Adam brings more than a decade of experience to Gallagher's Real Estate and Business Transactions Group, where he represents developers, owners, and equity investors in all stages of the real estate life cycle, from land acquisition through development, financing, construction, leasing and disposition. His significant experience representing borrowers in all manner of financing transactions, including construction, agency and permanent loans, tax increment financing and new markets, historic and low income housing tax credits, enables him to readily meet the needs of clients. Additionally, Adam's practice includes the representation of owners and developers in the formation of business entities, commercial condominium regimes and residential condominium and homeowner associations.
Adam's previous experience includes serving as Deputy General Counsel at The Cordish Companies and working for the Maryland Department of Natural Resources acquiring conservation lands on behalf of the State. He has been recognized by Best Lawyers® and as a Maryland Super Lawyers Rising Star.
Alison Best Lutich is an attorney in Gallagher's Health Law Group. She works with health care clients on a variety of business, compliance, and federal and state regulatory matters, including compliance with the Health Insurance Portability and Accountability Act, physician self-referral laws, and government payor programs. Alison earned her JD degree from the University of Maryland Francis King Carey School of Law, magna cum laude, order of the coif in 2017 and received her BA in International Studies from the University of Wisconsin-Madison with distinction, in 2014. After graduation from law school, Alison served as a law clerk to the Honorable Dan Friedman of the Maryland Court of Special Appeals.
Alison was recently named to the 2022 Maryland Super Lawyers Rising Stars List and is named an Associate to Watch in the Chambers USA 2022 Guide.
Ben Rubin is a transactions attorney who focuses on residential, commercial, and mixed-use real estate development projects. He advises developers and investors from land acquisition through development, construction, operation, and disposition. He works with clients on both market rate and affordable housing projects, including those financed with low-income housing tax credits. Ben also represents borrowers and lenders with respect to construction and permanent real estate financing, as well as non-real estate commercial loans.
Ben also handles a wide range of general corporate matters for many of Gallagher's clients.
A member of Gallagher's Education, Employment, and Litigation Practice Groups, Brandon demonstrates a sense of calm as he helps clients navigate complex and sensitive legal matters.
Brandon made history at the University of Maryland Francis King Carey School of Law as the first Black editor-in-chief of the Maryland Law Review. He graduated magna cum laude in 2021 and was honored with The Roger Howell Achievement Award for contributing significantly to the student activities program and demonstrating the leadership, scholarship, and moral character representative of the high ideals of the legal profession. He also earned CALI Excellence for the Future Awards for having the highest grade in Employment Discrimination Law, Introduction to Civil Procedure, and Written & Oral Advocacy.
During law school, Brandon worked as a Gallagher summer associate and law clerk (2019-21). He later served as a judicial clerk for the Honorable Paula Xinis of the United States District Court for the District of Maryland (2021-22) and for the Honorable Diana Gribbon Motz of the United States Court of Appeals for the Fourth Circuit (2022-23).

Brian is a litigator who focuses on matters involving educational and other nonprofit organizations, as well as helping entities navigate complex commercial contract and business disputes. As lead counsel, he has obtained judgments in favor of colleges and universities, primary and secondary schools, healthcare and other nonprofit institutions, and commercial entities in a wide array of high stakes discrimination, tort, business, and constitutional law cases in federal and state courts. In addition to litigation, he advises entities on organizational, compliance and insurance coverage issues.
After graduating from law school, Brian served a judicial clerkship with the Honorable Richard D. Bennett of the United States District Court for the District of Maryland. A permanent member of the Fourth Circuit Judicial Conference, Brian received the U.S. District Court for the District of Maryland's 2013 Exceptional Service Award, and in 2016 was recognized by The Daily Record as a Leadership in Law award winner.
Brian serves as the Co-chair of the Firm's Recruiting Committee, and is a member of its Diversity, Equity & Inclusion and Strategic Planning Committees.

As a member of Gallagher's Business Transactions Group, Celine incorporates her background in business and finance to bring an analytical approach to client problem solving. Drawing on her business perspective, Celine contextualizes and strengthens legal representation for the developer, syndicator, and investor clients who Gallagher serves.
Celine earned her JD from the University of Maryland Francis King Carey School of Law, graduating cum laude in 2023. In law school, she served as the Managing Editor for the Maryland Law Review and worked with startup companies and local business as a student attorney in the Intellectual Property and Entrepreneurship Clinic. She received the William P. Cunningham Award for her exceptional achievements and service to the law school and the Maryland Law Scholars Award. She also earned the CALI Excellence for the Future Awards for having the highest grade in Business Associations and Real Estate Negotiations and Drafting. At the University of Georgia, Celine earned a bachelor's degree in Finance, with honors, and was an active member of the Student Managed Investment Fund and Women in Finance.
While in law school, Celine served as a Law Fellow at AARP and was a summer associate at Gallagher.

Christina is a member of Gallagher's Litigation Group, representing the firm's residential and commercial property owners and property management companies in litigation and other disputes.
Concentrating on the representation of national property management companies, Christina has experience representing property owners and management companies of all sizes, including many Low Income Housing Tax Credit (LIHTC) and affordable housing properties. Christina represents clients in all aspects of residential and commercial landlord-tenant law, and throughout the litigation process. Her representation includes prosecuting and defending cases on behalf of property owners and management companies, providing risk management advice, resolving housing disputes, Fair Housing compliance and reasonable accommodation/ modification request review, defending Fair Housing discrimination complaints, and general civil litigation. In her practice, Christina has extensive experience with representing clients in litigation, mediations, and administrative agency proceedings.
Prior to joining Gallagher, Christina served as a judicial law clerk to the Honorable Lawrence P. Fletcher-Hill, Baltimore City Circuit Court Maryland (2020-2021).
Christina earned her law degree from the University of Baltimore School of Law, graduating magna cum laude in 2020. During law school, Christina served as Executive Editor of the University of Baltimore Law Review, and Vice President of the Women's Bar Association. Upon graduation, she was awarded a Dean's Citation, which is presented to select students for their exceptional achievements and service to the school. Christina was also one of two students to receive the Clinical Excellence Award for her excellence in advocacy and professional judgment in the Human Trafficking Prevention Project Clinic.
Passionate about her Greek heritage, Christina is an active participant of the Baltimore Greek community and is also fluent in Greek.

Collin helps clients navigate challenges relating to land use, religious freedom, and education as well as working on behalf of clients engaged in litigation. Prior to joining the firm, he served as judicial law clerk to the Honorable Dan Friedman of the Court of Special Appeals of Maryland.
Collin graduated cum laude in 2018 from the University of Maryland Francis King Carey School of Law. While in law school, he was a member of the Moot Court Board and an editor of Maryland Law Review. Collin graduated magna cum laude and Phi Beta Kappa from the University of Maryland, Baltimore County (UMBC) with a BA in Political Science and Media & Communication Studies. While at UMBC, Collin served a term as Student Regent for the University System of Maryland Board of Regents.
Collin was named to Best Lawyers® Ones to Watch 2022 and 2023 and recently joined The Leadership's 40th Flagship Program class. Dave Raderman concentrates his practice in the areas of tax and business transactions, particularly tax sensitive real estate investments. His clients include both investors and developers of projects using federal and state affordable housing, new markets, renewable energy, and historic tax credits. Dave's practice also involves tax planning and the structuring of real estate and general business transactions. He lectures on topics such as affordable housing tax credits, historic credits, and the Maryland limited liability company act.
Dave has been recognized by Best Lawyers in America since 2013 as a leading lawyer in tax law.
In his nearly 20 years of practice as a commercial and bankruptcy litigator, David has argued for clients and earned victories in scores of cases before trial and appellate courts, arbitrators, and administrative agencies. David is a partner to clients, helping them develop strategies in the early stages of a dispute to position the matter for a successful resolution. He is well-versed in navigating complex litigation, taking depositions, cultivating experts for trial, and delivering oral argument. David currently serves as the leader of Gallagher's Litigation Practice Group.
David is committed to removing barriers to justice by providing free legal help to underrepresented Marylanders. He handles pro bono cases through Maryland Volunteer Lawyers Service and serves as the vice president of its Board of Directors.
He has been recognized by Chambers USA since 2019 for his work in Bankruptcy/Restructuring and in Best Lawyers® in America since 2019 as a leading lawyer in bankruptcy and creditor-debtor rights/insolvency and reorganization law as well as commercial litigation.

Dave Kinkopf is a litigator with extensive experience as lead counsel in disputes involving civil litigation, religious and nonprofit organizations, employment law and land use. He represents entities and individuals in complex discrimination, constitutional, and commercial litigation in federal and state courts. A number of Dave's employment and land use lawsuits resulted in published opinions.
In addition to litigation, Dave advises entities on sensitive risk management as well as strategic and governmental relations issues. He is frequently invited to speak about the unique legal issues that face religious and nonprofit organizations.
A permanent member of the Fourth Circuit Judicial Conference, Dave was appointed by the Chief Judge of the Fourth Circuit to serve as the Maryland representative on the Fourth Circuit Advisory Committee on Rules and Procedures.

Elizabeth is a member of Gallagher's Litigation practice, assisting clients in commercial and employment litigation. With strong writing and legal research skills, she helps clients navigate a broad array of disputes and other matters.
Elizabeth graduated magna cum laude in 2020 from Seton Hall University School of Law. During law school, she served as a Comments Editor for the Seton Hall Law Review and as student counsel for the Seton Hall Law Center for Social Justice, Family Law Clinic.
In 2019, she served as a judicial intern to the Honorable Mary Gibbons Whipple of the Superior Court of New Jersey, Appellate Division, and in 2020, she clerked for the Honorable Lee A. Solomon, Associate Justice on the Supreme Court of New Jersey.
Ella graduated from Columbia University School of Law where she earned her J.D. in 2011 and was a Harlan Fiske Stone Scholar. Also in 2011, she received her LL.M. in International Criminal Law, cum laude, from the University of Amsterdam Law School. Ella earned her undergraduate degree from Columbia University in 2007. Prior to joining Gallagher, Ella practiced civil litigation and intellectual property law in New York City.
Ella engages in pro bono work for the firm by representing immigrant women and children fleeing violence in collaboration with Tahirih Justice Center. She is also active on the board of directors of the Maryland Volunteer Lawyers for the Arts and the board of directors for Itineris, which supports adults with Autism Spectrum Disorder. Ella was also selected for the Best Lawyers® Ones to Watch honor in 2020 and 2021.
Emily is a member of Gallagher's Real Estate and Business Transactions Group. Her practice focuses primarily on the representation of developers and owners in all facets of senior housing/assisted living, affordable housing, residential, and commercial projects, including acquisitions, development, leasing, and financing. Emily also has experience in commercial lending.
She earned her undergraduate degree from Cornell University, where she majored in Government, and she graduated from Cornell Law School, where she concentrated in Business Law and Regulation.

Emily Levy is a member of Gallagher's Litigation Group. She represents the firm's clients in a wide variety of matters, ranging from commercial litigation to the defense of medical malpractice claims.
Emily obtained her law degree from the University of Maryland Francis King Carey School of Law, Order of the Coif, in 2018. She earned her undergraduate degree from the University of Maryland College Park.
After graduating from law school, Emily served as judicial law clerk to the Honorable Dan Friedman of the Court of Special Appeals of Maryland and to the Honorable Paul W. Grimm of the U.S. District Court for the District of Maryland.

Engin is an experienced tax credit attorney who represents investors, syndicators, and developers of real estate projects utilizing state and federal low-income housing tax credits. His wide range of tax experience and understanding of corporate, regulatory, compliance and corporate governance matters enable him to successfully address client needs.
Engin joins Gallagher after several years of practice in a global law firm.
During law school, Engin served as a judicial extern to the Honorable S. Arthur Spiegel, U.S. District Court for the Southern District of Ohio (2013) and was a senior staff member for The Tax Lawyer journal.
Hillary has regularly appeared in state and federal courts in Maryland and Florida. In addition, she has represented clients in a variety of administrative bodies and alternative dispute resolution forums.
Hillary graduated from the University of Florida Levin College of Law where she earned her J.D. with honor. While attending law school, Hillary was recognized as the Best Advocate in the UF Trial Team's 2006 Intramural Competition. She is also a 2011 graduate of the National Trial Advocacy College. From 2017-2018, Hillary represented Florida's State University System's health care education programs in general and professional liability claims.
During law school, Jake served as an Associate Editor of the Penn State Law Review.
As a member of the firm's health law group, James Buck advises health systems, hospitals, nursing homes, and other health care providers on a range of business and regulatory issues, including corporate governance and structure, physician recruitment and employment, the federal anti-kickback law, federal and state physician self-referral laws, the false claims act, licensing, and certification.
James also works closely with health care clients on all aspects of corporate compliance including compliance program assessments, the development of compliance policies, training and education, internal investigations, voluntary disclosures to federal and state agencies, and refunding of overpayments to governmental payors. In addition, James represents hospitals and other health care providers in certificate of need proceedings and before state licensing boards.
Prior to joining Gallagher, James was a senior litigation associate in an international law firm, where his practice focused on advising health care clients on regulatory and compliance matters and false claims act defense.
Before entering private practice, James served for two years as a judicial law clerk to the Honorable James A. Kenney III of the Court of Special Appeals of Maryland.

James is an experienced litigator who specializes in civil disputes and risk management for Gallagher's real estate, healthcare, and non-profit clients. He has extensive trial experience and has obtained favorable verdicts in bench and jury trials in state and federal courts in Maryland, the District of Columbia, and Virginia. James' practice areas include the following:
Real Estate and Property Management. James advises the firm's real estate and property management clients on business strategy, litigation, and dispute resolution. He works daily on a variety of issues, including fair housing, residential and commercial leases, claims management, insurance coverage, regulatory compliance, and crisis response.
James has specialized expertise in advising and representing clients in the multifamily housing industry, assisting them in achieving their business and legal goals. James regularly represents multifamily clients in and out of court, including defending clients in class-action and governmental investigations as follows:
Representation in class-action case alleging violation of COVID-19 rent increase violations;
Representation in class-action and governmental investigations into alleged price-fixing in multifamily housing industry;
Defense of class-action claims filed against an affordable property manager, alleging illegal charges and consumer protection violations;
Defense of allegations of source-of-income discrimination related to credit and criminal screening of applicants;
Defense of apartment building owners in class-action consumer protection and negligence claims alleging construction defects and mold exposure;
Response to governmental investigations alleging illegal fees.
Health Care Litigation and Risk Management. James defends health care providers in litigation and advises them on a wide array of risk management issues. James represents hospitals, physicians, practice groups, and long-term care facilities in state and federal litigation.
James maintains an active civil rights pro bono practice, representing incarcerated and indigent clients in state and federal litigation. He also serves as an Adjunct Professor of Law at Maryland Carey Law, teaching a seminar on Pretrial Civil Litigation.
James majored in mathematics at Duke University before attending the University of Maryland School of Law. After law school, James served as a law clerk for the Honorable Sally D. Adkins at the Maryland Court of Appeals. He was named to The Daily Record's "Leaders in Law" list in 2023.
An energetic and passionate advocate, Jared maintains a diverse civil litigation and tax controversy practice. He supports the firm's business, real estate, healthcare, and non-profit clients with contract and tort disputes, creditors' rights and bankruptcy matters, and tax and tax assessment issues and appeals. A lifelong learner, Jared builds trust with clients by striving to learn every facet of the operations of their business and exploring new areas of the law to support those clients. He works relentlessly to gain a command of relevant factual and legal issues to obtain strong results.
In addition to helping clients resolve some of their most challenging disputes, Jared devotes significant time to pro bono work. Recently, he won a post-conviction case, which led to the release of a client serving life imprisonment.
Prior to joining the firm, Jared completed the University of Maryland Francis King Carey's Law School evening program in three years, while also working full-time as an acquisition professional in the defense industry. After law school, Jared completed two judicial clerkships, serving first as a law clerk to the Honorable Sally D. Adkins of the Maryland Court of Appeals and then as a law clerk to the Honorable George L. Russell, III of the U.S. District Court for the District of Maryland.
Jared is a proud husband and father of two children, who are the apple of his eye. He is an avid DIYer and particularly enjoys landscaping and carpentry.
