Abigail Johnson - Founder, President

Abby assists commercial property owners to develop and obtain financing for clean energy projects as well as negotiate and procure energy supply contracts. Since 2012, Abby has specialized in PACE financing, advising commercial building owners, lenders and public sector clients in PACE project and program development including crafting of PACE legislation, creating program guidelines, and launching and administering PACE programs. She has been instrumental in developing PACE programs in Virginia, Maryland, Pennsylvania, Texas, Illinois, Florida, Louisiana, North Carolina, Oregon, Hawaii, New Jersey, Georgia, Ohio, Tennessee, and Alberta Province in Canada. In Virginia, she was largely responsible for expanding PACE over the last five years to include lien priority, resiliency, stormwater management, commercial condos, and retroactive projects. In 2019, she founded VPA to offer Virginia localities a low-cost, nonprofit option for program administration. Prior to specializing in PACE, Abby worked for over 15 years in commercial real estate, as a management consultant, commercial mortgage banker, and building science consultant. She has a Bachelor of Architectural History from the University of Virginia and a Master's in Business from Bocconi University in Milan, Italy.

Dan Lilie

Dan has over 25 years of experience in commercial real estate development and finance. He has worked on large-scale real estate development projects in several large urban centers. Recently, he has worked to activate public energy development programs for the CRE market and was among the first wave of Californians active in the commercial PACE program. Dan is a multi-faceted executive with a deep knowledge of real estate and energy finance, leasing, and asset management. He is based in North County San Diego. Dan has an economics degree from Cornell University and an MBA from the University of Chicago.

Ed Brown

Job Titles:
  • CRE / Finance Partner
Ed partners in structuring real estate debt and equity with PACE and other third party financing. Ed has over 33 years experience in commercial real estate finance across all property types and has closed in excess of $2 billion in transactions. He has long term relationships with debt and equity sources funding investment and development projects regionally and nationally. Ed creates significant value for clients through placement and advisory services for debt and equity funding for real estate transactions ranging from $1mm to $100mm in total capitalization. Ed has a BA in psychology from the University of Pennsylvania.

Ellen Dickson

Job Titles:
  • Outreach and Education
Ellen provides outreach and education support for clients in the Mid-Atlantic region. She also assists with business development and strategy. Ellen has expertise in public affairs, government relations and economic development. Her prior work experience includes Manager for Public Affairs for Ford Motor Company and Director of Government Relations for the Ann Arbor Area Chamber of Commerce.

Isabel Hagaman

Isabel provides a variety of internal support services including marketing, social media, and business development. She is well versed in energy efficiency and renewable energy topics, including PACE. Isabel has a degree in Music Education from James Madison University.

Jason Mitchell

Jason has over 18 years of design experience. His experience includes projects for higher education facilities involving residence halls, dining halls, academic buildings, laboratories, central plants and research buildings. These projects involved new construction and renovations of existing facilities encompassing energy retrofits and restorations of historic buildings. Jason's experience further includes the use of computer simulation to analyze complex HVAC and central plant systems. He has also designed building types that include "green" design. Other experience includes industrial ventilation and process piping system design. Jason has a BS in mechanical engineering from Clarkson University.

Joe Bianco - CTO

Joe is responsible for outlining the company's technological vision, implementing technology strategies, and ensuring that technological resources are aligned with the company's business needs and goals. He has over 30 years of direct hands-on experience as a Systems Architect, Software Engineer, Systems Engineer, Department Manager and Instructor working for companies such as IBM, Lockheed Martin, Huntington Ingalls Shipbuilding, mid-sized biotech and consulting companies, and non-profit organizations. Experience includes all phases of providing software solutions to government classified, commercial, and company internal customers, including business acquisition, requirements, analysis, design, development, verification, validation, documentation, configuration control, delivery, and training. Joe holds a B.S. in Information and Computer Science from the University of Pittsburgh, where he was designated a University Scholar.

Paul Brooks

Job Titles:
  • Technical Advisor
Paul has over 23 years of experience in both energy analysis and mechanical design for a variety of building types and experience developing energy models to demonstrate probable savings from energy projects. His experience involves design for both new construction and renovation of numerous institutional and retail facilities, as well as nuclear engineering for the Department of Defense. He is a Certified Energy Manager through the Association of Energy Engineers, and a LEED certified professional. Paul has a BS in mechanical engineering from Old Dominion University and an MBA from Virginia Commonwealth University.
