Mr. Smith III has been in the engineering field for over 17 years now since starting as a hand drafter while in high school. After High School, Mr. Smith attended Morgan State University where he studied Civil Engineering. While attending Morgan State University he also began working at WBCM, a very well-known and reputable Consulting firm located in Towson, Maryland. After attending Morgan State University, Mr. Smith continued working as a Project Engineer in Baltimore, Maryland, and was named Young Engineer of the Year in 2002. In mid-2002, Mr. Smith moved to Texas where he worked as a Project Manager, overseeing the planning, design and construction of several commercial and private industry site development projects. In 2010 Mr. Smith was awarded the Superior Civilian Service Award for his duties and service as Resident Engineer for 22 months in Bagram, Afghanistan, where he managed over 110 million in on-base and off-base construction projects. Since returning from Afghanistan, Mr. Smith has been consulting on a variety of Government and Private industry site development and construction projects both within the continental United States, and abroad.

Mr. Parker is Co-founder of P&E Engineering and Consulting, LLC. He has a B.S. in Civil Engineering with a concentration in Structures and over 13 years of experience in structural design. Mr. Theodore Parker is a registered Professional Engineer in the state of Maryland.
