ROSE LAW - Key Persons

Charles G. Rose, or Chuck, is an attorney in private practice in Sycamore, Illinois specializing in providing legal counsel and representation to protect the rights of children and adults with disabilities. His practice includes, but is not limited to the areas of Special Needs Trusts, Estate Planning, Guardianship, Special Education advocacy and Elder Law. Chuck is also interested in aiding groups lobbying for increased support for persons with disabilities and their families. Chuck began his active involvement in protecting the rights of persons with disabilities as a staff attorney with the Illinois Guardianship and Advocacy Commission where he was staff attorney between 1998 and 2004. During his time with the commission, Chuck worked to enforce the rights guaranteed by the laws of the State of Illinois as an appointee of the courts in Kane, McHenry and Lee counties. Issues addressed in these cases included adequate treatment, admission and discharge from hospitalization, refusal of unwanted services and the confidentiality of mental health records. Prior to his time with the Illinois Guardianship and Advocacy Commission, Chuck served as First Assistant State's Attorney in Jo Daviess County and Assistant State's Attorney in DeKalb County. He has also been a Board Member, Vice President and/or President of the DeKalb County Community Mental Health Board since 2005 and a member of the DeKalb County Regional Board of School Trustees since 2008. As part of his efforts to educate the public about issues related to persons with disabilities, Chuck has made numerous presentations to chapters of the National Alliance for the Mentally Ill, hospital mental health support professionals, and advocacy groups on topics related to Guardianship, Special Needs Trusts and Mental Health Law in Illinois. Mr. Rose has been a panel member on "The Attorney's Role in Mental Health Proceedings" at the Illinois State Bar Association, Mental Health Law Day, in 2002, 2003 and 2004. In March 2004, Chuck also made a presentation on "Illinois Laws and Statutes Related to the Elderly" at the Elderly Service Officers Training Program sponsored by the Illinois Attorney General's Office. Chuck is a graduate in History from The University of Colorado, Boulder where he was President of the Pre-Law Club. He obtained his law degree from Northern Illinois University College of Law.
