Roland B. Jarvis received his Bachelors of Arts Degree in History and Political Science from the Cleveland State University in 1980 and his Juris Doctorate in 1984 from the Case Western University School of Law, Cleveland, Ohio.

As a career prosecutor, Roland was responsible for coordinating grand jury investigations with various federal, state and local law enforcement agencies (Federal Bureau of Investigation, Drug Enforcement Administration; U.S. Department of Treasury [Customs Service, Secret Service, Internal Revenue Service and Bureau of Alcohol Tobacco and Firearms]; Immigration and Naturalization Service; Department of Health and Human Services; U.S. Postal Service; Pennsylvania State Police; and the Philadelphia and Virgin Islands Police Departments).
