Brian Callanan

Brian's original qualification was in social science, with postgraduate work in planning, focusing on regional planning. His primary experience over 40 years has been strategic planning with Shannon Development, including specialised aspects of industrial and tourism planning for the Shannon Region, as well as overall regional plans. His international work embraces expert support to eastern European countries in regional innovation strategies and SME programmes, as both advisor and trainer, in addition to being leader in international collaboration projects in Interreg, Framework Programme for Science & Technology, Intelligent Energy and LIFE/Environment. Brian has been external lecturer to the University of Limerick, Limerick Institute of Technology and University College Cork.

Caimin Jones

Caimin Jones is a graduate of University College Dublin, a Chartered Civil Engineer, a Registered Consulting Engineer, a Fellow of the Institution of Engineers of Ireland and European Engineer. He is a Director of Garland and Shannon International Development Consultants. An experienced project co-ordinator, project director and team leader he has over 40 years' experience as a design engineer, project engineer, resident engineer and partner in charge on the planning, design, procurement, cost control and implementation of civil and structural engineering projects throughout Ireland and abroad. He has also been responsible for the planning, design and supervision of construction of industrial technology and business parks, free zones, industrial, institutional and office Buildings, and airport related projects for both Garland Ormond International & Thomas Garland & Partners. He is also experienced in dealing with international agencies including the European Commission, the World Bank, the European Investment Bank, UNIDO and UNCTAD. He has worked closely with Shannon Development in the development industrial/ business parks in the Shannon free zone and wider Shannon Region for over 40 years. He has extensive overseas experience in Palestine, Gambia, Ghana, Mauritius, Uganda, Tanzania, Jamaica, Western Samoa, Guyana, Papua New Guinea, Russian Federation, Slovenia, Albania, Bosnia, Yemen and Haiti.

Eamonn Sheehy

Eamonn Sheehy is a highly experienced practitioner in Economic and Industrial Development. He has extensive experience in developing and implementing strategies in FDI, SME, Innovation and Cluster Building together with capacity building for Governments, IPAs, Zones and Municipalities. He has spent his career in front line activities in IDA Ireland (The highly professional Investment and Development Agency) developing and implementing new industrial development strategies, benchmarking for competitiveness, marketing, promoting and attracting foreign investment, creating linkages between foreign and local SMEs, implementing aftercare programs and building regional and industry clusters. He has played a key role in developing and implementing strategies in Education and Training, Research, Development and Innovation (RD&I) which are key to building a Knowledge Economy.

Joe Tobin

Joe was Director of Customs at the Shannon Free Zone for a number of years and he has advised on all aspects of Customs Operations in relation to new free zone developments in a number of countries over the years. He has wide ranging operational and management experience in the Irish Tax and Customs administration particularly with regard to trade facilitation and enforcement including free zone operations. He is familiar with EU customs issues (tariff classification and related matters, valuation, origin, transit and the economic regimes of Inward Processing and Processing Under Customs Control). He has a proven and practical knowledge of EU and World Customs Organisation [WCO] customs policy, practice and legislation. Joe has practical operational experience of international Customs cooperation and mutual assistance agreements. And he has experience of working on overseas projects in Africa, Asia and Eastern Europe with a number of private sector organisations and with colleagues from public administrations in other EU Member States.

Kevin Rudden - CEO

Kevin is a graduate of The University of Dublin, a Chartered Engineer, a Registered Consulting Engineer and a European Engineer. He holds a post graduate diploma in Legal Studies from the Dublin Institute of Technology. He is a Director of Garland Consulting Engineers, Garland Project Management, Garland International and Company Secretary of Shannon International Development Consultants. He has 16 years' experience as a project co-ordinator, project director and team leader of the planning, design, procurement, cost control and implementation of large scale civil and structural engineering projects. He has been responsible for the planning, design and supervision of construction of a variety of business parks and airport developments as well as numerous pharmaceutical, healthcare, and manufacturing facilities for multi-national clients. He has work experience in the Middle East and Eastern Europe. Kevin is the 2015 President of the Association of Consulting Engineers Ireland (ACEI).

Mark O'Reilly

Mark is an Economics graduate with a Masters in Globalisation. He has experience in corporate banking, marketing, and economic analysis work. In 2011 he was selected by the Irish government organisation, Enterprise Ireland, as one of the leading graduates to participate in the Graduates for International Growth (G4IG) Programme. Since joining Shannon International Development Consultants he has coordinated project teams and worked as an economic analyst on projects. He has a range of experience in different cultures having previously lived in the Middle East and Africa.

Patrick Byrne

Pat Byrne has over 35 years' experience as an International expert in Investment Promotion and Foreign Direct Investment. He is an expert in the analysis of country competitiveness, with special expertise in the fields of economic and technological capability, skills requirements and infrastructure needs. Pat is skilled in assessing FDI opportunities, negotiating complex financial packages, and investor facilitation. Pat also formulates development strategies and funding of high technology Small and Medium Enterprises (SME's).

Patrick Daly

Patrick Daly is a qualified architect, and has a Master's in Business Administration from the National University of Ireland, UCD. He is an Associate Director of Communique International BCIP, and has over 25 years of experience working at a senior level in investment promotion, investment location assessment and advice, economic and enterprise support, trade and export promotion and architecture as well as investment banking. He has worked closely with the Norwegian enterprise and investment agency (Innovation Norway) and has worked with Ireland's investment promotion agency (IDA Ireland). He has experience on projects in Norway, Sweden, Sudan, Bangladesh, FYR Macedonia, The Gambia, Thailand and The Caribbean.

Paul Ryan

Paul is a result orientated International Business Development and Foreign Direct Investment Executive with a significant track record of FDI and indigenous investment delivery. His experience includes all aspects of tourism and foreign direct investment marketing and management, including 4 years in the United States representing both Shannon Development and IDA Ireland. Paul has extensive experience in working in private and public sector overseas projects in the Middle-East, Africa, as well as Central and Eastern Europe.

Paul Sheane

Paul, who was Chief Executive of Shannon Development for 8 years, has excellent technical and business qualifications, a working background in both the public and private sectors and very considerable consultancy experience in Asia, The Middle East, Africa and Central Europe. During his term as Chief Executive of Shannon Development he made a major contribution to the transformation of the Irish economy via the Celtic Tiger miracle. He has a deep practical appreciation of investment promotion and industrial development strategies having worked for 20 years with Shannon Development in range of capacities including Industrial Projects Executive (4 years), Manager of Shannon Free Zone (3 years), Industrial Group Director (5 years), and Chief Executive (8 years). He was founding Chairman of the National Technological Park in Limerick. Prior to joining Shannon Development he spent 8 years with the private sector in the UK, Zambia and Kenya.

Tom Kelleher - Managing Director

  • Economist With an Honours Masters Degree
Tom is an economist with an Honours Masters Degree in Economics and a very experienced international development consultant. He has worked in over 60 countries in all parts of the world. He joined Shannon Development in 1968 as a Research Assistant. From there he progressed to Research Officer and Project Development Manager. During 13 years with Shannon Development, he worked on the company's regional industrial development strategy and was very active in formulating Shannon Development's approach to international consultancy. Since leaving Shannon Development he has conducted feasibility, strategy and implementation studies for free zone and investment promotion agencies throughout the world. He has been employed on numerous occasions by various United Nations organisations and the World Bank. In addition he has worked on projects funded by the African Development Bank, the European Union, the European Investment Bank, the EBRD, the Irish Government, and bi-lateral funding programmes.
