Brandon L. Bowen

Brandon L. Bowen is a 2001 graduate of the University of Georgia School of Law, and a 1998 graduate of the University of Georgia. Mr. Bowen was admitted to the Bar in Georgia in 2001, and performed a one-year judicial clerkship with the Superior Courts of Bartow and Gordon County, Georgia. In August of 2002, Mr. Bowen became an associate with Jenkins & Olson, P.C., and a partner in that firm on January 1st, 2007. The firm was renamed Jenkins, Olson & Bowen, P.C. in January of 2009 and Jenkins & Bowen, P.C. in January, 2012. Jenkins & Bowen, P.C. is a civil trial firm focused on the areas of zoning, condemnation, and local government law and in serious personal injury and trucking cases. In addition to frequently appearing in the Superior Courts of Georgia, Mr. Bowen is a member of and has appeared in the Georgia Supreme Court and Court of Appeals and has also represented clients in zoning and condemnation cases in the United States District Courts for the Northern and Middle Districts of Georgia and the Eleventh Circuit Court of Appeals. Since April of 2005, Mr. Bowen has had the privilege of serving as the City Attorney of Mountain Park, Georgia. He is currently the Solicitor of Bartow County, Georgia. He has assisted a number of local governments throughout Georgia in crafting and adopting effective land use regulations. Mr. Bowen regularly speaks at continuing education seminars for the Georgia Bar and other professional organizations on the topic of local government land use regulation.

Elliot T. L. Noll

Elliot Noll joined Jenkins, Bowen, & Walker P.C. in 2019 after graduating from Mercer's Walter F. George School of Law and passing the Bar. He attended Mercer University on a wrestling scholarship and graduated in 2016 with a foreign language degree in German. Throughout law school he participated in many groups, helping the community in and around Macon. He also completed his Advanced Writing Certificate at Mercer Law. He enjoys fishing, hunting, and coaching wrestling.

Erik J. Pirozzi

Erik J. Pirozzi joined Jenkins & Bowen, P.C. as an associate in 2007 after serving as an Assistant District Attorney for six years with the Cherokee Judicial Circuit. Representing the people of the State of Georgia in Bartow and Gordon counties, Mr. Pirozzi prosecuted criminal matters ranging from misdemeanor traffic offenses to murder cases. His practice is in the area of general litigation, including local government, zoning, land use and tort law. He is a 2001 graduate of Mercer Law School, where he served on the Mercer Law Review, and a 1998 graduate of Mercer University. Mr. Pirozzi is past President of the Bartow County Bar Association and Regional Coordinator for the Georgia High School Mock Trial Competition.

Frank E. Jenkins III

Frank E. Jenkins, III is the senior partner in the law firm of Jenkins & Bowen, P.C. located in Cartersville and Savannah, Georgia. He is a member of the Georgia, Bartow County, and Chatham County Bar Associations. Mr. Jenkins has practiced in local government law for over 25 years. Local government law has become a large part of his practice through representation of property owners, including developers, and through consultation with cities and counties and the development of city and county ordinances. In his practice, he has handled in excess of 100 litigation cases involving zoning and other local government issues, including suits involving water use and damage caused by water. Mr. Jenkins has also handled many cases where local ordinances and regulations are challenged. In addition, he has developed forms for making rezoning applications, appealing to the Board of Zoning Appeals, applying for special exceptions, applying for variances, and others to be employed in land use regulation. Mr. Jenkins is also the co-author of the annually published treatise, Georgia Automobile Insurance Law, Including Tort Law, a book which serves as a comprehensive authority on automobile insurance and tort law in the State of Georgia. It has been referenced in more than 20 Georgia appellant court decisions as an authoritative treatise. Mr. Jenkins has been involved in the preparation and drafting of zoning and development law at both the state and the local level. In addition, Mr. Jenkins has been retained by several of the cities and municipalities to provide a legal analysis of existing land use regulations. His work from time to time with local governments assists him in representing different clients in dealing with local zoning and land use issues. In addition to the numerous lawsuits handled by Mr. Jenkins, he has also handled a number of reported appellate court decisions. Not limited to zoning issues, Mr. Jenkins has handled more than 100 cases before the Georgia Court of Appeals and Georgia Supreme Court. Mr. Jenkins was the primary author of the Steinberg Act, O.C.G.A. 36-67-1, et seq., which provides for zoning proposal review procedures in urbanized cities and counties. He also drafted the amendment to the Zoning Procedures Act, O.C.G.A. 36-66, et seq., adopted in the 1996 legislative session, which provided a procedure for zoning property by municipalities in connection with annexation. He has published articles used in the seminars he presents to attorneys handling zoning and land use issues and to local government officials on decision-making and administration. Mr. Jenkins held the office of Chairman of the Cartersville Downtown Development Authority. His accomplishments include his selection by the DeKalb County Board of Commissioners to serve as a charter member of the DeKalb County Ethics Board, a board he chaired for the first two years of its existence. Mr. Jenkins is a Charter Member of the Authors Court, an organization that recognizes lawyers who have made outstanding contributions to the field of law through their publication of legal books and articles.

Robert L. Walker

As a partner at Jenkins & Bowen, P.C., Mr. Walker has vast experience in the areas of insurance defense and personal injury. He has represented individuals as both plaintiffs and defendants, as well as insurance companies across the state in actions involving serious personal injuries. Mr. Walker has also represented various cities, counties, businesses, neighborhood associations, citizen groups and individuals in state and federal courts in Georgia in the areas of condemnation, zoning, land use, environmental, and local government law. In addition, Mr. Walker has represented numerous individuals and businesses in litigation involving disputes over contracts, loan agreements, wrongful foreclosure and individual property rights. He is a graduate of Mercer University's Walter F. George School of Law, a magna cum laude graduate of the University of Georgia, and an honors graduate of Abraham Baldwin College. Mr. Walker has also lectured on a number of insurance, local government and legal topics for the Georgia Institute of Continuing Legal Education, the University of Georgia's Carl Vinson Institute of Government, the Atlanta Regional Commission and various industry groups and private clients. He is a graduate of the State Bar of Georgia's Leadership Academy and has been named as a "Who's Who in American Law". Mr. Walker has been a member of a number of committees with the State Bar of Georgia Young Lawyers Division, including Legislative Affairs, Real Estate and Litigation.
