Bill Toy

Previous Experience Bill is the Director of Training for OTG TACTICAL. Prior to joining OTG he was a member of Mt. Juliet Police Department for 10 years with assignments in Patrol (Patrolman, FTO and Corporal), Narcotics and Special Response Team (Assaulter, Team Leader and Sniper). He remains a certified officer as a Reserve Deputy with the Wilson County Sheriff's Office. Before entering Law Enforcement, he served 6 years in Iraq and Afghanistan supporting OIF and OEF as a Diplomatic Security Specialist where he provided Close Protection to US State Dept. Dignitaries including the US Ambassador to Iraq and Deputy Ambassador to Afghanistan as well as numerous members of Congress and the Executive branch. Bill held positions such as Detail Member, Tactical Commander and Shift Leader of both Close Protection teams and Tactical teams. Bill has a wealth of training experience having previously been a Senior Instructor for LMS Defense where he instructed Military, Law Enforcement and Civilians in the legal use of firearms and tactics and is an Adjunct Instructor at the Tennessee Law Enforcement Training Academy. Bill is a 20-year veteran of the U.S. Army. He has completed courses with Frank Proctor, John McPhee (SOB Tactical), Northern Red, Pat Rogers (EAG Tactical), John Chapman (LMS Defense & Forge Tactical), Centrifuge Training, Sig Academy, Tom Givens (Rangemaster), Blackwater, Triple Canopy, ALERRT, as well as multiple SWAT and Patrol Tactics courses.

Justin Cagle

Previous Experience Justin is a law enforcement officer and an assistant instructor for OTG. Justin has served in law enforcement for 10 years with assignments as Patrol Officer, Crime Suppression Unit Detective, Special Response Team Leader and Commander. Justin is currently SWAT/SRT Member. Justin is a certified Firearms Instructor, with 10 years' experience, and a Ballistic Shield Instructor. During his time with the Special Response Team he completed many successful operations including narcotics warrants, high risk arrest warrants, high risk take-downs and barricaded/suicidal subjects. Justin has received multiple awards from his community, Tennessee Narcotics Officer Association and his Department

Lane Mullins

Job Titles:
  • Instructor
Previous Experience Lane has served with the Wilson County Sheriff's Office for the past 20 years. His assignments have included Patrol, Narcotics Detective and Detective Sergeant, Firearms Instructor, Training Officer and SRT. He is currently serving as WCSO General Departmental Instructor and has done so for the last 3 years. During his time with the Special Response Team he has been assigned to Entry, Point-man, and Team Leader, Lane has additional SRT duties of equipment evaluation and training all new members of the team. During Lane's time on SRT and Narcotics he has completed hundreds of successful operations including narcotics warrants, high risk arrest warrants, barricaded/suicidal subjects and hostage rescue. Lane has been recognized locally, regionally and nationally for outstanding narcotics case work and was awarded the DEA Outstanding Case of the Year. Lane has an abundance of training experience not only within his Department but also as an Adjunct Instructor for the Tennessee Law Enforcement Training Academy. He has worked as a certified Firearms and SWAT Instructor since 2008.

Mark Granholm

Previous Experience Mark has been an Officer with the Louisville Metro Police Department since February of 2005. During this time, he has held positions as Patrol Officer and SWAT Officer. Mark became a member of LMPD's SWAT Team in 2007 and was then assigned a position on their Full-Time Team in 2016. He holds a designation of Sniper/Observer and Explosive Breacher on the Team. Mark has participated in 100s of high risk warrants, barricades/callouts as well as numerous successful explosive breaches on live operations. He is a graduate of LMPD's Urban Sniper/Observer Course, Kentucky State Police Advanced Sniper Course, Norse Tactical Precision Rifle Course, Accuracy 1 st long Range 2 Precision Rifle Course, Way of the Gun (Frank Proctor) pistol and carbine course, Louisville Metro Police/F.B.I. Hostage Negotiating Course, CSX Tactical Rail Interdiction Course and the Explosive Handlers and Breaching Course at T.E.E.S. Prior to his Law Enforcement career, Mark trained and competed as an amateur and professional in Muay Thai Kickboxing. As a response to September 11, Mark Joined the Naval Reserve in 2002 where he served as an OS (Operations Specialists). In 2006 he transferred to the Army National Guard and served as Team leader for a PSD/close security detachment for the MNCI general in Iraq. Mark is a believer in constant improvement and sees competition as a useful means of stress inoculation. Mark has competed in the Army's International Sniper Competition, Gastonia Sniper Competition, F class rifle, Precision Rifle competition and IDPA pistol events.

Mike King

Previous Experience Michael has been an Officer with the Louisville Metro Police Department since October of 2006. During this time, he has held positions as Patrol Officer, Flex Detective, and SWAT Officer. Michael became a member of LMPD's SWAT Team in 2013 and was then assigned a position on their Full-Time Team in 2016. He holds a designation of Sniper/Observer and Explosive Breacher on the Team. He is a graduate of LMPD's Urban Sniper/Observer Course, Kentucky State Police Advanced Sniper Course, Hathcock Sniper School, Norse Tactical Precision Rifle Course, and the Explosive Handlers and Breaching Course at T.E.E.S. Michael holds certifications with the KY DOCJT as a Law Enforcement Instructor, Firearms Instructor, and Police Sniper Instructor. Prior to his Law Enforcement career, Michael joined the United States Army and was stationed at Ft. Benning, Georgia where he was assigned to the 3 rd Ranger Battalion. After his 4 years of service, Michael took a job with Blackwater Security where he was tasked with providing close protection to OGA personnel while deployed to hostile locations in and around the Middle East.

Troy Hooker

Previous experience Troy is the Senior Instructor for OTG TACTICAL. Troy has served with the Rutherford County Sheriff's Office for 22 years. Assignments have included Patrol, FTO, Criminal Investigations Detective, Mounted Patrol, Firearms Instructor, Training Officer and SWAT. He is currently serving as R.C.S.O.'s Range Master/Primary Firearms Instructor and has done so for the last 3 years. During his time with the S.W.A.T. team he has been assigned to Entry, Point-man, Assistant Team Leader and Team Leader, where he is currently assigned. In that time frame he has completed over 150 successful operations including narcotics warrants, high risk arrest warrants, barricaded/suicidal subjects and hostage rescue. Troy has a well rounded history of training both law enforcement and military units. He has worked as a certified Firearms Instructor since 2000. Prior to joining OTG and the law enforcement community he obtained a Bachelor of Science degree in Criminal Justice Administration from Middle Tennessee State University. He has completed courses with Haley Strategic Partnership in Handgun and Carbine Vehicle Darkness operations, Frank Proctor, Northern Red , John Chapman (Forge Tactical), Blackwater, National Tactical Officer's Association, ALERRT, multiple SWAT and tactical response to Weapons of Mass Destruction courses.
