George Pombar - Chief Compliance Officer, EVP

George Pombar has 30 years of experience as a Compliance professional. He joined FCSB in July 2018.
Mr. Pombar spent over 25 years at Citigroup acting in many roles throughout his career in Operations, Compliance & Controls, New Product Development and Private Banking. He spent seven years in Spain and Italy as a member of Citigroup's executive Committee directing new Bank acquisitions and as a Director of Operations and Compliance. When returning to the states George became the Deputy Chief Compliance Officer for Citigroup's Private Banking, later acting on the same role at Israel Discount Bank and M.Y Safra Bank.
During the past seven years George was the Chief Compliance Officer at Abacus Federal Savings Bank where he successfully addressed a Cease & Desist Order. During his past three years at Abacus he became their Chief Operating Officer responsible for several areas of their operations.

Joseph Pistilli founded Pistilli Realty Group in 1975 where he currently serves as the Chief Executive Officer and is actively involved in the development, ownership, and management of professional, commercial, and residential real estate property in the New York metropolitan area. Mr. Pistilli is also a co-founder of Pistilli Construction and Development, a company that proudly developed several award-winning structures. Among some of its highlights, it has constructed the office building which serves as headquarters for Pistilli and was awarded First Prize for Excellence by the Queens County Chamber of Commerce in December 1998.
Prior to starting FCSB, Mr. Pistilli served as a member of the Board of Directors of Marathon National Bank of New York from 1989 to 1997, a member of the Bank's Executive Committee from 1993 to 1997, Chairman of the Executive Committee from 1996-1997, and a member of the Board of Marathon Banking Corporation, Marathon National Bank of New York's parent holding company from 1997 to 1998. Outside of his work with FCSB and Pistilli Realty Group, Mr. Pistilli is a member of the Special Counsel to the President of SHAREing and CAREing Organization and serving as its Master of Ceremonies at its annual fundraiser. He also served as a member of the Queens Chamber of Commerce, the Queens Builders and Contractor's Association, a member of the President's Circle of New York Hospital of Queens, and has been honored by the Kiwanis Club in Queens County for his community involvement.

Kenneth Sapanski currently serves as the Senior Executive Vice President, Chief Credit Officer & Director of Mortgage Banking since 2019. Prior to his current position, he was an Executive Vice President and Chief Credit Officer of Hanover Community Bank since 2012. Sapanski possesses over 40 years of banking experience and 20 years as a senior bank executive.
In his role at FCSB, Sapanski is responsible for ensuring cross-organizational lending alignment and facilitating the implementation of strategic initiatives, as well as monitoring oversight of key lending organizational priorities. Sapanski is directly responsible for multiple divisions within the bank including credit risk management/loan administration, loan underwriting, loan servicing, and mortgage banking operations. Under his leadership, his operating units have delivered solid results, underpinned by careful, thoughtful loan growth, product variation, pristine asset quality, and industry-leading credit risk management practices for small to mid-sized financial institutions.
Sapanski has overseen the development of residential and mortgage banking operations at various banks with over $1.8 billion in originations over the past eight years while establishing capital market opportunities for mortgage loan sales recognizing significant gains in non-interest income.

In 2019, First Central Savings Bank appointed Paul Hagan as Chief Operating Officer and President of the Bank. Hagan was also appointed to the Board of Directors.
In this role, Hagan is responsible for the day-to-day operations of business and consumer banking and the direction of FCSB staff in achieving organizational goals, developing a strategic plan, helping attract and retain members by enhancing and augmenting delivery of services, help ensure regulatory, board and policy compliance, preparing budgetary goals, reports and analysis that inform and assist the Board of Directors and the bank's Mission.
A 30-year banking and finance veteran, Hagan most recently served as Chief Financial Officer of Long Island-based Hanover Bancorp. Inc. Hagan has experience in restructuring companies to streamline processes and improve efficiency and profitability with a proven track record for growing financial institutions.

Ray Ciccone has over 13 years of Accounting and Finance experience and joined FCSB in July 2020 as the Chief Financial Officer. Mr. Ciccone's role encompasses management of general accounting, balance sheet management, treasury, financial planning and analysis, and regulatory reporting. Prior to joining the Bank, Mr. Ciccone served for three years as Treasurer at Northeast Community Bank. Previously, Mr. Ciccone spent several years working at the firm BDO where he specialized in audits of private and publicly traded financial institutions. When not at work, Mr. Ciccone enjoys spending his time with his wife, two children, family, and friends. Mr. Ciccone is a graduate of Montclair State University.
