He is very successful in providing network and systems management services for a wide variety of business industries. He architects, procures, implements, and administers turnkey solutions for local and wide area networks and cost effectively link multiple business sites together. Designed and deployed a nationwide Wide Area Network (WAN) infrastructure to support consolidation of six distinct corporate enterprise networks. Steven R (Fish) Fisher, R7 Systems Managing Director [Active TS Clearance] has more than 55 years of experience in Executive management including 30 years in Air Force IT/Acquisition and Logistics [GS-15 (Ret)] followed by 25 years as a leader in related IT industry and business activities. Leads Strategic Planning, Capture and Proposal Support, Coordinates with BD & Tech for technical resources and SMEs, Teaming Discussions, Teaming Agreements, Capture Plan Development. Provides proposal-specific leadership and management, Provide proposal team members with the tools/resources needed to perform their assigned tasks, Manage the proposal process, Monitor and manage all proposal-specific production activity. Recently served as the Transition Manager developing plans assumption of responsibility strategy and processes for Sandia National Labs infrastructure management, Acquisition and Transition Program Manager and Senior Project Manager for the 330-person Healthcare Quality Information Systems (HCQIS) Infrastructure and Data Center Support (HIDS) multi-million-dollar contract to provide: IT operations, applications, facilities and helpdesk support for all HCQIS IT Systems. Government service included: Joint Logistics Systems Center, Executive Assistant to the Commander; activated a new DOD-level organization charged with modernizing the Defense Department's acquisition, development and deployment of logistics business processes and information systems. Coordinated with all Military Departments. He was accountable for DOD logistics systems policy; long range program and configuration management planning development, as well as overall training, change management, and public affairs. Served as assistant deputy for 424 Air Force IT Systems. Provided acquisition and technical leadership as well as Program Control of all AFMC Depot-Level Major Logistics IT Programs totaling over $1.2 Billion dollars. Mr. Fisher has a detailed knowledge of the DOD Supply Chain and Logistics Processes, program management, operations, concepts and disciplines. His career experience involves all aspects of cost, schedule, and performance. Mr. Fisher's career includes being a ruling Elder of his church and service in the United States Navy where he participated in direct combat support as a lead Gun Fire Control Computer Technician, war gaming and exercises. Additionally, as a combat veteran in Viet Nam - he applied lessons learned to real-time combat conditions.
