting and investment firm specializing in policy planning for senior government and business officials and also concentrating on socially oriented investments. He served as a U.S. Army officer in the Office of the Secretary of Defense from 1967-1969. An active participant in both nonprofit and for-profit organizations, Mr. Winokur is an honorary director of the UCLA Medical Center Board of Advisors, a former trustee of Greenwich Academy and the National Humanities Center, and a former co-chair of the New-York Historical Society. He currently serves on the boards of Ithaka Harbors, Inc. and Squash Haven, (which he co-founded), and has been a director of a number of public and private corporations. He is a member of the Council of Foreign Relations. In addition, he has written extensively on corporate governance, and served on a number of corporate boards.
Mr. Winokur served as a Fellow of the Harvard Corporation and as a Director of Harvard Management Company, and currently is a co-chair of the capital campaign for Harvard's School of Engineering and Applied Sciences. He earned A.B., A.M., and Ph.D. degrees from Harvard University, the last in Decision and Control Theory.

Joseph (Joe) Ford spent two years as the Chief Executive Officer of Draken International. In that role he was responsible for the entire operations of the company. During his tenure the company grew and expanded its operations winning several significant US and foreign military contracts. In addition, he led the effort to procure F-16 aircraft from two nations, significantly enhancing the ability for the company to meet customer requirements. Moreover, he was the primary driver in the successful acquisition and integration of the former Cobham UK Company into Draken International.
Joe previously served as DynCorp International's President of DynAviation. He was responsible for all aspects of the segment's profit and loss performance with functions including operations, supply chain management, finance, quality assurance, human resources, contracts and internal and external business development. Mr. Ford previously served as DI's Senior Vice President for Strategy and Business Development.
Prior to joining DynCorp International, Mr. Ford was the Senior Vice President and Chief Operating Officer for Beechcraft Defense Company in Wichita, Kansas. He served earlier as the company's Vice President of Legislative Affairs and Director of the Light Attack Program.
Before joining Beechcraft, Mr. Ford spent three years with AAR Corporation serving in roles including: Vice President for Strategic Development and Governmental Programs in the Maintenance, Repair and Overhaul (MRO) segment; Vice President for Legislative Affairs; and Vice President and General Manager for Presidential Airways, an AAR subsidiary.
Mr. Ford had a distinguished military career, retiring from the U.S. Air Force as a Colonel in January of 2007 as the commander of the 401st Air Expeditionary Wing at Aviano Air Base, Italy. Other roles during his military career include commander of the 18th Operations Group at Kadena Air Base, Japan and commander of the 35th Fighter Squadron at Kunsan Air Base, South Korea. Mr. Ford is a combat veteran with four fighter deployments to the Middle East. His aviation career includes over 4,000 hours in aircraft including the F-4C/D, A-7D, F- 117, F-16A/B/C/D, F-15C/D, HH-60, E-3 and KC-135R.
Mr. Ford's Air Force staff assignments also included a tour as Chief, Crisis Action Branch J-7, the Joint Staff and as Chief, Legislative Affairs Division, Directorate of Legislative Liaison, Secretary of the Air Force, in Washington, D.C.
Mr. Ford holds a bachelor's degree in computer science from Florida International University, a master's degree in management from Troy University, and a master's degree in military studies from the United States Marine Corps University. He is a graduate of the Marine Command and Staff College, was a National Defense Fellow at Georgetown University, and completed the MIT Sloan School of Management's executive program for strategy and innovation.

Lt Gen Reno (Ret.) was deputy chief of staff for logistics, installations and mission support, Headquarters U.S. Air Force, Washington, D.C., from 2009 to 2012. He was responsible to the chief of staff for leadership, management, and integration of Air Force logistics readiness, aircraft and missile maintenance, civil engineering, and security forces, as well as setting policy and preparing budget estimates that reflected enhancements to productivity, combat readiness and quality of life for Air Force people.
Lt Gen Reno received his commission in 1974 as a graduate of the Officer Training School. He also graduated from undergraduate navigator training in 1974. He has had assignments in flying operations, training, and logistics. His staff tours include duty at Headquarters Military Airlift and Air Mobility Commands, the Air Staff, the Secretary of the Air Force Office Legislative Liaison, and the Defense Logistics Agency. Lt Gen Reno has commanded two aircraft maintenance squadrons, a technical training group, and the Defense Fuel Supply and Defense Energy Support centers. He flew four missions into Saigon, South Vietnam, in 1975, and later led air mobility logistics support for operations Noble Eagle, Enduring Freedom, and Iraqi Freedom. He has served as Vice Director, Defense Logistics Agency, Fort Belvoir, VA. Prior to his terminal assignment, General Reno commanded the Oklahoma City Air Logistics Center at Tinker Air Force Base, OK.
Loren earned his bachelor's degree in comprehensive science from Cedarville University (OH) and his master's degree in systems management from the University of Southern California.
Since retiring from the USAF in 2012, Loren has served at Cedarville University as a professor of management and as the inaugural dean of the school of business administration, then as the Vice President for academics, and now as senior advisor in the office of the president. His wife, Karen, and he live in Xenia, OH.

Michael Gibson is a seasoned technology leader with over 15 years of experience in the industry. As the co-founder of ISO Group, he played a key role in its growth before its acquisition by Dynatech in January 2023. Michael holds a Bachelor's Degree in Physics from the University of Pittsburgh and has studied at the Centre for Cognitive Science at the University of Sussex. He has a strong background in utilizing disruptive technologies, big data, and analytics to create innovative supply chain solutions. His previous roles include positions at Verizon, GE Transportation, and Bombardier Transportation, where he gained expertise in software engineering and technical architecture. Mr. Robert Reuland, Senior Vice President of Engineering & Technology at Dynatech International, brings over 30 years of aerospace experience in defense and commercial markets. Since joining Dynatech in 2016, he has led engineering and technology initiatives, driving innovation in propulsion systems support, inventory planning, and global repair management for F100, T56, and F-5 programs. Under his leadership, Dynatech has successfully managed worldwide repair and overhaul programs, including providing F100 spares, repair, and technical support to a U.S.-based F-16 Aggressor Squadron for USAF Air Combat training. Previously, he held leadership roles at Pratt & Whitney, including Business Development Manager for the F100 engine. Mr. Reuland holds an MBA from the University of Dallas and a BBA in Marketing from Texas A&M University.
