Mr. Palmer serves as President of the company and has over 30 years of experience in public finance. He has worked with various municipalities covering all areas of public finance including schools, water, wastewater, streets, airports and toll roads. Mr. Palmer assists his clients with all types of financing structures including new money and refunding bonds, variable tax rate issues, increment financings, and federal tax credit bonds such as qualified school construction bonds, qualified zone academy bonds and Build America Bonds. He is currently working with two entities on a large surface water conversion project. Francine Stefan - EVP

Ms. Stefan serves as Executive Vice President of the company and has over 25 years of experience in public finance. Her expertise is providing quantitative analysis, technical support, and cash flow modeling on financing transactions for public finance clients. Ms. Stefan has provided municipal advisory services to a wide range of municipal issuers including school districts, toll roads, regional water authorities, special districts, tax increment reinvestment zones, universities, cities, and counties. She has extensive experience in developing specialized financial models, identifying and structuring refunding opportunities, and analyzing debt service coverage and bonding capacities. Prior to becoming a municipal advisor, Ms. Stefan was a certified public accountant with a major accounting firm, including four years' experience as a verification agent on numerous municipal bond issues.
