The Centre for Environment and Development for the Arab Region and Europe (Cedare) was established in 1992 as an international not-for-profit organization, with diplomatic status. This was in response to a call for a knowledge-based and technology-driven Centre of Excellence by the Arab Ministers of Environment (Damascus Convention, 1991), and with the support of the United Nations Development Programme, and the Arab Fund for Economic and Social Development... Resilience is the ability of a system to absorb shocks and to recover to its original functionality status or even recover to a better status. Community resilience encompasses the full fabric of the community and its ability to resist and/or rapidly recover from extreme events. It comes from not just being reactive but building, around the reaction, some of the actions needed, such as making sure we have diversity in economy, in resources, in livelihood.
