Brian Balicki

Brian Balicki has over 30 years of experience in executive healthcare management positions, with extensive subject matter knowledge in healthcare research, program evaluation, auditing, data analytics, and data quality improvement initiatives in health care provider settings, consulting, private foundations, associations and government. He has served as Chief Financial Officer for a Section 330 Community Health Center, Chief Executive Officer locum tenens for a community-based re-entry program, and has held management positions with the Joseph P. Kennedy Jr. Foundation and the American College of Cardiology. At TFI, he is the Program Director for the State Health Insurance Assistance Program National Performance Report (SHIP-NPR) program at the Administration for Community Living (ACL) and the ACL SHIP Technical Assistance Center(SHIPTac). He has also held senior consulting positions with Booz Allen Hamilton, Grant Thornton, SAIC and ICF International. He has served as lead investigator for CMS and the Veterans Health Administration on numerous Medicare and Medicaid overpayment investigations and has authored leading industry practice studies on Federal improper payment initiatives. He has directed numerous studies of cost-effectiveness of Federal health programs, cost benefit studies of technologies and health products of health industry manufacturers, and applied activity-based costing principles in studies of health care reimbursement, pricing and return on investment. He has directed and managed numerous data analytics, data quality and electronic records-based engagements with the Centers for Medicare & Medicaid Services (CMS), the National Centers for Health Statistics (NCHS) and the National Institutes for Health (NIH). He is a recognized expert in health privacy and security, vetted by legal counsel at the Substance Abuse and Mental Health Services Administration (SAMHSA), Department of Health and Human Services (DHHS), the Federal Office for Civil Rights and the Office of eHealth Standards and Services at CMS.

Ming Chan

Ming previously worked as an independent consultant providing software development expertise. His first contract was from 2003 to 2006 with COMSYS IT Partners, Inc. (later acquired by Manpower Inc.) to build their in-house Front Office Exchange (FOX). Since 2006, he's worked on various contracts for different Federal clients including the Food and Drug Administration (FDA), the Department of Justice (DOJ), the United States Postal Service (USPS), and the Department of Labor (DOL). He is a PMI Certified PMP and a Sun Certified Programmer and earned his undergraduate degree in Computer Engineering from Virginia Tech. Now, it's the next stage of his career, and he looks forward to assisting DSFEDERAL move forward.

Robert P. Annechiarico

With a progressive career with over 35 years of experience leading clinical research efforts, including research management, database/application development, systems management, and network support, Bob has designed and led the development of integrated solutions for the deployment of single-site and multi-center clinical research projects and other investigational studies, both domestic and international, including protocol development, data management, and regulatory compliance. Key activities include systems and business analysis, requirements gathering, vendor reviews, grant writing, contracting, and maintaining biostatistical priorities. He has recruited, developed and directed highly technical teams in information technology and clinical research at four major medical centers - University of Rochester as the Program Manager - Heart Research; Wake Forest University as the Director of Research Computing; The Cleveland Clinic as the Director of Medical Research Informatics; and and Duke University Cancer Institute as the Director of Cancer Center Information Systems. In his most recent roleat Technical Frontiers, he holds a primary assignment as the clinical trials and informatics subject matter expert to NIH and other clinical research organizations.

Sophia Parker - CEO, Founder

She has received numerous accolades, including SBA's 2015 Maryland Small Business Person of the Year award, for her ability to deliver excellence in government contracting. Ms. Parker champions a people-centric business philosophy that she embodies both in the workplace and in greater and global communities. Over the years, she has become especially dedicated to helping women and children, from volunteering in women's prisons to supporting education and health initiatives for children and their families. Since 2012, she has visited Kabul, Afghanistan annually, with the support of DSFEDERAL employees and friends, to deliver school supplies and warm clothing to children at the Aschiana Center, which offers a safe place with classes and meals for street children.

Stefani Olsen

As Director of Health Programs, Stefani Olsen provides program management oversight to DSFEDERAL contracts with the National Institutes of Health (NIH), the Office of the National Coordinator (ONC), and the Administration for Children and Families (ACF). She institutes best practices in program and project management and mentors project managers and staff in their application. Stefani has 13+ years' experience managing projects for Federal contracts, and earned her PMP credential in 2007. Through her work supporting the HRSA, Stefani developed subject matter expertise related to HIV/AIDS, maternal and child health, and rural health.

Venkat Reddy - President

Mr. Reddy has over 20 years of business and operational management experience in consulting and information technology and specializes in healthcare systems and management. He served as the Chief Information Officer of Union Hospital Health System and led this organization to become an international reference site in the use of patient safety and longitudinal medical record systems. He also managed Holy Cross Homecare and Hospice where he implemented the first clinical point of care system and managed entire revenue cycle operations for several healthcare providers. Mr. Reddy has started or run several IT consulting companies prior to founding TFI and has built an impeccable reputation in the industry combining his technical expertise with sound management practices.
