Christopher Attiogbe

Chris has built his career in education within Ghana, undertaking various roles within the sector. During his extensive career, he has worked both as a classroom practitioner and currently as an officer within the Education Service in Ghana, where he works closely with ministers and schools. Chris specialises in social studies and mathematics and has also worked with young people teaching ICT and supporting their sporting interests. Chris is passionate about providing opportunities for young people in Ghana.

Dr Elly Hanson

Dr Elly Hanson works with Praesidio Safeguarding as an associate and clinical advisor on a number of projects. She is an independent Clinical Psychologist and recognised as a leading national expert in the area of child abuse and trauma, and young people online. She undertakes consultation, research, training, and psychological assessments, working primarily with law enforcement (including CEOP), child protection teams, the education sector, and charities. Elly's academic publications include those on online forces and dynamics conducive to sexual exploitation; adolescent development and risk; young people's personal, social and health education (PSHE); the impact of online sexual abuse; and preventing re-victimisation. She was on the panel of the Children's Commissioner for England's Inquiry into sexual abuse within the family environment (CSAFE). She is also an experienced therapist and previously worked with looked after children, and young people with sexually abusive behaviour in an NSPCC service.

Dr Richard Graham

Dr Richard Graham is an experienced Consultant Child & Adolescent Psychiatrist, and Clinical Director at stem4: the Young People's Mental Health Charity. He was formerly a Clinical Director at the Tavistock Clinic and for the past 5 years he was the Clinical Director for Good Thinking: London's Digital Mental Well-being Service (https://www.good-thinking.uk). He has worked extensively in digital health and online safety for the last 12 years, established the first Technology Addiction Service for Young People in the UK in 2010, and contributed to the World Health Organisation's consideration of Gaming Disorder as a medical diagnosis. Since 2012, he has been very actively involved with the UK Council for Internet Safety (UKCIS; the British Government's principal advisory body for online safety and security) and Co-Chaired its Digital Resilience Working Group. He is currently a Member of the Ofcom Making Sense of Media Advisory Panel. He is also engaged in Research with the LSE (ySKILLS) and Middlesex University (PTSD in content moderators). Committed to improving the life-chances of young people in their use of technology, he has worked with the BBC, as Digital Well-being Consultant to the Own It App as well as acting as an adviser to companies such as TikTok and Yubo.

Dr Zoe Hilton - Founder

Dr Zoe Hilton is a Founder and Director of Praesidio Safeguarding. As a Director, Zoe brings her experience of operational and strategic work on child protection together with her research experience in the online space to lead research and insight projects on behalf of Praesidio. In addition to research, Zoe has also led the development of a range of policy, practice guidance, training and tools for organisations to support their work to help keep children safe online. Before founding Praesidio with Helen, Zoe was the Head of Safeguarding and Child Protection at the National Crime Agency's Child Exploitation and Online Protection (CEOP) Command between 2009-2017 where she managed a range of high-profile complex abuse investigations as well as CEOP's day to day public reporting function. In addition, Zoe led CEOP's national research panel and chaired the National Crime Agency's Protect board, which sought to reduce the thread posed to children from child sexual exploitation by leading a collaboration effort across industry, policing, education, and the voluntary sector. Previously Zoe served as the lead policy adviser for online safety at the NSPCC. Dr Zoe Hilton holds a PhD in Criminology.

Edd Chwieseni

Haley Raymond

Haley is a Research Officer at Praesidio Safeguarding, specializing in mixed method research. Her passion lies in amplifying the voices of marginalised communities through qualitative research. Before joining Praesidio, Haley was committed to criminal justice reform in her home country, the United States. She was actively engaged in research and advocacy for legislative changes. Haley's educational background includes a Bachelor of Arts degree in Sociology and Political Science from Siena College in Albany, New York, as well as a Master of Science degree in Sociology from the London School of Economics and Political Science.

Helen King

Helen is a Founder and Director of Praesidio Safeguarding. As a director, Helen leads Praesidio's communication and liaison with platforms, regulators, governments, and NGOs. Helen is an expert on developing outreach and public education and media campaigns and strategies, and in delivering participation activities and research. Helen is a communications expert and has a particular skill and passion for designing and producing creative materials that educate and inform on online safety including video and animation to reach diverse or hard to reach audiences. Prior to founding Praesidio, Helen founded and build the National Crime Agency CEOP's commands international education programme (https://www.thinkuknow.co.uk/) which led the UK Government's harm reduction response to online child sexual abuse, producing materials and training courses nationwide for professionals and the public. Helen was also one of the founding members of the UK Council for Child Internet Safety and a lead for the Home Office working group on internet safety.

Imogen Lee

Imogen is a Youth Participation and Engagement Officer at Praesidio and leads on running in depth qualitative research and insight work with children and young people. Imogen also has extensive creative design expertise which she uses to shape youth engagement materials, social media posts, and even publications. Imogen is passionate about providing safe spaces for young people, especially those with additional learning needs. Prior to joining Praesidio Imogen's professional background is rooted in education and art. Imogen worked at one of Cardiff's main secondary education autism provisions. Imogen holds a BA in Contemporary Arts Practice from Bath Spa University.

Josie Donnelly

Josie is a Project Support Officer at Praesidio and is involved with Praesidio's many projects. Josie supports Praesidio's work through data analysis, tracking research participation, and helping team members liaise when necessary. Josie also helps our Youth Participation team prepare for engagements. Before she joined Praesidio, Josie worked as a heritage coordinator in Swansea and Gower. She has worked alongside local councillors and researchers on projects that have benefitted the local community including the creation of a digital archive. She holds a BA in American Studies and an MA in Public History and Heritage from Swansea University.

Kerry Akers

Kerry is a global specialist in protection (general, child protection, GBV, inclusion and mainstreaming), human rights, safeguarding, and criminal justice. With experience working across academia, NGO, government, and UN agencies, Kerry is adept at researching, designing and implementing practical solutions to complex protection problems, with a focus on community and survivor centred approaches. Over the past twenty years Kerry has worked across the Middle East, Sub-Saharan Africa and Asia. She has led investigations into sexual exploitation and abuse, as well as into wider human rights abuses, largely in humanitarian contexts. She is an adept trainer, having developed and delivered training programmes on a variety of protection and justice issues for communities, NGO staff, military, police and prison services. Kerry is published in the field of criminal justice and has authored and advised on the development of policy related to safeguarding, and human rights.

Nicholas Flessas

Nicholas provides rapid assessments, research summaries and literature reviews. Nicholas is expert at presenting complex data in an accessible manner. Prior to joining Praesidio Nicholas worked at Swansea Council designing its historical education curriculum for a number of local sites and has held a diverse number of roles including working in Northern Ghana for the U.S Peace Corps. Nicholas holds an MA in Public History and Heritage from Swansea University, and a BA in History from Washington State University.

Paul Phillips

Formerly the Head of Operational Standards at the National Crime Agency, Paul has over 30 years of law enforcement experience in a variety of intelligence and investigation roles. He was also Head of Child Exploitation and Online Protection Command Investigations and Intelligence from 2012-2015. During his role at CEOP, he managed and engaged on numerous international and high profile national cases of child sexual exploitation and abuse. Paul has also been involved in managing technical and sensitive exploits and national technical developments with the Home Office.
