Angela Roth is HigherEchelon's Manager of Human Resources. She joined HE with over 9 years of experience in recruiting and human resources, specializing in the government contracting arena. She has been responsible for staffing several large government contract efforts from the ground up. Her primary focus is to promote the personal well-being and professional development of our employees. She supports HigherEchelon employees by consulting on career development, benefits, and compensation matters. In addition, she works closely with HigherEchelon's owners and management team to ensure employee and corporate compliance by developing and maintaining employee training processes, updating policies and procedures, and overseeing our recruiting and hiring systems.

Dawn Halfaker

Dawn is a special advisor to HigherEchelon through our Mentor-Protege Joint Venture, H2 Technologies Dawn Halfaker is the founder and Chief Executive Officer of Halfaker and Associates, an award winning professional services and technology solutions firm founded in 2006. Headquartered in Arlington, Virginia, Halfaker and Associates operates worldwide providing leading-edge, innovative solutions in information technology for government organizations on issues of national and global significance. Under Dawn's leadership, the Company has achieved extraordinary success and growth which is fueled by the Company's vision of "Continuing to Serve." Prior to starting Halfaker and Associates, Dawn consulted on several projects with the Defense Advanced Research Projects Agency (DARPA), Defense Sciences Office and was focused on medical research and technology to enhance warfighter capabilities and save lives on the battlefield. Dawn also interned as a military liaison to the House Armed Services Committee where she advised the committee Chair on key Department of Defense legislation and issues. Dawn also served as a Military Police Officer in the United States Army. Throughout her military career, Dawn earned respect as a dynamic leader of men and women in combat, peacekeeping, and in training in the United States, South Korea, Kuwait, and Iraq. While in the military, Dawn held several leadership positions and deployed to Iraq with the 3rd Infantry Division where she commanded a military police platoon in support of Operation Iraqi Freedom. She was subsequently wounded during a combat patrol near Baghdad in 2004, earning a Purple Heart and Bronze Star for her service. Dawn remains active supporting numerous civic, cultural and business organizations and is a staunch advocate for Veterans and Wounded Warriors. Specifically, Dawn is the Vice President for the Vail Veterans Program Board of Directors and is a member of the USO Board of Governors, the Quality of Life Plus Foundation, and the Secretary of Veteran's Affairs Advisory Committee for Education. Dawn also participates as a member of the Advisory Board for ThanksUSA and the Department of Defense Reserve Forces Policy Board. Previously, Dawn served as the Chairwoman of the Board for the Wounded Warrior Project where she focused on raising awareness and enlisting the public's aid for the needs of severely injured servicemen and women in addition to helping severely injured service members recover and readjust. Dawn also served on the Secretary of Veterans Affairs Committee for OIF/OEF soldiers and families which focused on improving VA policies and care for veterans who were severely injured in combat. Dawn holds a Bachelor of Science degree from the United States Military Academy at West Point and a Master of Arts in Security Studies from Georgetown University in Washington, DC. In 2017 Dawn was recognized as the Greater Washington GovCon Executive of the Year. Derrick Smits

Derrick leads our rapidly growing Enterprise Technology and Cyber Solutions divisions. Derrick Smits is the Senior Vice President of Enterprise Technology and Cyber Solutions for HigherEchelon. He supported the Army Cyber School with HigherEchelon as a Unified Land Operations Instructor and Site Lead from 2016-2019. Derrick currently maintains oversight over HigherEchelon's Cyber and Enterprise Technology projects, client delivery, and segment business development efforts. Derrick has a proven and diverse background with over 20 years of applied leadership at the tactical, operational, and strategic levels while serving as an Infantry and Military Intelligence officer in the U.S. Army. Derrick is a 1995 graduate of the University of North Georgia, where he earned a Bachelor of Science degree in Mathematics. Derrick has achieved Project Management Professional (PMP) Certification and earned a Master of Business Administration (MBA) degree from American Military University.

Dr. Angie Winter

Angie is a leadership expert serving HigherEchelon clients across the public and private sector as a program manager, executive coach, and professional development trainer focused on changing lives through transformative high performance skills. Dr. Angie Winter is the Director of Leadership Development at HigherEchelon, Inc., where she manages programs, develops and delivers training as a subject matter expert, and leads team members in the Human Capital Services division. She also provides executive and high-performance coaching for government and private sector individuals and organizations. Dr. Winter is a certified mental performance consultant through the Association for Applied Sport Psychology (AASP), an Associate Certified Coach (ACC) through the International Coaching Federation (ICF), and a Prosci certified Change Management practitioner. Dr. Winter has worked on multiple government contracts providing leadership development and cognitive enhancement training, as well as in multiple university athletic departments. She earned her master's degree in Sport and Exercise Psychology from California State University at Fullerton, and a Ph.D. in Sport and Exercise Psychology from Michigan State University.

Dr. Donnie Horner

Dr. Horner provides expertise in leader development, change management, and organizational performance Dr. Donnie Horner is a uniquely seasoned leader, consultant, advisor, and administrator with multifaceted experiences in academe, the private sector, and the military. His academic experiences range from Instructor to Department Head to endowed chair to tenured Professor to Provost. He graduated from the United States Military Academy at West Point with a Bachelor of Science degree in General Engineering, where he was an Army football QB. He has taught at Christopher Newport University, Stanford, West Point, Penn State, the University of Maryland, the United States Naval Academy, the Naval Postgraduate School, and Jacksonville University (JU). As a career Army officer, Horner commanded a battalion during conflict in Bosnia, a CONUS battalion, and a company during conflict in Panama. Having extensive experience with Fortune 500 companies, Horner consults in the areas of organizational culture, organizational change, leadership, high performing teams, artificial intelligence, and machine learning. He has published extensively about these topics, and regularly appears as a media analyst. Donnie has worked at the most senior levels in American government and the military, including the Office of the President, the Secretary of Defense, and the Army Chief of Staff. Eric is a Certified Mental Performance Coach who provides executive coaching and delivers engaging keynotes/workshops on high performance, leadership development, and building exceptional teams Dr. Eric Bean is a high performance and leadership consultant. Through both one-on-one and group trainings, Eric has worked with Army Special Forces, Navy SEALs, surgeons, business professionals, and athletes on the psychology of high performance, leadership development, culture, and team dynamics. While working with the Army, Eric led a small team to create and implement the first mental training curriculum for surgeons and emergency physicians at Madigan Army Medical Center. As the Director of High Performance for HigherEchelon, Inc., Dr. Bean partners with organizations in both private and public sectors to design, develop, and implement customized solutions for enhancing leadership, aligning strategy and culture, and generating powerful team performance. Dr. Bean has taught a master's level Leadership Theory and Application course at Boston College while also consulting with Fortune 100 companies, government agencies, and athletes of all levels. Eric received a Bachelor of Arts in Psychology from the University of Southern California, a Master of Science in Sports Psychology from Cal State Fullerton, and a Ph.D. from Michigan State University in Sports and Exercise Psychology. Dr. Bean has gained insights from both elite performers and junior athletes on what it takes to be their best and is a published, peer-reviewed author. Joe is the President and Founder of HigherEchelon and creator of the Resilient and Adaptable Leader methodology Dr. Ross (Retired, US Army) is the President of HigherEchelon, Inc., an Organizational Performance consulting firm with offerings in leadership, technology, and engineering to both public and private sector clients. Joe's background includes diverse leadership assignments, years of performance study, and the development of organizational effectiveness programs, culminating in HigherEchelon's flagship program, The Resilient and Adaptable Leader ©. Joe served as the Director of the Military Enhancement Program at the United States Military Academy (USMA) from 2003 - 2008. During his tenure, Joe consulted with Pentagon leadership to operationalize the Warrior Ethos by changing the culture of the Army to be more agile and adaptive. Dr. Ross helped write the Soldier's Creed to establish a warrior mindset. He advised the Army on developing a standardized framework for training all military personnel about the intangible, emotional and mental skills of performance. Neil Kugler

Neil is a servant leader and military Veteran leveraging over 20 years as a senior leader in dynamic environments. Neil Kugler is the Director of Operational Excellence and is responsible for overseeing the day-to-day operational processes for HigherEchelon, ensuring that everything runs smoothly and efficiently. He also serves as a Human Capital Services General Management Consultant where he applies research, problem solving, and other analytical skills to help improve structure, operations, management systems, and organizational performance of HE clients. Prior to joining HigherEchelon, Neil served as the Chief of Staff at Telnyx, a next gen global communications platform. Before joining Telnyx, Neil operated for 26 years in the United States Army as a helicopter pilot and Aviation Officer. In this capacity he excelled in a variety of operational and staff roles at the tactical, operational, and national strategic level. Neil served multiple deployments to Iraq and Afghanistan, two tours to the Pentagon on the US Army and Office of the Secretary of Defense staffs, and was a plankholder on the team that activated and built out United States Space Command in 2019. Neil is a 1995 graduate of West Point with a Bachelor of Science degree in Environmental Science. He also holds an MA from the Naval War College and an MS from the National Defense University. Neil and his wife Bridgette reside in Colorado Springs, CO with their four children.

Paul leads the Engineering Solutions sector ensuring competent personnel and effective performance on numerous government programs Paul Andrzejewski is the Senior Vice President for HigherEchelon's Engineering Solutions. Based out of the home office in Huntsville, Alabama, he works among several Fortune 500 companies which offer a broad base in manufacturing, retail, and service industries, as well as, the technology, space, and defense industries which have a major presence within the U.S. Army's Redstone Arsenal, NASA's Marshall Space Flight Center, and Cummings Research Park- the second largest research park in the United States. With a focus on information technology, cyber training, and engineering solutions, Paul maintains oversight on programs, client delivery, and business development efforts in the Southern United States for government and corporate clients who are seeking to optimize organizational performance. Prior to joining HigherEchelon, Paul has amassed over 22 years of cumulative leadership experience in various management and executive positions for the U.S. Army, American Axle and Manufacturing, and Heat Transfer Products Group. While serving in those positions, he has cultivated management and leadership skills across a broad range of disciplines, including operations, strategic planning, labor relations, business development, lean manufacturing, engineering, and mergers and acquisitions. During his tenure as the Vice President of Operations for the Heat Transfer Products Group, Paul was responsible for all aspects of the operations and oversaw the consolidation of the Yuma factory into the Scottsboro facility, saving over 350 jobs for Northeast Alabama. Paul holds a B.S. from the United States Military Academy and an Executive M.B.A. from the University of Alabama.

Rachel Bryars

Rachel Bryars is HigherEchelon's Vice President and Head of Communications & Marketing, generating and executing the marketing and strategic communications strategy in support of corporate objectives. Rachel also serves as a consultant and executive coach, serving a range of clients from NASA to private-equity owned fast-growth companies, and beyond. Rachel is the former managing partner of Bryars Communications, LLC, a small creative services and training firm serving a range of corporate, non-profit, and media clients. In that capacity, she served as Editor for Yellowhammer Multimedia, a large digital news platform, where she oversaw a team of award-winning journalists and content producers and contributed her own high engagement reported articles and videos. She also previously served as senior fellow for a well-respected public policy research institute, speaking and writing in state and national media, earning coverage in outlets such as Vox Media and NPR's All Things Considered, and appearing frequently as a guest on state top talk radio programs. She served as a commentary journalist for Alabama Media Group, appearing weekly on the state's largest news platform and in 142,000 print editions of the Birmingham News, Huntsville Times, and Mobile Press-Register. In 2012, Reneé began working with the HE team through their accounting and government contract consulting firm she was affiliated with since 1995. Focused on HigherEchelon's requirement to maintain DCAA compliance throughout its accounting and financial practices, she developed our first accounting system which was soon after approved by DCAA.

Rick Roper

Rick brings extensive experience to his role overseeing business development and proposals in HigherEchelon's six business divisions Rick Roper is the Executive Vice President of Business Solutions for HigherEchelon (HE). In this capacity, he oversees the business development and proposal efforts across HE's six business segments including: Human Capital Services, Salesforce, Gaming and Simulations, Cyber Training, Engineering Services, and Enterprise Technology. As a seasoned member of the HigherEchelon team, Rick previously stood up HE's first business segment-Human Capital Services (HCS), where he was responsible for sales, operations, and marketing to government and commercial clients across the country. Under his supervision, the segment secured several of HE's first multi-million dollar government prime contracts, nearly doubled the segment's year over year growth in the government sector, and revitalized the HCS commercial practice resulting in the largest commercial growth in the company's history. Operationally, the HCS segment expanded its complement of services and capabilities in support of a broad portfolio of government and commercial clients nation-wide. While doing so, his team consistently averaged exceptional customer ratings, managed innovative, award winning programs, and demonstrated value and effectiveness as a trusted partner in organizational excellence. Additionally, Rick was instrumental in designing the company's approach to organizational performance, which ultimately provided a cohesive identity integrating HigherEchelon's six business segments. In addition to his time with HigherEchelon, Rick has a diverse background with more than 20 years of applied leadership and operational experience as an officer in the U.S. Army. As a former college athlete, he was an early student in West Point's Center for Enhanced Performance, which oriented on mental skills and high performance training, which currently forms the foundation of HigherEchelon's Human Capital Services segment. He taught undergraduate studies at West Point-one of the nation's most renowned leadership institutions. Subsequently, while serving as Director of Operations and later as Chief of Staff, he established leader development programs and oversaw the strategic planning, training management, process improvement, and program/project management for organizations consisting of several hundred to several thousand people. Rick has also served in advisory positions helping leaders overcome systemic organizational problems related to human resources, supply chain management, and operations. Later, he was an assistant professor at the U.S. Army's Command and General Staff College, which is a graduate-level institution focused on leader development and education. There, he developed curriculum and learning solutions focused on design, critical thinking, training management, and problem solving for students who have gone on to serve in executive positions world-wide. Rick is a 1995 graduate of West Point and earned a master's degree from Central Michigan University.

Sarah leads the finance team alongside the Senior VP and is focused on providing current, relevant, and reliable information to support strategic decision making and maintain compliance. Sarah Milz is Vice President of Finance and Administration at HigherEchelon, Inc. and brings over 20 years of financial management experience to the team. Sarah provides accounting and financial support to all areas of the business. Since joining HigherEchelon in 2019, Sarah has worked with senior management to improve a budget and planning design focused on providing financial information and analysis needed for business growth decisions. She and her team have created value-added tools that allow for expanded financial control over company projects. Sarah also works directly with business development and the proposal team to develop pricing strategies for contract opportunities. Sarah believes that providing executive leadership with comprehensive financial information is a key component that drives every business decision. Working in such a trusted profession and being able to help achieve the organization's vision by participating in the decision-making process creates a sense of pride for the service she is providing. Sarah began her career in 2001 working in public accounting, providing clients financial reporting, consulting, audit, tax, and payroll support. She was inspired by leadership's focus on honesty and integrity at every level of the firm. This motivated Sarah to co-found a CPA practice in 2009, making that same level of service available in her hometown. Her practice focused on financial reporting and compliance, tax law, business policies and procedures, budgeting, and internal controls. Working as a CPA managing multiple offices with over 1,000 clients, Sarah developed a clear understanding of GAAP and IRS regulations while continuing to develop her ability to lead and manage a business and a team. In 2015, Sarah had the opportunity to sell her practice and continue developing her career in the government contract industry. She took a position where she was responsible for the management and coordination of a multimillion-dollar employee stock ownership plan transaction. She also provided leadership in project control, contract management, process change, and pricing strategy. Sarah acquired a good understanding of the FAR giving her the knowledge to maintain compliance with DCAA and DCMA regulations. In this position she worked directly with the Integrated Business Development Team who evaluated every opportunity from capture to contract award allowing her to gain a good understanding of the government market and the proposal process. Sarah has her designation as a certified public accountant in Alabama and Tennessee. She is also a member of the American Institute of Certified Public Accountants, Alabama and Tennessee Society of Certified Public Accountants and the National Contract Management Association.

Sherry Green

Steven Spaulding

Spaulding graduated from West Point with a B.S. in Systems Engineering and Human Factors Engineering (within the Department of Behavioral Sciences and Leadership) where he was an Army Football Linebacker. He received a Masters of Arts (M.A.) in Clinical Mental Health Counseling from the Antioch New England Graduate School, Antioch University. He founded the Dartmouth Peak Performance Leadership program which led to a fully endowed position, the leading summer training program for leadership known as DRIVE, and direct contributions to 7 Ivy League Titles in 6 years. Toni is responsible for providing guidance on a variety of contractual issues, as well as any business risks, to meet and exceed corporate and regulatory requirements Toni Johnson is Vice President of Contracts and brings with her more than 39 years of experience in the Government Contracts arena to include purchasing, subcontracts, and contracts with more than 16 years in leadership roles. Toni's teams have always surpassed expectations in her years as a leader. Her experience also includes development of Policies and Procedures, liaison lead for DCMA/DCAA/DSS/ISO & AS9100 Quality Audits, and experience with Other Transaction Agreements (OTA) and Joint Ventures. She enjoys mentoring young professionals and sharing her knowledge gained from her years of experience in the industry. As an expert, she is responsible for "cradle to the grave" contract administration, negotiation of terms and conditions, and proposal support while ensuring contract compliance. Toni holds a NCMA designation of Certified Professional Contract Manager (CPCM). She received the HATS/NCMA Professional of the Year award as well as various other accolades and honors. In addition, Toni occasionally speaks as a subject matter expert at educational seminars and workshops. She is also a contributing member of NCMA, WID, and NDIA. Toni happily joined the HigherEchelon team in December of 2022.
