Aundra Wallace

Aundra Wallace is president of the JAXUSA Partnership, the private, nonprofit regional economic development arm of JAX Chamber overseeing efforts of the seven counties of Northeast Florida. He directs a staff of 14 in the areas of business development, international investment, workforce development, research and marketing. JAXUSA's mission is to be a catalyst for economic growth and maximize the region's unique resources to aggressively recruit jobs and capital investment. Prior to joining JAXUSA Partnership in October 2018, Mr. Wallace served as CEO of the City of Jacksonville's Downtown Investment Authority (DIA). In this role, he spearheaded a diversified portfolio of infrastructure improvement projects, led economic development initiatives, invested in real estate development projects, managed the Downtown Development Design Review Board and oversaw the City's Public Parking Division. Over the course of his tenure with DIA, Mr. Wallace leveraged more than $150 million of public investment dollars to create more than $800 million in private capital investments, thus, producing a tax payer-friendly return on investment of 5-to-1. More than 2,850 multi-family units, approximately 900 hotel rooms and 575,000 square feet of commercial space were planned, permitted and/or are under construction. More than 2,500 jobs were created and recruited to downtown during his tenure with such companies as Citizens Property Insurance, VyStar Credit Union and One Call Medical moving its headquarters downtown. A leader in managing community, housing and economic development initiatives throughout his career, Mr. Wallace has managed more than $650 million of equity, grants, loans and tax-exempt bonding capacity, in addition to creating and/or retaining 7,000 direct jobs. He spent more than three years as executive director of the Detroit Land Bank Authority before relocating to Jacksonville. There, he oversaw and directed the investment of $30 million into the acquisition and restoration/renovation of single-family homes. He has also served as the senior vice president for commercial real estate at the North Carolina Community Development Initiative and held several executive and senior leadership positions over the course of 12 years with Miami-Dade County Government, including the title of president & CEO with the Miami-Dade Empowerment Trust. Mr. Wallace serves on the board of directors of Goodwill Northeast Florida and World Affairs Council Jacksonville and is a member of Leadership Florida, Urban Land Institute (ULI), NAIOP, International Economic Development Council (IEDC) and the International City/County Management Association (ICMA). He holds a Master of Public Administration from Clark Atlanta University and a Bachelor of Science in Political Science from Georgia Southern University. He is a Certified Housing Development Finance Professional and a Certified Economic Development Finance Professional.

Biju George - COO

Biju George is Chief Operating Officer for DC Water. In this role, he is responsible for the performance management of all operations. He participates in the implementation of the Authority's strategic plan and works with the Chief Financial Officer in overseeing the development of operating budgets and operating policies. Additionally, Mr. George reviews divisions' operational and financial performance and meets with department heads to discuss the feasibility of strategic initiatives. Mr. George represents the Authority at Board of Directors' meetings, congressional meetings and meetings with the general public as needed. He also assists the General Manager in developing and implementing the Authority's business plans. Mr. George has more than 30 years of diversified technical and management experience.

Carlos Rivero - Chief Data Officer

Carlos Rivero is the Chief Data Officer for the Commonwealth of Virginia. Prior to his appointment, Rivero served as Chief Data Officer and Chief Enterprise Architect for the U.S. Department of Transportation's Federal Transit Administration in Washington, D.C. Rivero has also worked at the National Oceanic and AtmosphericAdministration's Southeast Fisheries Science Center in Miami, Florida, as a physical scientist and as a Research Associate at the University of Miami's Rosenstiel School of Marine and Atmospheric Science, where he developed a passion for geospatial information systems, ecological modeling, and data. Rivero earned a Bachelor of Science degree in Environmental Studies from Florida International University and a Master of Science in Business Intelligence and Analytics from Saint Joseph's University, focusing on database design, data management, business intelligence, big data, and data analytics.

Chris Rezendes - Founder

Chris Rezendes is the Chief Business Officer at Spherical|Analytics and CONTEXT LABS. CXL and SA turn digital exhaust into asset-class data, investment-grade analytics, and trusted systems feeding the next generation of ESG-sensitive operational and financial decision support systems. Chris came to S|A and CXL through a merger with IoT ImpactLABS, an impact-oriented IoT commercialization accelerator that he founded and managed with support from companies such as Analog Devices, DELL, GE, Intel, PTC, Industrial Internet Consortium, IoT Consortium and others. Chris is also the Founder and President of INEX ADVISORS an advisory and early stage investment vehicle focused on the enabling technologies critical to delivering resilience in distributed, decentralized cyber physical systems. Since graduating from Harvard University, Chris has been analyzing, operating and investing in mission-critical technology businesses serving national security, infrastructure, industrial, heavy commercial and selected risk/ finance markets. Chris has been a consistent contributor to IoT and related technology industry and market development stewardship through speaking (including TEDx, Sundance and Sorenson Institute, Internet Freedom Foundation, WEF, CES and other technology and business event platforms) and writing (HBR online, Real Leaders, Atlantic Monthly and other industry-specific platforms).

Christina Winn

Christina Winn is the Director of Business Investment for Arlington Economic Development. Since 2014, she's led Arlington's efforts in business retention, national recruitment, entrepreneur support and catalyzing the innovation economy. Her division serves as the first point of contact for companies looking to expand or relocate. She oversees a variety of programs and services to help diversify the County's business base, foster a collaborative business environment and build capacity of local entrepreneurs. Upon arriving in Arlington, Christina was faced with record high office vacancy over 21% due to the Base Realignment and Closing process (BRAC), sequestration, and national market trends. Three years later, the vacancy rate has stabilized and is on a downward trend. Under her leadership, her team has recruited and retained 182 companies totaling 14 million square feet of office space and 72,000 jobs. Notable projects include the retention of Corporate Executive Board, Applied Predictive Technologies, and Opower, as well as the recruitment of Amazon's 2nd Headquarters, Lidl U.S. HQ, and Nestle U.S. HQ to Arlington. Christina has more than 15 years of experience in economic development and real estate finance and development. She was a leader in finance and acquisitions for Comstock Homebuilding Cos. Christina has also had the opportunities to lead economic development teams in other great communities such as Loudoun County, VA and the City of Phoenix, AZ. There she enjoyed working on diverse programs and public/private partnerships in redevelopment, downtown development, foreign trade zones, business recruitment, main street programs and small business development. Christina has also been an entrepreneur and had her own publishing company, Z Idea Factory, specializing in providing opportunities for young authors to write and be published in the national markets. Christina received her B.S. in Economics from Arizona State University and a M.S. in Real Estate Development from Johns Hopkins University and enjoys being an Arlington resident.

Denise Turner Roth

As chief development officer, Denise Turner Roth is responsible for overseeing the development and implementation of strategy and long-range planning for WSP USA. She brings expertise as a successful public sector executive to this position, along with experience in technology transformation, public/private partnerships, building services and economic development. More recently, Denise served as a senior advisor to WSP's U.S. advisory services team, which works with public and private clients nationwide. is responsible for overseeing the development and implementation of strategy and long-range planning for WSP USA. She brings expertise as a successful public sector executive to this position, along with experience in technology transformation, public/private partnerships, building services and economic development. More recently, Denise served as a senior advisor to WSP's U.S. advisory services team, which works with public and private clients nationwide. Throughout her 20 years of public service, Denise has held various leadership positions at the federal and local government levels with a focus on driving economic and administrative change. As former administrator of the General Services Administration (GSA), she instituted organizational policy and process changes to engage consideration of local economic development initiatives in GSA property placement decisions and championed key strategic initiatives. Prior to joining GSA, Denise served as city manager for Greensboro, North Carolina. Her leadership helped pave the way for several new and creative management changes in the city, including the reorganization of city departments and divisions to promote efficiency and improve service delivery and launching public/private initiatives, creating more than $75 million in city enhancements. She previously serviced as vice president for governmental affairs at the Greensboro Partnership, where she successfully secured $60 million in state funds to establish the North Carolina Agricultural and Technical State University and UNC Greensboro Joint School of Nanoscience and Nanoengineering. Denise is a graduate of George Mason University, where she earned a bachelor's degree in political science and government and received an honorary Doctorate of Letters in recognition of her distinguished public service. She has also recently been appointed as a fellow to the National Academy of Public Administration.

Don Deloach - CEO

A strong leader with a dedication to serving customers and extensive experience in global marketplaces, he is currently President and COO of CENTRI Technology, a provider of advanced security for the Internet of Things. CENTRI eliminates the risk of data exfiltration and loss of equipment command by establishing trusted devices and advanced encryption technology while retaining complete visibility to your data. Prior to joining CENTRI, Don was CEO of Infobright, a technology company focused on storing and analyzing machine-generated data for OEM solutions which was sold to Ignite Technologies and Security On-Demand in two separate transactions. Prior to leading Infobright, Don was at the helm of Aleri, a complex events processing business sold to Sybase in 2010. Don is Co-chairman of the Midwest IoT Council and on the executive committee of the Array of Things Project (NSF funded project for smart cities). He has held numerous corporate director and board positions including Chairman of Apropos, Inc. Dedicated to both professional and community service, Don also serves on the executive board of the Illinois Technology Association, as well as the Juvenile Protective Association. He is the co-author of "The Future of IoT", released in June 2017, and has a new book coming out in 2018. He is passionate about the Internet of Things and the Chicago Blackhawks.

George Thomas

Kris Carter

Kris Carter is the Co-Chair of the Mayor's Office of New Urban Mechanics. He is a non-practicing engineer, an optimistic urban planner, and a self-taught filmmaker. He has a not so secret love for Boston (his adopted home) and working through challenging human-centered urban problems. Kris has been nationally recognized by the APA for his blending of storytelling and urban planning and the Federal Labs Consortium for his innovation in transportation work. With the Mechanics, Kris has helped lead the City's overhaul of parking technology, expanded the City's mobility options, launched a digital storytelling outfit, managed the award-winning Public Space Invitational, and currently oversees the City's autonomous vehicle research efforts. Prior to leading the Mechanics, Kris acted as the Director of Boston's bicycle program, oversaw the expansion of Hubway, served as an advisor to Mayor on the Boston Innovation District, and helped operationalize One Fund Boston in response to the Marathon bombings. He is a two-time AmeriCorps alum, firmly believes in bagging his own groceries, and has yet to find a job more challenging (and enjoyable) than raising twins.

Lisa Brown

Lisa Brown joined Johnson Controls in 2003. As senior national director for Municipal Infrastructure & Smart Cities, Lisa is responsible for growth of the local government market in North America, including the development of strategies, offerings and innovations for local government service and systems markets. In 2015, Lisa created Johnson Controls' local government urban growth initiative, which combines smart city solutions with community outreach and workforce enhancement for midsize to large municipal customers. Lisa is consistently sought out to deliver key note presentations and participate on Smart City and IOT panels to discuss how data can assist cities to become "smarter" and its relation to climate resiliency, smart infrastructure and economic growth. Lisa was recently nominated to join the Women of Municipal Government committee for the National League of Cities (NLC), and the Smart Communities Advisory board for the International City Manager's Association (ICMA). For the past five years, she has been the president of the East Region Women's Resource Network of Johnson Controls and served as global ambassador for International Women's Day. Lisa served 15 years with the Junior League of Montclair-Newark, four of those years as director of community development and outreach in Newark, New Jersey. Lisa currently is a board member of the Rumson-Fair Haven Education Foundation. In 2016, she was honored as a NY Women of Valor and received the Humanitarian Award from St. Francis Food Pantries and Shelters, which support 1.5 million food disadvantaged New Yorkers annually. Lisa resides on the Jersey Shore with her family and two always hungry dogs.

Phil Horvitz - CTO

Robert Stalzer

Rob Stalzer has over thirty-nine years of local government experience. He has served as City Manager of the City of Fairfax, VA since January 7, 2019. Previously, Mr. Stalzer was Deputy County Executive of Fairfax County from June 2000 to January 2019. In this role, he was responsible for the departments of Public Works and Environmental Services, Land Development Services, Planning and Zoning, Transportation, Code Compliance and the Office of Community Revitalization. He served as liaison to the Fairfax County Park Authority and coordinated with the Fairfax County Economic Development Authority and Fairfax Water. From June 2000 to September 2012, Mr. Stalzer was also responsible for the Police Department, Fire and Rescue Department, the Department of Public Safety Communications (9-1-1 center), the Office of Emergency Management, and served as both Deputy Director of Emergency Management and Emergency Management Coordinator. During his tenure as Deputy County Executive, Mr. Stalzer worked with the Board of Supervisors and the Economic Advisory Commission to implement the Board's adopted "Strategic Plan to Facilitate the Economic Success of Fairfax County." He provided executive leadership for the West Ox/PSTOC complex, a $250 million public safety and transportation "public-public partnership" involving Fairfax County and the Commonwealth of Virginia. Mr. Stalzer led the County's efforts to construct a $100 million public-private mixed-use transit-oriented development project adjacent to the new Wiehle Avenue/Reston East Metrorail station and was involved in a half a dozen other significant public-private partnership initiatives throughout the County. From 1988 to June 2000, Mr. Stalzer served as the Town Manager of Herndon, Virginia and from 1983 to 1988, as the Director of Planning and Zoning for Roanoke County, Virginia. He has an MBA from Syracuse University, a Master's in Regional and City Planning (MRCP) from the University of Oklahoma and a BA from Clark University. He is a graduate of the Senior Executive Institute of the University of Virginia and is certified by the International Coach Federation as an Associate Certified Coach (ACC). Mr. Stalzer is a Professor of Practice in the Virginia Tech School of Public and International Affairs and regularly teaches graduate level courses in urban planning, economic development and public administration. He initiated the Virginia Tech workshop curriculum "Leading Successful Public-Private Partnerships - P3s." Mr. Stalzer is a Credentialed Manager (ICMA-CM) and a member of the International City/County Management Association, the American Institute of Certified Planners (AICP), the International Economic Development Council (IEDC) and a past president of the Virginia Local Government Management Association (VLGMA). Mr. Stalzer was inducted into the College of Fellows of the American Institute of Certified Planners (FAICP) in April 2016. He was inducted as a Fellow of the National Academy of Public Administration in November 2017.
