Andrew J. Raffell

Andrew has practised as a barrister for over thirty years. After leaving school early and working in industry in the English Midlands Andrew qualified to study law at LSE. After that he worked in a law centre and as a teacher. He then studied at the council of legal education to qualify as a barrister. His barrister's pupillage was in the areas of employment law and personal injury, including medical negligence. In his early years of practice (1983 to 1986) he practised in those areas. But, soon developed an interest in criminal law. Since then he has mainly practiced in criminal law. But, has also appeared in professional disciplinary tribunals and other civil matters. Andrew came to Hong Kong as a founder member of staff in the Law Faculty at the City University of Hong Kong. He was called to the Hong Kong Bar in 1987 and has practiced here since then. He no longer teaches but has also taught law at the University of Hong Kong (SPACE) and, most recently, at the Chinese University of Hong Kong Faculty of Law. His teaching responsibilities were rooted in his practical experience and have enhanced his knowledge within that practice. He was responsible for courses on the Law of Evidence, Criminal Law and Procedure and Advocacy. Andrew was a contributor to the Hong Kong Archbold. He currently writes a column for the South China Morning Post on matters of criminal law.

Christina K. K. Li

Christina joined Chambers in 2022 after completing her pupillage with Ms Annie Lai, Mr Andrew Raffell, Mr Isaac Chan and Mr Joseph Lee. She had previously served as marshal to HH Judge MK Liu. Christina is developing a broad criminal and civil practice. She has experience in criminal cases involving white-collar crimes, drug-related offences, dishonesty-related offences, offences against the person and sexual offences. She has assisted in civil matters related to matrimonial, land, contract and commercial disputes. Christina is fluent in English, Cantonese, Mandarin and Hokkien. She can draft documents in English and Chinese. She accepts instructions in all areas of Chambers' work.

Henry Chung

Henry Chung was called to the bar in 2022 following successful completion of his pupillage with Mr. John Reading SC, Mr. Giles Surman, Mr. Lawrence Cheung, Dr. David Fong and Mr. Joe Chan. Henry is building a broad civil and matrimonial practice with an emphasis upon commercial and company litigation, probate and property law, defamation and matrimonial finance. On the criminal side, Henry has experience in both white-collar and organised crime. Examples of Henry's recent work include: -

Holden N. Slutsky

Holden is qualified as a Barrister in Hong Kong and as an Attorney in New York and the District of Columbia. He is also a Registered Foreign Lawyer with the Singapore International Commercial Court (SICC). He is experienced in advising and representing clients in a variety of civil areas, including complex company and commercial disputes, interlocutory applications, constitutional law, property, personal injury, banking and finance and probate. He also regularly receives instructions as a defence counsel for criminal matters, and has represented clients in bail applications, mitigations, trials and appeals. He has also represented numerous clients, including businesses, facing charges prosecuted by the Labour Department, Buildings Department, ICAC, Customs and Excise, and Immigration Department. Holden often appears as an advocate in the High Court, District Court and Magistracies, and has also appeared before the Air Transport Licensing Authority. He read law at Cornell University in New York, as well as in Hong Kong at the Chinese University of Hong Kong and the City University of Hong Kong. He is a regular contributor to the World Bank's annual ‘Doing Business' report. Jeevan Hingorani

Jeevan Hingorani is the founder and head of Pacific Chambers. He is vastly experienced in both criminal and civil work, having been called to the Bar in England (1978), the BVI (1981) and Hong Kong (1982). He was conferred his Chinese name "㷫過辣雞" by those he represented for the awesome cross examination he conducted in criminal cases. After 12 years at the criminal bar, during which he was involved with numerous high profile cases including murder and commercial fraud, a number of which went to appeal at the Privy Council, he moved to civil practice where he has been firmly entrenched for over 27 years. Jeevan is the consummate cross-examiner and focuses on commercial litigation, company law, trusts, probate and partnership disputes. He has also resumed his criminal practice, and now regularly accepts instructions for both prosecution and defence work.

Michelle W. Cheung

Michelle joined Chambers in 2021 after completing her pupillage with Mr. Alan Ng, Mr. James Niehorster, Ms. Elizabeth Herbert, and Mr. Peter Barnes. Prior to joining Chambers, Michelle obtained her JD and PCLL from the Chinese University of Hong Kong. Before that she completed a BA in Psychology at the University of Wisconsin-Madison. Outside of her studies, Michelle was a member of the Hong Kong national golf team from 2010 to 2020 competing in various international events including the Asian Games. Michelle is developing a broad civil and criminal practice and accepts instructions in all areas of chambers' work with an interest in family law, construction and commercial disputes, and arbitration. She accepts instructions for court, arbitration, and advisory work.

YAN Kwok-wing is both a qualified quantity surveyor and a practising barrister. After receiving an all-round training in quantity surveying practices, he specialized in handling construction contract claims and the provision of dispute resolution consultancy services for several years. He commenced his legal career in August 2007 Experience A Building, Civil Engineering and Piling Main Contractor (2000-2002) Assistant Quantity Surveyor -all ranges of quantities surveying practices including pre-contract and post-contract matters. A Construction Claim Consultant (2002-2007) Consultant -responsible for provision of construction contractual advice, drafting of contractual/commercial documents, settlement of final account, preparation of expert report and claim submissions and provision of arbitration & litigation support to clients. Teresa L.M. Leung

Teresa was admitted to the Bar in 2018. She leads a general practice. She has appeared either as a sole advocate or a led junior counsel in the Court of Final Appeal, Court of Appeal, High Court, District Court and the Magistrates' Courts. Teresa's criminal practice ranges from legal visits, plea bargains, bail applications and mitigations to trials and appeals. She has represented clients in cases of, inter alia, criminal damage, drug offences, road traffic offences, offences of dishonesty (including conspiracy to defraud), sexual offences and manslaughter. For civil matters, Teresa's breadth of experience covers land, contract, company, coroner's court hearings, insolvency, bankruptcy, tort, labour, trust and probate. She has worked on interlocutory applications involving, inter alia, summary judgment, default judgment, striking-out, injunctions and jurisdictional disputes. She regularly renders advice on personal injury cases and has also been instructed to provide expert opinion on regulatory compliance of companies in Hong Kong. Teresa is on the Legal Aid Panel and regularly provides pro bono advice under the Free Legal Advice Scheme of the Duty Lawyer Service. Teresa has been an annual contributing editor of Hong Kong Civil Procedure (Hong Kong White Book) since the 2022 edition and was the online Employment Practical Guidance platform of LexisNexis in 2021. Teresa is fluent in English, Cantonese and Putonghua.

Warren Suen

Warren is a dual-qualified barrister and registered architect. His practice covers most areas of civil work and criminal proceedings, specialising in construction law, commercial disputes, land and building matters and international arbitration. After graduating from the London School of Economics and Political Science (LSE) focusing on arbitration, conflict of laws, and international treaties, Warren served pupillage with Ms Amanda Li, Mr Calvin Cheuk, Mr Simon Wong, Mr Benny Lo, Mr Jeffrey Tam and Mr Solomon Lam. During his pupillage, he was awarded the Society of Construction Law Hong Kong Scholarship. As either the sole advocate or a led junior, Warren has appeared in various levels of courts and tribunals. He has advised on a wide range of legal matters, including construction claims, civil and commercial disputes, land and building management matters, shareholder disputes, professional negligence, personal injuries, criminal matters (including industrial summons), international arbitration, disciplinary proceedings, etc. Additionally, Warren welcomes instructions in relation to judicial review and competition law. Warren's broad knowledge and experience in the construction sector enable him to navigate complex technical subject matters, regional practices, and handling of expert witnesses. Prior to joining the Bar, Warren completed a Master of Architecture at the University of Manchester on a scholarship. He subsequently became a Registered Architect in Hong Kong and is also a Chartered Member of the Royal Institute of British Architects. Moreover, he worked in various international architecture firms, where he played integral roles in designing and administering large-scale building projects in Hong Kong, Mainland China, and the Middle East. Furthermore, Warren has been an advocate of alternative dispute resolution (ADR) since studying at the LSE, during which he represented the school in the Willem C. Vis International Commercial Arbitration Moot and received the Pieter Sanders Award. Early in his legal practice, Warren served as a director of the Joint Mediation Helpline Office (JMHO). At present, he is a representative to the Working Group on Adjudication under the Construction Industry Security of Payment Ordinance (SOPL) and also a member of the Joint Dispute Resolution Committee of the Hong Kong Institute of Architects and the Hong Kong Institute of Surveyors, responsible for appointing mediators and arbitrators.
