Belma Andrić, MD, MPH is the Senior Vice President and Chief Medical Officer of the Health Care District of Palm Beach County where she is responsible for quality and patient safety across the organization. Dr. Andrić leads the Health Care District's strategic initiatives and oversees the clinical performance of providers with the Health Care District's 10 Federally Qualified Health Centers (FQHCs), Lakeside Medical Center and skilled nursing facility. Additionally, Dr. Andrić oversees the operations of the District's Trauma Agency and the Corporate Communications department.

Bernabe A. Icaza, Esq serves as Senior Vice President and General Counsel for the Health Care District of Palm Beach County. Icaza has more than 24 years of health law experience and has spent the majority of this time as in-house counsel for large for-profit, not-for-profit, and governmental public health systems. Immediately before joining the Health Care District, Icaza was in private practice where he represented health systems, hospitals, academic medical centers and physician group practices in mergers, acquisitions, divestitures, joint ventures and complex business transactions. He previously worked for UF Health Shands, Tenet Healthcare Corporation, and Broward Health. Icaza has also worked for the Florida and Missouri Attorney General's Office and the Department of Health. Icaza is board certified in Health Law by The Florida Bar. He is a past Chair of The Florida Bar Health Law Certification Committee and a past Chair of The Florida Bar Health Law Section. He graduated from Saint Louis University School of Law with a health law concentration where he also earned a Bachelor of Arts in Economics, Political Science and Spanish and a Master of Arts in Economics.

Candice Abbott is the Senior Vice President and Chief Operating Officer at the Health Care District of Palm Beach County, a diverse public healthcare system. She is responsible for operations across the Health Care District and supervises Lakeside Medical Center, Aeromedical, Healey skilled nursing facility and the Community Health Centers. Candice also serves as the Executive Director of Federally Qualified Health Center Services and is responsible for the operation of 10 community health centers and three mobile clinics that serve all patients, with or without insurance and regardless of ability to pay. Abbott was previously the Health Care District's Vice President and Chief Financial Officer, where she was responsible for the development and implementation of the financial strategies, operating and capital budgets, and system financial reporting and controls that support the overall mission, goals and objectives of the Health Care District. She led the implementation of Oracle, moving the Health Care District to an efficient, cloud-based system for budgeting, purchasing and vendor management. Abbott has more than 25 years of healthcare finance and operations experience partnering with hospital, physician and community leaders. She has proven success increasing a multi-hospital health system's net operating margin, expertise in aligning innovative care delivery models and financial operations, revenue recognition and finding cost-savings while executing the organization's strategic initiatives. Abbott's prior leadership experience includes serving as the Regional Executive Director for Cleveland Clinic Florida Integrated Health Network and Assistant Vice President of Finance for Martin Health System. Abbott has a Master of Business Administration in Healthcare Management. She is certified in several Epic revenue cycle applications and is a Registered Health Information Technician (RHIT). Courtney Phillips, M.D. is the Vice President and Chief of Behavioral Health and Clinical Innovations for the Health Care District of Palm Beach County. She provides oversight, implementation, and coordination of the expansion of mental health and substance use disorder crisis service systems and a continuum of the Health Care District's mental healthcare outpatient services. In this role, she also supervises the community health centers' behavioral health leadership team, closely coordinates with Florida Atlantic University Psychiatric Residency program providers and serves as a psychiatry preceptor for the Family Medicine Residency Program at Lakeside Medical Center, the District's public, rural teaching hospital. A board-certified psychiatrist, Dr. Phillips was most recently the Director of Behavioral Health for the community health centers (Federally Qualified Health Centers), where she oversaw the psychiatric, behavioral health and substance use disorder (SUD) treatment programs. From 2022 to 2023, she served as Statewide Director of Opioid Recovery for the Florida Department of Children and Families in coordination with the Florida Department of Health where she supported the Coordinated Opioid Recovery (CORE) Program that was modeled after the Health Care District's evidence-based and award-winning outpatient addiction treatment program. Dr. Phillips has a passion for evidence-based outpatient integrated psychiatric care and has worked in many psychiatric settings, including serving as the medical director at Wayside House and Access Recovery Solutions in Palm Beach County. With substance use disorders, she has experience with Medication Assisted Treatment (MAT) for alcohol and opioid use disorders (including buprenorphine maintenance, methadone, and naltrexone), detoxification, dual diagnosis, and abstinence-based treatment. Dr. Phillips attended medical school at Wayne State University School of Medicine in Detroit, Michigan. She completed her internship and residency in general adult psychiatry at the University of Michigan Health System/VA Ann Arbor. Dr. Phillips is certified in General Adult Psychiatry (ABPN) and is board certified in addiction medicine (ABPM). Dr. Phillips is a member of the American Psychiatric Association. Her areas of professional interest include dual diagnosis, Medication Assisted Treatment, mood disorders, anxiety disorders, psychotic disorders, integrated behavioral health care and increasing access to quality mental health care.

Darcy J. Davis is the Chief Executive Officer of the Health Care District of Palm Beach County and its subsidiary operations. She joined the Health Care District in July 2011 and has served in several roles of increasing responsibility, including Chief Financial Officer/Chief Operating Officer, before her promotion to the top executive role in February 2016. Prior to joining the District, Darcy served in executive level positions including Senior Vice President and Chief Financial Officer across an array of healthcare entities from rural medical centers to a complex academic medical center over her 30 years in the healthcare industry. In 2023, Darcy was appointed by Palm Beach County's Board of County Commissioners to serve as a member of the county's Criminal Justice Commission. She also serves on the United Way of Palm Beach County's Hunger Relief Advisory Council and is a member of the Board of Directors for the Chamber of Commerce of the Palm Beaches, the Palm Beach North Chamber of Commerce and the American Heart Association of Palm Beach County. In 2018, Governor Rick Scott appointed her to the Palm Beach State College District Board of Trustees where she served for three years. Darcy is a 2022 graduate of the Leadership Palm Beach County Engage Program. In 2022, Darcy was ranked 11th on the list of Florida's Top 100 Women-Led Businesses by The Commonwealth Institute of Florida and was a finalist for the Palm Beach North Chamber of Commerce's "Woman of the Year Award". Geoffrey (Geoff) Washburn is the Vice President and Chief Human Resources Officer for the Health Care District of Palm Beach County, a diverse and unique public health care system with nearly 1,300 employees. A career human resources professional, Washburn has more than 30 years of multi-faceted human resources experience in healthcare, including more than 20 years in senior leadership. He is highly regarded for demonstrating effective leadership, exceeding operational performance and establishing and executing high standards of fair and consistent practices. During his extensive career, he has developed and honed a comprehensive list of strengths including employee relations, compensation and benefits, performance improvement, cost containment, leadership development, and recruitment and retention. Washburn most recently served as Chief Human Resources Officer for Palomar Health in San Diego County, California. Palomar Health is California's largest public healthcare district by area, employing more than 5,000 professionals. In this role, Washburn restructured the human resources department to a HR Business Partner model, positioning the team to be a high-touch, responsive, customer-focused service model. He also designed a high-performing talent acquisition program and improved employee engagement by 20 percentage points over a four-year period. Prior to Palomar, Washburn was Vice President, Human Resources at Los Robles Hospital and Medical Center in Ventura County, California. He also held executive-level human resources roles at several hospital and health care systems in Florida and Michigan. Heather Bokor

Heather Bokor is the Chief Compliance and Privacy Officer for the Health Care District of Palm Beach County. She joins the District with years of experience in the compliance and privacy industry, specializing in hospital administration and health care systems. She has worked with for-profit, non-profit/not for profit (501(c)(3)), and state agent/government (subject to open records under F.S. 119) health care entities and systems for more than 15 years. Her extensive knowledge of federal and state healthcare laws, program requirements and best practices have led her to work with large multi-facility academic medical centers, community hospitals, critical access hospitals, specialty hospitals, physician practices, a public university and six health colleges (Colleges of Medicine, Dentistry, Public Health and Health Professions, Nursing, Pharmacy, and Veterinary Medicine). Prior to joining the District, Bokor served as interim Vice President of Compliance and Privacy/Chief Compliance and Privacy Officer for the University of Florida Health System (UF Health). Here, she assisted with the development, implementation and management of the UF Compliance and Ethics inaugural program as mandated by the Board of Governors for Florida State University Systems. Previous titles under UF Health include Senior Director of Compliance Services, Director of Corporate Compliance and Corporate Compliance Specialist, Regulatory and General. Bokor has also held positions in compliance and privacy, with program oversight as well as hospital administration, at Tenet Healthcare in South Florida and UF Health. Bokor was also appointed and served a two-year term on Tenet's Corporate HCO Council, comprised of eight individuals who addressed system-wide issues, program needs and risks, while establishing Tenet's voluntary charter program to successfully transition out of Tenet's CIA with the OIG. She also worked closely with Tenet Hospital CFO's to achieve highest audit score (5 Bar) for Tenet's Corporate Internal Audit, with significant improvement over past audits, and lowest negative points in company history at the time. She is experienced with many new and existing compliance models, such as: Corporate Integrity Agreements, post-CIA charter programs, state mandated programs and voluntary programs. Bokor has also been involved with managing and mitigating large breach events impacting healthcare and higher education entities. The South Florida native is a former West Palm Beach resident who served on the leadership team for the Good Samaritan Medical Center. Bokor graduated from the University of Florida with a Bachelor of Science in Health Science and a Master of Science in Management focused on Health Care Risk Management and Geriatric Care Management. Jessica Cafarelli is the Interim Vice President and Chief Financial Officer for the Health Care District of Palm Beach County, where she is responsible for the development and implementation of the financial strategies, operating and capital budgets, and system financial reporting and controls that support the overall mission, goals and objectives of the Health Care District. She also oversees revenue cycle, payor and network management. Cafarelli was previously the Health Care District's AVP and Controller, where she led accounting, finance, treasury and supply chain teams. She has more than 15 years of experience in accounting and finance serving nonprofit healthcare, real estate and private equity organizations. Before joining the District, Cafarelli worked as a finance manager for Cleveland Clinic Martin Health in Stuart, FL. During her seven years in finance, she was responsible for tax and regulatory filings, preparation and review of financial statements, managing external audits and treasury functions. She focused on streamlining processes and developing improvements, which improved efficiency and reduced risk while creating structured, standard work plans. Prior to that, Cafarelli worked for six years as a tax manager for Deloitte Tax, LLP in Atlanta, GA. In this role, she reviewed tax filings and provided tax advice to clients across various industries. She was responsible for project financial management including billing, budgeting and staffing of her engagements. She led teams that included local and remote staff. Cafarelli earned a Master of Accounting and a Bachelor of Science in Accounting from the University of Florida. She is also a Certified Public Accountant in the State of Florida. She is a member of the Florida Institute of Certified Public Accountants (FICPA) and the Healthcare Financial Management Association (HFMA).
