Alex Briscoe

Alex Briscoe was appointed director of the Alameda County Health Care Services Agency in 2009 where he led one of the state's largest public health systems, overseeing health and hospital systems, public health, behavioral health, and environmental health departments with an annual budget of $700 million and 6,200 FTE contracted and civil service staff. Before joining the county, he was the director of the Chappell Hayes Health Center at McClymonds High School in West Oakland, a satellite outpatient center of Children's Hospital and Research Center. Mr. Briscoe's work has helped design the nexus of public health and public education. He has designed and administered a number of mental health and physical health programs and services in child serving systems, including home visiting programs, programs for medically fragile children, and clinical and development programs in child welfare, juvenile justice, and early childhood settings. Mr. Briscoe has served on the Alameda County First Five Commission, The Alameda Alliance, and The Kaiser Commission on Medicaid and The Uninsured, as well as a number of other public and private boards and commissions. Mr. Briscoe is a mental health practitioner specializing in adolescent services and youth development. He has advised or collaborated with a number of local and national foundations including The Atlantic Philanthropies, The Robert Wood Johnson Foundation, The Annie E. Casey Foundation, The California Endowment, and most recently with Tipping Point Community. He has specialized in Medicaid policy and administration, emergency medical services, youth voice and crisis counseling, and safety net design and administration.

Ann Giazzoni

Ann Giazzoni is a licensed clinical social worker (LCSW) and Senior Program Manager for Physical and Behavioral Health Integration at UPMC for You, an affiliate of UPMC Health Plan, which is part of the insurance services of the University of Pittsburgh Medical Center (UPMC). Ann manages programs related to complex co-occurring medical, behavioral health and substance use case management programs that make meaningful improvement in the lives of high-risk Medicaid populations. She also manages value-based payment arrangements for patient centered medical homes, community-based case management and opioid centers of excellence that focuses on whole person care. Ann has worked in many clinical settings such as hospitals, outpatient clinics, family therapy centers, substance use treatment centers, schools, and managed care organizations. She has presented locally and nationally on the integration of behavioral health and substance use into physical health treatment settings. Ann obtained her MSW degree in 1997 from the University of Pittsburgh and her MBA degree in 1999 from Point Park University in Pittsburgh.

David Jacobson

David Jacobson leads development and execution of transformational solutions for integrated whole-person care at Arkansas BlueCross BlueShield. He has a track record as a change agent to increase affordability and the health of individuals and communities. David brings expertise and passion for Medicaid, vulnerable individuals and those with complex health conditions. He enjoys collaborating in private/public partnerships to increase the value of healthcare for individuals, providers, community organizations, advocates and government officials. David currently leads Managed Behavioral Health, Total Cost and Quality of Care, and Managed Medicaid business development in Arkansas. He brings over 25 years of healthcare experience with expertise in government programs and nationally across all aspects of health insurance and managed care. His experience includes Medicaid managed care in over ten states, pharmacy benefit management, creating an interoperable client website and consulting. David has led strategic planning, new business start-ups, business development, marketing, product development, operations and financial management. In addition to IMI, he is on the Board of Directors for Managed Health Plans of America (MHPA), presents at industry conferences, participates on thoughtleadership panels and taught healthcare strategic planning at the UCLA Anderson School of Executive Management. David received his Master of Business Administration from the Peter F. Denise Octavia Smith

Denise Octavia Smith, MBA, CHW, PN is the founding Executive Director of the National Association of Community Health Workers. Mrs. Smith is a Visiting Scholar at the Harvard Medical School Center for Primary Care Program in Global Primary Care and Social Change, an Aspen Institute Healthy Communities Fellow, and a Robert Wood Johnson Culture of Health Leader. As a woman of African descent, a Community Health Worker, certified patient navigator and survivor of a rare chronic disease, Denise is co-founder of the Community Based Workforce Alliance and the Vaccine Equity Cooperative and collaborates on national initiatives to advance CHW leadership and roles in COVID-19 response and community recovery, pursue racial equity, and improve clinical and community integration to address the social determinants of health. She envisions a culture of health where individuals have self-determination and dignity, where communities meaningfully contribute to system design and governance and where societies eliminate structural barriers to well-being.

Eric C. Schneider

Eric Schneider, M.D., M.Sc., FACP, is executive vice president at the National Committee for Quality Assurance (NCQA). A member of NCQA's executive management team, Dr. Schneider provides strategic guidance to the organization's research on topics in policy, health services delivery, and public health as well as scientific review of its initiatives, proposals, projects, and publications. Trained in primary care general internal medicine and health services research, Dr. Schneider is among the nation's leading health services researchers. His research has spanned health policy, quality measurement, quality improvement, delivery system innovation, primary care, health information technology, program evaluation, clinical sciences, and the effects of health insurance and access to care for vulnerable populations. Prior to joining the Fund, Dr. Schneider was senior vice president of policy and research at The Commonwealth Fund and principal researcher at the RAND Corporation, held the RAND Distinguished Chair in Health Care Quality, and was the first director of RAND's Boston office, building a highly successful multidisciplinary health services research team. From 1997, he was faculty of Harvard Medical School and Harvard School of Public Health where he taught health policy and quality improvement in health care and practiced primary care internal medicine. Dr. Schneider has held several leadership roles including editor-in-chief of the International Journal for Quality in Health Care, co-chair of the Committee for Performance Measurement of the National Committee for Quality Assurance, member of the editorial board of the National Quality Measures and Guidelines Clearinghouses sponsored by the Agency for Healthcare Research and Quality, as a member of the scientific advisory board of the Institute for Healthcare Improvement, as chair of the Performance Measurement Committee of the American College of Physicians, and as a methodologist on the executive committee of the Physician Consortium for Performance Improvement of the American Medical Association. Dr. Schneider holds a B.S., cum laude, in Biology from Columbia University, an M.Sc. from the University of California, Berkeley, and an M.D. from the University of California, San Francisco. He is an elected fellow of the American College of Physicians.

Gail Graham

Gail Melissa Graham is an HIV/AIDS activist. Since her diagnosis on April 22, 1997, she has dedicated herself to the fight against HIV/AIDS. In May of 2009, she began the HIV/AIDS Ministry-Outreach Services at the Mount Lebanon Baptist church where she continues to serve as Director. In 2010, Ms. Graham went on to become a Commissioner on the Baltimore City Commission on HIV/AIDS Prevention and Treatment and continues to serve in that capacity on the now Baltimore City HIV Planning Group. She received certification as an HIV/AIDS tester and counselor through Jacques Initiatives and since 2012, also serves as the Global Representative of Johns Hopkins University AIDS Clinical Trial Group Network Community Advisory Board. In 2014, she met Dr. Daniel Mullins and his team from the University of Maryland PATIENTS Program. Dr. Mullins became a mentor to her, reminding her of the importance of her voice as a patient as well as an advocate. She consequently began serving as a Stakeholder Advisory Board member on funded projects and has co-presented with Dr. Mullins at numerous federal agencies, patient advocacy, and private sector venues. Ms. Grahamm has now progressed to the PATIENTS Professor Academy which encourages, teaches, and connects people from all walks in life so that they too can make their communities a better place. There she has become a Patient Professor. Ms. Graham is a published author in the British Medical Journal, penning an article entitled "The Impact of a Name," born out of a personal experience in her Dr's office which effected social justice in the HIV/AIDS patient community. She has subsequently become an official Patient Reviewer for the British Medical Journal, submitting her first two reviews on pending research articles. In 2017, Ms. Graham became a board member on the Institute for Medicaid Innovation National Advisory Board. In 2019, she became a board member of the National Advisory Committee (NAC) for the Community Solutions for Health Equity Program. In 2019, Ms. Graham was also inducted into the SisterLove, Inc. 2020 Leading Women's Society. She brings all this and more to the board of Ishshah's Place as its Community Engagement Officer. She looks forward to now helping survivors of intimate partner violence find joy and live an abundant life.

Jennifer E. Moore

With more than 30 years of experience, her work, at the intersection of clinical practice, research, and policy, positions her as a thought leader and a passionate advocate for the Medicaid program and the individuals, families, and communities it serves. This multifaceted emphasis makes her a respected participant in the national dialogue on these and other health care topics. As the founding executive director of the Institute for Medicaid Innovation (IMI) and assistant research professor at the University of Michigan medical school's department of obstetrics and gynecology, Dr. Moore focuses her efforts on strategically bringing together payers, clinicians, researchers, and government to design and evaluate innovative approaches to address maternal health issues such as alternative payment models, inequities and disparities, social determinants of health, community voice and partnership, and a full range of perinatal specific topics. Dr. Moore's current grant-funded research projects include work with the Robert Wood Johnson Foundation to assess Medicaid access and coverage through the first national longitudinal survey of Medicaid managed care organizations in key categories, including value-based purchasing, high risk care coordination, women's health, pharmacy, child and adolescent health, long-term services and supports, behavioral health, social determinants of health, telehealth, and equity and disparities. She is also leading a W.K. Kellogg Foundation funded national midwifery and Medicaid learning collaborative to increase access and coverage to high-value, evidence-based maternal models of care that are underutilized in the Medicaid program. She is also involved in the Advancing Health Equity learning collaborative focused on reducing disparities through payment and delivery system reform among other groundbreaking work led by the Institute for Medicaid Innovation. A sought-after presenter and speaker, Dr. Moore has addressed audiences around the world on such topics as trends in Medicaid, value-based payment and alternative payment models, maternal mortality and morbidity, midwifery-led models of care, and structural racism and inequities in Medicaid. She has authored pieces in such peer-reviewed journals as the Journal of the American Medical Association, the Journal of General Internal Medicine, Obstetrics & Gynecology, Journal of Medicaid Economics, Women's Health Issues, Birth, and the International Journal of Gynecology and Obstetrics. Currently she is a peer reviewer for Birth, Women's Health Issues, International Journal of Health Policy and Management, and the Journal of Medical Economics. Dr. Moore translates research findings combined with her clinical practice expertise into actionable national and state policy solutions. She remains current on maternal health issues and the effects of social determinants of health and disparities by volunteering her time as a registered nurse at a federally qualified health center in Washington, DC. She also helps to educate the next generation of health care providers and health services researchers in her role at the University of Michigan medical school. She has shared her expertise across borders through her global health work, including presentations at the 2018 Pujiang Forum on Pediatrics in Shanghai, China. She served as U.S. Health Services Research Representative to the World Health Organization in Geneva, Switzerland, and has conducted global health research in West Africa. Prior to forming IMI, Dr. Moore spent three years at the Agency for Healthcare Research and Quality (AHRQ), ultimately serving as the senior advisor and senior health scientist in the agency's Office of Women's Health & Gender Research. In that role, Dr. Moore leveraged her experience in the Office of Extramural Research, Education, and Priority Populations to focus research conducted at HHS through the lens of delivery system models and patient-centered outcomes. She gained public policy experience as Director of Government Affairs for the Michigan Nurses Association and as Director of Government Relations for the American College of Nurse-Midwives before joining the National Association of Chain Drug Stores as Director of Policy and Programs. Dr. Moore has served on numerous boards, committees, and task forces, including those for the American Academy of Pediatrics; the Institute for Healthcare Improvement; the National Academies of Science, Engineering, and Medicine; the Patient-Centered Outcomes Research Institute; and the National Quality Forum. Many honors and awards have been conferred on Dr. Moore, including the Carole Weisman and Gary Chase Gender-Based Research of the Year Award, presented in 2017 by AcademyHealth. Judith Chamberlain

Judith Chamberlain, MD, FAAFP, retired as a family physician and from Aetna Medicaid as the Senior Medical Director in 2017. Within her role at Aetna, her major area of focus was on integrated care management programs, which included chronic conditions, perinatal care, and long term care. She also helped to develop clinical programs for Aetna's Medicaid members with particular emphasis on a biopsychosocial approach to each member and to fully-integrated physical and behavioral health for all members. She served as the interim chief medical officer for Aetna Medicaid plans in Florida, Virginia, and New York. Prior to her role at Aetna, she work at MaineCare, Maine's Medicaid program where she supervised Case Managers, and performed concurrent review and prior authorization for the entire MaineCare population. Dr. Chamberlain received her BA and MD degrees from Stanford University and Dartmouth Medical School, respectively. She completed a residency in family medicine in Bangor, ME and has been board certified in Family Medicine since 1980. She practiced family medicine in Maine for 27 years, first in Dexter, ME and then in Brunswick, ME. From 1982 to 1996, she taught family medicine at Eastern Maine Medical Center and precepted residents, medical students, physician assistant students, and nurse practitioner students both at the residency and in both of her practices. She is active in the American Academy of Family Physicians (AAFP), as a past President of the Maine Chapter and nationally as a member of the AAFP Board of Directors from 2004-2007.

Karen Dale

Throughout her career, Ms. Morales has served in administrative, grants management and supervisory roles. Ms. Morales is a committed community engagement strategist who oversees and serves as an expert in authentic patient and stakeholder engagement in research. She collaborates with patients and stakeholders to meet them where they are to ensure the patients voice is heard and incorporated into research from the beginning stages. She provides advice to researchers on the development, implementation, and evaluation of strategies to include patients as stakeholders and valued partners, not just as study participants. Ms. Morales is committed to helping to improve lives wherever possible. She serves in an unpaid position with Ishshah's Place, as a community engagement officer on the board of directors. Ishshah's Place is a grassroots 501(c)(3) organization whose focus is on providing a refuge for survivors of domestic abuse and intimate partner violence that serves to promote holistic healing and lifestyle transformations. She also serves in a volunteer role, as director of fundraising for the Alternative Approaches to Mental Health Crisis Center, another nonprofit profit organization that seeks to serve individuals experiencing mental health crisis in Baltimore City.

Katrina Miller Parrish

Kelly Munson

Kelly Munson is an exceptional managed care leader with a strong track record of delivering results and building significant industry relationships. As the leader of Aetna's Medicaid business segment, she oversees business strategy, operations and growth with a focus on delivering differentiated health care solutions that address member and provider needs. Throughout her career, Kelly has consistently outperformed established goals as a P&L leader in the government health plan sector. She has more than 20 years of leadership experience in government-sponsored managed care. Her breadth of experience spans an array of diverse roles and responsibilities across a variety of functions, including all aspects of health plan operations. Most recently, Kelly served as executive vice president, chief Medicaid officer at WellCare Health Plans. During her time at WellCare, she also held a number of other leadership roles, including senior vice president, division president, state president and chief operating officer in Kentucky, and senior director, state operations and regulatory affairs for WellCare's Ohio health plan. Prior to WellCare, Kelly served in leadership positions with HomeTown Health Network and Medical Mutual of Ohio. In each capacity, she oversaw operations, claims, customer service, IT, audit and vendor management, among others. Kelly has received numerous awards and accolades for her accomplishments over the course of her career. In 2016, Diversity Journal named her as an "Executive Woman Worth Watching." Kimberly A. Bower

Kimberly Bower, MD FAAHPM HMDC is a medical director for Blue Shield of California (BSC) Promise Health Plan where she focuses on population health initiatives and case management. She is also medical director of the Palliative Care Program at BSC. She is board certified in Family Medicine and Hospice and Palliative Medicine. Prior to her work at Blue Shield, she was the Chief of Palliative Medicine at Rady Children's Hospital of San Diego. Dr. Bower continues to practice pediatric palliative medicine and is on the faculty of the UCSD / Scripps Health Palliative Medicine Fellowship Program. Dr. Bower received her BA degree from Smith College, her MD degree from the University of Kansas School of Medicine and completed her family medicine residency training at Brown University / Memorial Hospital of Rhode Island. She did her fellowship in Hospice & Palliative Medicine at San Diego Hospice & the Institute for Palliative Medicine where she stayed on as an attending physician after the program's completion. Under her leadership, SDHIPM was one of the first pilot sites for the Partners for Children Program which provided home-based palliative care through a Medi-Cal waiver. Nicholas DeGregorio

Dr. DeGregorio is an internal medicine physician currently serving as the Senior Medical Director for UPMC for You, a Medicaid Managed Care Organization affiliate of UPMC Health Plan. Dr. DeGregorio completed his medical school training at the University of Cincinnati School of Medicine, an Internal Medicine Internship and Residency program at the University of Pittsburgh, and a Master of Medical Management degree from Carnegie Mellon University. Additional areas of interest and support he provides at UPMC Health Plan include provider credentialing, quality improvement, patient-centered medical home, value-based reimbursement, opioid use disorder, overdose prevention, opioid use disorder in pregnancy, neonatal abstinence syndrome, and women's health. Nicole Truhe is the Senior Director of Policy, Medicaid at UnitedHealthcare Community & State. UnitedHealthcare Community & State proudly serves over 6.45 million Medicaid members in 30 states, plus Washington, DC. UnitedHealthcare's mission is to help people live healthier lives and to help make the health system work for everyone. As the Senior Director of Medicaid Policy, Nicole leads the development of policy positioning and associated advocacy and thought leadership strategies related to both traditional and complex Medicaid covered populations. Prior to this role, Nicole was the Director of Thought Leadership for UnitedHealthcare Community & State where she led the development and management of thought leadership strategies for the organization, specifically focusing on emerging health and human services policy and practice trends and business growth opportunities. Prior to joining UnitedHealthcare, Nicole served as the Government Affairs Director for America Forward where she led policy strategy and advocacy efforts related to Pay for Success/evidence-based policy, workforce development, career and technical education, higher education, and social innovation. Nicole also worked for over a decade at a national child welfare and children's mental health non-profit where she advocated for policy and funding changes in the child welfare, juvenile justice, Medicaid/children's mental health, and innovative financing policy areas. Poppy Coleman

Poppy Coleman is the Manager of the UPMC Health Plan Government Products Encounter Team. UPMC Health Plan partners with the Commonwealth of Pennsylvania as a Managed Care Organization to provide coverage to over 650,000 Medicaid and LTSS members. In her current role, Poppy oversees day to day operations to deliver compliant and timely medical encounter data to the PA Department of Human Services. Prior to this role, she worked as an analyst for the Medicaid Finance & Analytics team and brings that experience to Operations, developing web-based tools and dashboards to support efficient work processes and communication. Within the Health Plan, she leads cross-team workgroups to solve complex data problems. Before joining UPMC Health Plan, Poppy worked at Northwestern University in a variety of administrative roles in the Departments of Internal Medicine and OB/GYN including as a Process Improvement Specialist. She also held an internship with the Office of Evaluations and Inspections with the HHS OIG assisting research related to the Medicaid Drug Rebate Program. Poppy is a past board member of the Chicago Women's Health Center. Poppy received her BA in Anthropology from Macalester College and a Master of Public Policy degree from the University of Chicago Harris School of Public Policy with a certificate in Health Administration and Policy.

Dr. Sandra Hassink is past president of the American Academy of Pediatrics, an organization of 67,000 pediatricians with a national and global agenda for children. She has spent her professional career caring and advocating for children with obesity and is the Director of the AAP Institute for Healthy Childhood Weight focused on translating research into practice for pediatric health care providers, families and children and advancing the field of pediatric obesity. Dr. Hassink has testified before Congress on childhood obesity, food insecurity and hunger focusing on supporting the foundations of child health. Dr. Hassink began the weight management clinic at Nemours/AI DuPont Children's Hospital in 1988. She has collaborated in basic research efforts to identify pathophysiologic mechanisms of obesity, centering on the role of leptin, and has lectured widely in the field of pediatric obesity. In addition, she has authored A Parent's Guide to Childhood Obesity, Pediatric Obesity: Prevention, Intervention, and Treatment Strategies for Primary Care, and Clinical Guide to Pediatric Weight Management Dr. Hassink dedicates a significant portion of her time to advocacy and policy development on obesity prevention and treatment. She has served on the IOM committee on Accelerating Progress on Obesity Prevention and was an author on the Expert Recommendations for Obesity. Dr. Hassink also holds a Master of Science in Pastoral Care and Counseling.

Shanita "OABBY" Edwards

Shanita "OABBY" Edwards was born, raised and resides in SE, Washington, DC., where she is a well known Doula and womb healer in the DC Metropolitan area. She is the CEO of OABBY Natural Healing, a non-profit organization that provides birth doula services to low income mothers in under-served communities. She was certified as a Birth Doula in 2018, practicing in the DMV and Atlanta, GA areas. Shanita has also served as a postpartum doula for multiple families, providing essential support to the whole family after delivery preventing the onset of postpartum depression. OABBYtheDoula, as she is passionately known in the birthing community, has assisted in over 20+ births, and that number is steadily rising. She works closely with one of the most highly regarded midwives in the region, and has studied twice under Queen Afua as a Sacred Woman and Womb Yoga Practitioner. Shanita is best known for her Holistic Womb coaching, resulting in vaginal/womb healing and rejuvenation using natural herbs and other holistic approaches. In August 2021, she will start the direct entry Midwifery Program at Southwest Tech. Her daily mission is to show her family and community how to "OABBY"; Overcome Adversity & Become a Better You".
