Jim Fischer - President

Jim Fischer founded the Delaware Track and Field Hall of Fame in 1994 and served as president of the organization until 2016. Jim is currently on the Board of Governors and continues to serve the organization. Jim has been Head Coach of the highly successful University of Delaware men's cross country and outdoor track and field programs for over 25 years. He also currently serves as the Director of University of Delaware Running Programs in which he oversees the administrative responsibilities of both the men's and women's track & field and cross country programs and assists the women's track and field team. Jim has been named America East Conference Coach of the Year five times, winning the award for indoor track in 1993 and 1999 and for outdoor track in 1993, 1994, and 2000. Jim also serves as an advisor to the Leukemia Society and Delaware Special Olympics.

Kevin Kelly

Kevin Kelly was elected to the Delaware Track and Field Hall Board of Governors in 2016 and continues to serve the organization. Kevin is a graduate of Salesianum where he continued as a Cross Country and Track athlete and in his senior year he had the privilege to captain an indoor team that won the State championship meet. Kevin went on to Mount Saint Mary's and as an athlete he played soccer, ran and officiate National Decathlon championships. Kevin began his coaching career in 1974 as a Track & Field Coach and in 1984 became an assistant coach in Track & Field at the University of Florida in Gainesville. He worked with the Governor's Council in sports and as a manager of the TAC National Championships in Track & Field. Kevin returned to Delaware and coached Track & Field at William Penn High, was an assistant coach at the University of Delaware. In 1999 he started and coached the cross country program at Charter School of Wilmington until 2005 where he became the athletic director for the school. In 2009 Kevin took a position with the Penn State University, Brandywine Campus in Media, PA. There he established a cross country program on campus and for the next four years coached both men's and women' programs. He also continues his coaching experience at the University of Delaware until 2011 when the program was discontinued. In 2012 Kevin also came out of retirement in to become the Athletic Director at the Newark Charter School and in its first two years of existence as a high school - developing 22 sports; hiring new coaches, and seeing athletes gain necessary recognition for their sportsmanship and their academic success. Kevin also has served as Chair of the DIAA State Track & Field committee from 2006 to 2016 and helped to create necessary changes with the cooperation of coaches and administrators around the State of Delaware.

Michelle Flanagan

Michelle Flanagan was elected to the Delaware Track and Field Hall Board of Governors in 2015 and continues to serve the organization. Michelle is a graduate of Padua Academy and University of Delaware where she competed in Cross country and Track & Field. At Padua Michelle was First Team All State XC & a Catholic Conference Champion in 1600 meters. At the University of Delaware she was a member of the Distance Medley Conference Champion Team. She was the head Track & Field Coach at Brandywine High School from 1990 to 2009 and is still actively coaching at the school as the head Cross Country Coach from 1990 to present. Michelle has served as an Officer of N5CTA (New Castle County Cross Country & Track Coaches' Association) since 1994 and is the current president of the association and has been since 2013. Michelle has been a member of DIAA Cross Country/Track Committee since 1992 and has been a Board Member of the Delaware Running Club since 2011.

Shayla Baine Gosa

Shayla Baine Gosa competed in her first track and field competition in 1983 as an eighth grader at New Castle Middle School. In 1985, she became a member of the Wilmington Track Club. The relationship with Coach Madric and the Wilmington Track Club awarded Shayla many opportunities, experiences, accomplishments, challenges and memories. Shayla won numerous state and county titles running for William Penn High School in the 100m and 400m dashes and the 4 x 100m and 4 x 400m relays from 1984-87. She was a member of the 4x400m relay team that set a state outdoor record of 3:49.6 that still stands. As a member of the Wilmington Track Club, Shayla was East Coast Invitational and Junior Olympic 400m champion in 1987. Shayla attended the University of Illinois on a track and field scholarship. Shayla went on to win Big 10 indoor and outdoor medals in the 400, 600, 800 and 4x400m relay on conference championship teams at the University of Illinois. She was also a member of the Illini's 1990 4x400m relay team that set an American collegiate indoor record. Currently Shayla resides in Bear, Delaware with her 7 year old princess, Nina Gosa. She is an active member of Delta Sigma Theta Sorority, Inc. (Wilmington DE Alumnae Chap¬ter) and Spirit Life Ministries International. Still an avid track and field fan, Shayla attends as many Delaware track and field events as possible and Penn Relays with her father, Josh Baine, every year. Now a senior program manager at JPMorgan Chase, Shayla attributes her career accomplishments and work ethic to GOD, her upbringing and participa¬tion in club and college athletics.
