KEVIN JAMES is the principal responsible for corporate vision steering, client acquisition, P&L, and delivering exceptional security services to commercial entities, the US Department of Defense, DHS, the US State Department, NATO alliance partners, and agencies operating underneath the auspices of the United Nations.
With a background spanning 40 years in the security industry, including more than a decade of Special Operations military service, Kevin brings to the civilian sector, exemplary leadership, subject matter expertise in tactical education and training, and a deep working knowledge in business-to-government (B2G) contracting, RFI/RFP (Request for Proposal) process-to-service engagement, grant writing, and quality assurance oversight.
In 2004, Kevin successfully negotiated and won sub-contractor relationships with the top five largest U.S. Private Military Companies (currently operating as the Constellis© group of companies).
Under Kevin's leadership, HCT™ became the first veteran-owned, African American business to participate in post-war reconstruction efforts and security services contracts in Iraq and Afghanistan valued over $150 million USD.
Kevin James is a constituent member of the Overseas Security Advisory Council (OSAC), which is a charter agency of the U.S. State Department. OSAC constituent members function as a Federal Advisory Committee with a U.S. Government Charter to promote security cooperation between America and private sector interests worldwide.
General Phillips has more than 50 years of comprehensive acquisition, aviation, information technology (IT), logistics and leadership experience.
John Phillips served as Deputy Under Secretary of Defense (Acquisition, Technologies and Logistics), overseeing an organization of 850,000 military and civilian personnel with a budget of $114 billion.
In this capacity, Major General Phillips was the principal leader overseeing DoD policies and practices as they relate to purchasing from the private sector. General Phillips was responsible for establishing a major, precedent-setting outsourcing and privatization program for the Federal government.
Gen. Phillips also served as Vice President of Government Services for Honeywell, where he oversaw major Federal-sector engagements. He was successful in spearheading the capture of a $1.7 billion satellite network control contract - the largest single aftermarket contract in Honeywell's history.
John Phillips served Vice President of the Government Solutions Group, which he formed to assist Home Depot in securing government contracts. The organization propelled Home Depot into the federal business, growing to over $100M in the first 12 months of operations.
He is now president of Phillips Defense Consultants. His organization boasts of subject matter experts across the range of Defense operations from IT, supply chain management, and acquisition, to Network Centric Warfare.
General Phillips served for more than 27 years in the United States Air Force, and holds a B.S. degree in biology and chemistry from Jarvis Christian College in Hawkins, Texas, and an M.S. degree in Logistics Management from the Air Force Institute of Technology.
Gen. Phillips has received over 250 awards and decorations, including Vice President Al Gore's Hammer Award in 1999.

RONALD J. James is an American attorney listed in the "Who's Who Directory" of top African American lawyers in the United States.
Career Highlights
Following the creation of the United States Department of Homeland Security in 2002, Ron was appointed the Department's first Chief Human Capital Officer in 2003. In that capacity, Ron was the highest-ranking civilian within the agency, responsible for the design and implementation of the new mission-focused MAXHR personnel system. 200,000 federal employees and 22 agencies are consolidated under the DHS umbrella.
Ron James began his career as an attorney in the United States Department of Transportation. He later became Assistant General Counsel of the Equal Employment Opportunity Commission. President of the United States Gerald Ford then nominated James to be Administrator of the Wage and Hour Division of the United States Department of Labor, a position requiring Senate confirmation.
When Ron James left public service, joining the law firm of Squire, Sanders & Dempsey in Cleveland, Ohio. As a partner with the firm, he represented management in labor and employment disputes.
