Anna Libby - VP

Anna provides strategic support for all aspects of the development process including budgeting, planning, financing, construction, and marketing. She has experience working on multi-phase, mixed-income developments, and public housing repositioning projects. Experience Anna Libby joined Brinshore Development in 2022 as an Associate Development Manager. Prior to joining Brinshore, Anna worked as a Senior Associate for Avison Young's Chicago-based development team. In this role she was responsible for project management, financial analysis, market research and project feasibility analysis of complex mixed-use redevelopment projects. As a project manager, she oversaw the project schedule, team, and budget to meet project objectives and exceed client expectations. Anna also has experience managing pre-development services for build-to-suit projects which has given her a strong understanding of the construction process, managing budgets, developer procurement and site development. Anna is a Board Member of OWLS Lacrosse, a sports-based youth development organization that creates opportunities for underserved youth in Chicago.

Brad Peters - SVP

Brad has a combined 20 years of experience in real estate and law. Brad has successfully closed more than 20 RAD repositionings. Experience Prior to joining Brinshore, Brad led the redevelopment department for Knoxville's Community Development Corporation, where he was responsible for recapitalizing the agency's 3,800 unit affordable housing portfolio, working with the city to manage its tax increment financing and PILOT programs, and for the Authority's successful Choice Neighborhoods Implementation Grant award. Brad began his career as an associate attorney at Hunton & Williams in Atlanta where he focused on large real estate and lending transactions. Brad holds a BS in Agricultural Economics from the University of Missouri, a JD from the University of Tennessee, and a MS in Strategic Management from Indiana's Kelley School of Business. Brad is a member of the State Bar of Georgia.

Carolyn Steele

Charlene Andreas - VP

Charlene joined Brinshore Development in the Evanston office to support development work in the Midwest including RAD conversions along with supporting national HUD Choice Neighborhood Initiative projects. She brings a broad breadth of experience in affordable housing from design through lease up and management. Experience Prior to joining Brinshore, Charlene spent 12 years working at LUCHA, a non-profit community housing development organization in Chicago. Her role there included development of affordable housing, leading home repair and weatherization programs, and compliance and asset management of the organization's portfolio. This included the development of the first PHIUS multifamily property in Chicago. Prior to that, Ms. Andreas worked as an architect for over 18 years with a focus on community driven and sustainable design with projects in Chicago, New York City, and across the Midwest. Education Charlene holds a five-year Bachelor of Architecture degree from Ball State University in Indiana.

David Brint

David presently serves as Chairman of the Board of Directors for the Foundation Fighting Blindness. He also has serves as Board Member of the Retinal Degeneration Venture Fund; Past President of the Board Director of the Illinois Housing Council; Former Board Director of The Chicago Lighthouse for People Who are Blind and Visually Impaired; Board Director of Karate Can Do Foundation for Special Needs Children; and Former Member of the Chicago Federal Home Loan Bank Board Community Investment Advisory Council. He formerly served as Board President of the Victor C. Neumann Foundation, a not-for-profit organization dedicated to serving developmentally disabled individuals. He is the Founding Member and President of the Board of Director of the Illinois Housing and Community Development PAC, and the Founding Member and past Director of Highland Park Community Land Trust. Education David received a bachelor's degree in economics from The Wharton School at the University of Pennsylvania.

Denee Preston

Denee is also an accomplished real estate professional with an extensive background in real estate brokerage services with a specialization in leasing, accounting, and financial analysis. She also has experience in property management (commercial & residential), portfolio management, budget reconciliation, REO's, receiverships, and account management. Denee has a bachelor's degree in Political Science from the Arizona State University. She loves volunteering and mentoring homeless and at-risk youth. She enjoys taking her Shih Tzu to the dog spa, travelling with her twins around the world and training people to become real estate investors.

Emily Abeln

As Senior Vice President of Development, Emily Abeln is Brinshore's team lead for Texas and Arizona markets. Alongside a cadre of subject-matter experts, her responsibilities include site selection and land acquisitions, nonprofit partnership development, project underwriting and feasibility, earning the support of neighborhood and political stakeholders, sourcing public financing, facilitating funding and land closings, and directing project design from inception through permitting, construction, and placement in service.

Julia Tokarev

Julia is a graduate of Saint Petersburg State University in Saint Petersburg, Russia, and holds a bachelor's degree in Philology. She also received an accounting certification.

Karly Brinla - VP

Dr. Brinla joined Brinshore in June 2020. As a Vice President Development Manager, she is responsible for project management, including predevelopment, financing, construction, marketing, and community outreach. She is regional lead on projects in Utah and California and works on projects in Illinois, Indiana, Michigan, South Carolina, Tennessee, and Nevada. Dr. Brinla is the Board President and a founding member of the Illinois Chapter of the Women in Affordable Housing Network. She is also responsible for recruiting and training all incoming developers at Brinshore. Experience Before joining Brinshore's development team, Dr. Brinla worked part-time as a developer for Brinshore while teaching and completing her graduate work at the University of Illinois. She taught Business Calculus and Linear Algebra for Business, in addition to numerous other courses in the Mathematics department. She also consulted with Brinshore in 2014 on a statistical analysis project, where she designed and used a periodic algorithm to analyze fluctuations in the Evanston Housing Market. Education Dr. Brinla has a Ph.D. in Mathematics from the University of Illinois at Chicago, and a bachelor's degree in Mathematics from Pitzer College.

Mike Sciortino - VP

Michael is responsible for assisting with business development and project management, including predevelopment, financing, construction, marketing, and community outreach. He has worked on multiple LIHTC and publicly funded projects across Texas. Experience Michael joined Brinshore as a Development Associate in May, 2021. Based in Austin Texas, Michael focuses on the Texas market and the development of multifamily and senior communities. Michael brings wide ranging experience in sustainable design and financing to provide insight to the Brinshore development team. Prior to joining Brinshore, Michael worked extensively in the energy efficiency and building technology industry in consulting, business development, and analyst roles. Education Michael received a BA in International Relations from Claremont McKenna College and an MBA from the University of Texas at Austin.

Peter Levavi - EVP

Peter has served as the associate dean of Spertus College, where he created and administered the Urban Developers Program, the nation's only city-based master's degree program in affordable housing development. He also was a professor of Development Finance in the graduate-level College of Urban Planning and Policy Affairs. Peter is an active member of the Urban Land Institute, the Metropolitan Planning Council, and the National Association of Housing and Redevelopment Officials (NAHRO). He also is an adjunct professor at DePaul University. Peter earned a JD from Harvard Law School, and Master of Public Policy from Harvard University's Kennedy School of Government. He also holds a BS from Cornell University, and has a diploma from the London School of Economics.

Sarah is a strong believer in the importance of quality, inclusive and affordable housing in all communities. Experience Her experience in the industry is extensive and diverse, including work in Low-Income Housing Tax Credit policy, public housing repositioning, and permanent supportive housing. In her previous role with Greystone Affordable Development, she was responsible for securing financial resources and leading each project to closing. Prior roles also include ones with the Richmond Redevelopment and Housing Authority and Virginia Housing. Education Sarah holds a master's degree in Public Administration from Virginia Commonwealth University and bachelor degrees in business and art history from the University of North Carolina at Asheville. Outside of work, she enjoys exploring the South Carolina beaches with her husband, son and golden retriever.

Taylor Groot

Taylor Groot joined Brinshore in November2023 as a Financial Analyst. Experience Taylor started her professional career as a Commercial Real Estate Broker at Lee & Associates in Orange, California. She then advanced her financial career, working as a Senior Fund Accountant responsible for managing a portfolio of real estate investment funds. Taylor actively participates in service opportunities, including involvement with organizations such as the Special Olympics and Breaking Bread with the Greater Chicago Food Depository. Taylor is passionate about making a positive impact on her local community. Education Taylor holds a Bachelor of Science degree in Business Administration with a specialization in Finance from the University of Oregon.
