Andrew Enders

Andy Enders is Vice President & General Counsel for Enders Insurance. He is a legal scholar and accomplished litigator dedicated to establishing relevant and meaningful relationships. A Harrisburg resident, Andy has a Bachelor's Degree in Economics from Penn State University, and a Juris Doctorate from Widener University. Andy serves on several local boards, including the Harrisburg YMCA, Harrisburg Regional Chamber of Commerce, Dauphin County Library System, and Harrisburg Young Professionals.

Chad Bingaman

Chad has spent over 29 years in the Water Industry. He graduated from the Pennsylvania State University with a Bachelor of Science in Environmental Resource Management with a minor in Wildlife and Fisheries Science. Chad oversees the day-to-day operation of Capital Region Water's drinking water treatment and distribution systems which daily, provide eight million gallons of drinking water to 60,000 consumers.

Charlotte Katzenmoyer - CEO

Charlotte graduated from the University of Akron with a Bachelor of Science in Civil Engineering and graduated from Lehigh University with Master of Science in Environmental Engineering. She has over 20 years of experience in the water industry and most recently led a team of 200 employees as Director of Public Works with the City of Lancaster. While in Lancaster, Charlotte oversaw the modernization of its water and sewer infrastructure and developed a nationally recognized green stormwater infrastructure program.

David W. Stewart

Dave received his Bachelor of Science in Civil & Environmental Engineering from Pennsylvania State University. He is a licensed Professional Engineer and a Board-Certified Environmental Engineer (American Academy of Environmental Engineers). Dave has over 30 years of water engineering experience.

Douglas Keith - CFO

Job Titles:

Doug received his Bachelor of Science in Quantitative Business Analysis from Pennsylvania State University with a Minor in Economics. He has over 16 years of financial and leadership experience in the water and wastewater industry and oversaw $124 million in financing for wastewater treatment plant upgrades at the Williamsport Sanitary Authority.

Garvey Presley

Job Titles:

Garvey Presley has been a resident of Harrisburg for over two decades and brings to the Board more than 28 years of experience in wastewater treatment. Garvey currently works as an Operator at the Derry Township Municipal Authority treatment facility and maintains a Class A Wastewater Treatment Operator Certification. He studied at North Carolina Central University and Glassboro State College, and has been serving Capital Region Water as a Community Ambassador since 2016.

J. Marc Kurowski - Chairman

Marc is a Harrisburg resident and Principal at K&W, a civil engineering firm. Marc brings 20 years of experience in engineering, land development, and project management to the Board of Capital Region Water. He has a Bachelor's Degree in Civil Engineering from The Pennsylvania State University and is a registered Professional Engineer and LEED Green Associate in Pennsylvania. A graduate of the 2008 Leadership Harrisburg Class, he has also received the Multiple Sclerosis Leadership Award, and was the Leukemia & Lymphoma Society's "Man of the Year" in 2010.

Jess Rosentel

Jess has over 15 years of experience in the wastewater industry and successfully implemented over $50 million of improvements to Capital Region Water's Advanced Wastewater Treatment Facility. He oversees the operations of Capital Region Water's wastewater system serving 120,000 people in the Harrisburg area, including the largest wastewater treatment plant in Pennsylvania within the Chesapeake Bay watershed.

Karen M. Balaban - Treasurer

Karen M. Balaban has been a resident of Harrisburg for over three decades. She has been running her law firm in the city since 1999, providing expert legal counsel to clients in a variety of areas. Karen began her legal career as counsel to the PA Local Government Commission and has since gone on to hold a number of professional leadership positions in the PA Bar Assn, the PA Bar Foundation, the Dauphin County Bar Association, and the Dauphin County Bar Foundation. Karen graduated from Indiana University of PA, where she earned her B.A., and Duquesne University, where she earned her Juris Doctorate. In addition, she holds a certificate from the Universidad de Valladolid in Spain for her studies in Spanish. Aside from her legal work, Karen volunteers at her church's soup kitchen, is a member of the Susquehanna Appalachian Trail Club, and is a conservation volunteer for the Tuscarora State Forest.

Michelle Bethel-Miller

Michelle holds a Bachelor of Science in Accounting with a minor in Public Relations from Kutztown University. She also earned her MBA in Human Resource Management from the University of Phoenix. Michelle has over 20 years of customer service and collections experience. Most recently, she was responsible for 165 employees with the core function of the daily generation and collection of water, sewer, and stormwater bills for the City of Philadelphia's 500,000+ customers.

Nathan Davidson

Nathan Davidson is a native of Central PA having grown up in Hershey. He now resides in Harrisburg with his wife, daughter, and two dogs. A graduate of Messiah College, Nathan has over a decade of experience in politics and government and was named one of City & State Pennsylvania's 40 Under 40 in 2017. He currently serves as Senior Advisor to the Majority Appropriations Chair in the Pennsylvania House of Representatives.
