Christopher P. DePhillips

Christopher P. DePhillips works with life sciences companies to identify their sales and marketing challenges and to propose solutions that streamline their practices in meeting compliance requirements of all 50 states and the District of Columbia. Chris is also Vice President, Administration and General Counsel of Porzio Life Sciences, LLC (PorzioLS), which offers a range of marketing and sales compliance products and services to life sciences companies. PorzioLS provides business services and compliance solutions to help pharmaceutical, medical device and biotechnology companies comply with federal, state and global regulations, including PDMA, anti-kickback statutes, False Claims Act, EFPIA, FDA and OIG regulations.

David C. Hespe

Having been appointed twice as New Jersey's Commissioner of Education, David C. Hespe is an accomplished policy leader with decades of experience throughout all levels of New Jersey and New York education matters. He also served as the President and Chief Executive Officer of Burlington County College. Mr. Hespe handles a wide variety of education matters for schools, school districts and higher education institutions, including personnel issues, student discipline, bullying, special-needs students, and other actions involving school policy. He counsels clients and education leaders on issues such as training, legislation, and strategic planning and governance. Well-respected in his field, he is frequently engaged to speak on topics such as education policy, school funding, and school reform.

Elizabeth M. Shea

Elizabeth M. Shea is a healthcare advocate with extensive experience in management, strategic planning, research and policy analysis, particularly in the area of developmental disabilities. Ms. Shea has managed and directed large reforms within developmental disabilities systems throughout New Jersey and has demonstrated an extensive leadership role with legislators, legislative staff, the provider community, families, and various stakeholder groups. She has extensive subject matter expertise in the areas of federal and state Medicaid, including 1915(c) and 1115(i) Medicaid waiver programs; affordable housing policies and programs; rate setting for state-funded programs; care management for unique populations; and how to safely transition individuals with complex needs from institutional settings to home and community-based settings. Her work has included research and analysis of policy issues, bill-tracking and bill drafting, coalition-building, grant writing and grant management. As Vice President of Porzio Compliance Services, she is instrumental in the design and implementation of comprehensive compliance and training programs for disability providers and organizations, educational institutions and health care facilities. She provides support to the these entities in various compliance areas, including resolution of Medicaid issues, documentation review and quality program audits, consultation on disability service provider application and readiness for fee-for-service, business development, expansion and maximization of revenue streams, review of programmatic compliance with all applicable state and federal regulations, addressing concerns related to federal or state audits, and review and consultation for non-profits related to governance and other issues. She is also a principal member of the Porzio School Safety & Compliance Team, advising school districts on safety issues specific to students with disabilities.

Frank Fazio

Frank Fazio is Senior Vice President of Distribution and Licensing Services of Porzio Compliance Services, LLC. In this role, Mr. Fazio works with pharmaceutical and medical device manufacturers, wholesale distributors, and third-party logistics providers in obtaining the necessary state distribution licensure for legend and controlled drugs, medical devices, and over-the-counter products. Mr. Fazio also works with companies as an outsource solution for the management of renewal licensure and audits the licensure status of pharmaceutical and medical device companies as well as notifications of changes that are required to be reported to the various boards. Mr. Fazio also collaborates with Regulatory Analysts to manage the content of products. Mr. Fazio is also a principal of Porzio, Bromberg & Newman P.C. and a registered pharmacist in the State of New Jersey. As a member of the firm's Pharmaceutical Marketing and Sales Compliance department, his legal practice includes counseling life sciences companies on the Drug Supply Chain Security Act and licensing-related matters working with corporate counsel on facilitating the transition of licensure in mergers and acquisitions and assessing the licensing impact of various business decisions. A seasoned litigator, Mr. Fazio has also defended manufacturers in pharmaceutical and medical device product liability litigation. Mr. Fazio received his J.D. from Seton Hall University School of Law, where he graduated cum laude in 1989. He earned his B.S. in Pharmacy from The University of New Mexico in 1986. Mr. Fazio is a member of the American Pharmacists' Association and the New Jersey Pharmaceutical Association. He is a Fellow of the American Society of Pharmacy Law and a Fellow of the Center for International Legal Studies and is Co-chair of the International Business Law Consortium's Life Science's Practice Group Committee.

James G. Mottola

James G. Mottola is a Vice President of Data Privacy, Investigations and Security for Porzio Compliance Services. Mr. Mottola has more than 25 years of experience in the United States Secret Service including serving as the former Special Agent in charge of the Newark Field Office of the United States Secret Service. Mr. Mottola leverages his experience to counsel and advise clients on matters of information security, data privacy, physical security, schools safety, internal corporate investigations, incident response management, and other compliance related matters. Jim works with emerging businesses, educational institutions and organizations to provide a strategic perspective, in a wide range of security matters. He advises clients in the areas of risk identification and mitigation to help them prepare, respond and recover from cyber-related events to reduce the likelihood and impact of financial fraud and increase organizational resilience. He has experience leading and managing personnel in both national and international security and investigative matters. Before Porzio, Jim was the Director of Forensic Investigations and Risk Mitigation Services at Sobel & Co. He further developed his unique skill set during his years as a Special Agent in the New York, Phoenix and Frankfurt, Germany office and culminating in his role as the Special Agent in Charge of the Newark Field Office in New Jersey. Jim holds a Certified Protection Professional (CPP) certification from ASIS, a Certified Information Security Manager (CISM) certification offered by ISACA, and a Masters of Management, specialization in Organizational Change.

Kevin M. Craig

Kevin Craig is a recognized subject matter expert in law enforcement, management, and school security. A retired New Jersey Police Chief, he has over 30 years of experience in public safety, emergency management, and school security. He is a Licensed Private Detective and is certified as a Public Manager, Police Instructor, School Safety Specialist, and School Resource Officer in New Jersey. Chief Craig holds a Master's Degree in Public Administration with a specialization in School Security and Safety Administration. He has represented the NJ State Association of Chiefs of Police on the NJ K-12 Task Force in conjunction with the Office of Homeland Security and Preparedness, and was appointed to the NJ School Security Task Force by the Governor of New Jersey as a subject matter expert. In addition to being a certified instructor in Active Shooter Response, De-escalation, and Threat Assessment, Chief Craig is an instructor for the NJ School Safety Specialist Academy in the NJ Department of Education, a member of the ASIS International School Safety and Security Council and Advisory Board Member and Senior Instructor for the NJ Association of School Resource Officers. He is an Adjunct Professor at Fairleigh Dickinson University where he instructs courses in emergency management, threat assessment, and crisis communication. Throughout his law enforcement career and beyond, Chief Craig has conducted training, planning and assessments for public and private schools, businesses, and faith-based institutions. He is regularly consulted as a subject matter expert on issues pertaining to school security and recently authored a book on school safety best practices.

Kim E. Miller

Dr. Kim Miller specializes in due diligence investigations, including executive and employee background, e-commerce vendor and business due diligence as well as online risk assessments. Dr. Miller holds a Ph.D. in Public Safety and Leadership/Emphasis in Criminal Justice. She is an Open Source Intelligence (OSINT) expert who utilizes the dark, deep and surface web for investigations, focusing on business and personal due diligence, as well as online risk assessment analysis, reputation management and asset determination. Dr. Miller is a Certified Fraud Examiner, New Jersey Licensed Private Detective, Certified Paralegal and a former Special Detective Intern, Division of Criminal Justice State of New Jersey-Gangs and Organized Crimes. Dr. Miller is an adjunct professor teaching criminal justice and fraud management classes.

Maggie P. Lam

Maggie Lam is Associate Vice President of Licensing Services with Porzio Compliance Services, LLC. Ms. Lam oversees the organization's Licensing & Distribution Team, which helps manufacturers and distributors fulfill licensing requirements for the distribution of legend and controlled drugs, medical devices, and over-the-counter products. In her role, she coordinates and manages various projects involving the acquisition of initial, renewal, and modified licenses for numerous life sciences companies. Additionally, Ms. Lam shares responsibility for the company's quality control processes, custom compliance projects, and marketing efforts. Ms. Lam has extensive experience in guiding life sciences organizations through complex licensing processes and renewal procedures. Additionally, she is heavily involved in the gap analyses that assist organizations in determining their requisite licensing obligations. Ms. Lam is co-author of "License to Ship: What You Don't Know about State Wholesale Distribution Licensing Laws Can Cost You," RAPS InFocus, Volume 13, No. 10, October 2008. Ms. Lam received a Bachelor of Arts degree from the University of Delaware and a Certificate in Paralegal Studies from Montclair State University.

Mary Robinson Cohen is Senior Education Specialist with Porzio Compliance Services. She provides regulatory compliance and strategic advice to PorzioCS' education clients. Mary's extensive career in education began in 1994 as a History and African American Studies teacher at Princeton Day School. Later, she was a Social Studies teacher with Middlesex County Educational Services Commission and South Brunswick Township Public Schools, where she also served in administrative roles. Mary joined South Hunterdon Regional High School in 2009 as Assistant Principal and served as Acting Principal. Mary most recently served as the Chief School Administrator - Superintendent and Principal - of Roosevelt Public School District. Under her leadership, Roosevelt was ranked the number one elementary district in Monmouth County by Niche magazine. Mary is certified as a School Administrator in New Jersey, and a Principal in New Jersey, Pennsylvania, and New York. She received her Principal Certification in 2007 from the University of Pennsylvania Graduate School of Education, Educational Leadership Program for Aspiring Principals. She also received a J.D. from the University of Pennsylvania Law school. From Bryn Mawr College, Mary received an M.A. in sociology as well as a B.A., cum laude.

Vito A. Gagliardi, Jr. has a long and distinguished career in New Jersey. He counsels educators and educational institutions, including colleges and universities, in various areas, including employment issues, contractual issues, and compliance with the morass of applicable regulations.
