Asim S. Raza - Chief Legal Officer, VP

Asim S. Raza joined Arcadian Infracom, Inc. in 2022 and currently serves as the company's Vice-President & General Counsel. In his role, Mr. Raza's responsibilities include overseeing all legal matters of the company and its various subsidiaries, serving as the company's corporate secretary, and also managing its governmental affairs. Mr. Raza earned his B.A./M.S. in Criminal Justice from The American University in Washington, D.C., his J.D. from DePaul University in Chicago, Illinois and his M.B.A. from Washington University in St. Louis, Missouri. Mr. Raza serves on the Board of Directors for the Missouri Chamber of Commerce, Whitfield High School, the Churchill Center & School and the St. Louis Civic Pride Foundation. On a more personal note, Mr. Raza also serves as a freelancer for Fox Sports, ESPN and CBS Sports working on various broadcast teams for the XFL, College Football, Major League Baseball and the National Hockey League.

Daniel Davis - CEO, Founder

Dan has 25 years of global operations, strategy, finance, regulatory and legal leadership experience in telecom infrastructure, data center, cloud, medical device and biotechnology companies. Prior to founding Arcadian, Dan provided corporate strategy, finance and operations advisory services to data center and network service provider companies as well as private equity, hedge fund and family office investors in the infrastructure space. Dan is active in the St. Louis start-up company ecosystem acting as lead mentor to select early stage companies in a local accelerator as well as providing one-on-one coaching to early stage CEOs. Dan periodically teaches select courses within the Executive MBA program at Washington University in St. Louis. Mr. Davis retired in April 2017 from CenturyLink after a 20-year executive career, where he last served as Vice President in its Corporate Strategy group. Dan had responsibility for the worldwide corporate business development efforts of CenturyLink and was the executive sponsor for relationships with global technology leaders such as Microsoft and Facebook. Dan led a cross functional team of business professionals and attorneys that ideated, structured, negotiated and implemented global partnerships, alliances and minority equity investments. While at CenturyLink Mr. Davis was also a core member of the M&A teams that acquired $30b of network, data center and software companies. Before his time in the CenturyLink Corporate Strategy group Dan served as its Deputy General Counsel. In that role he grew the law department from 7 lawyers to over 220 legal professionals. He led legal teams supporting the CenturyLink's network operations team, global wholesale business unit, Office of Chief Technology Officer, as well as supply chain, real estate and carrier relations functions. Mr. Davis joined CenturyLink in 2003 after CenturyLink's acquisition of LightCore, where he had served as its General Counsel and Secretary, head of Network Development and several other operating unit leadership roles. Mr. Davis began his career in private legal practice in St. Louis, Missouri with the international law firm of Bryan Cave in its corporate transactions and corporate finance groups. Mr. Davis earned his B.A. degree in Political Science from The University of Illinois in Champaign-Urbana (with significant coursework in mechanical engineering), his J.D. from St. Louis University and his Executive MBA from Washington University in St. Louis.

Derek Garnier - Founder

Derek is a 30-year industry veteran in the communications sector, specializing in corporate and market strategy with an emphasis on revenue generation. He is also a former engineer with expertise in metro dark fiber, lit services, and datacenters. Derek was most recently President & COO of Evocative Datacenters, a national colocation, network, and services provider in the United States where he assisted in growing the business from a single location to eight locations in five markets as well as incorporating five acquisitions and a successful capital raise. Prior to Evocative, Derek was CEO of Layer42 Networks, a national network services and colocation provider which he restructured from bankruptcy to profitability and successfully exited in 2015 through a sale to Wave Broadband. Layer42 primarily connected data centers with dark fiber to support both wave and IP customers. Their client base included Pure Storage, Box, Dropbox and many other high growth technology companies. Post-sale Derek continued as Wave's SVP of Datacenter Services. Earlier in his career, Derek held management positions at QTS Datacenters where he was responsible for a national team of Engineers as well as dotted lines to Marketing and Product Development. Prior to QTS, Derek helped found SiteSmith, a services company acquired by AboveNet Communications in 2001, where he stayed aboard post-acquisition to run Sales and Engineering teams for their network services divisions. Derek oversaw the Media and Entertainment vertical as well as emerging technologies, interfacing with traditional studios and post-production houses including ILM, Pixar, Sony, and Disney as well as the emerging OTT and media players including YouTube, Netflix, Facebook, Microsoft and others. Previous, Derek was an early member of ISI, a datacenter and network company that was acquired several times and subsequently became the datacenter and network engineering division for Global Crossing. Before ISI, Derek was a backbone engineer for MFS Datanet where he supported the original peering exchanges, MAE East and MAE West. Derek's career started as a field and backbone engineer for Cabletron Systems.

Rick Waterman

Rick has 28 years of experience in fiber network operations, installation, design, provisioning, and project management related to OSP/ISP. Rick most recently worked for CenturyLink through the acquisition of Qwest Communications. At CenturyLink he was a GIS Engineer responsibility for database inventory of all the fiber routes, conduit, manholes/handholes, and fiber panels in CenturyLink's GIS System. Prior to GIS Engineering, Rick was a Fiber Analysis Engineer responsible for analyzing fiber traces on all new and existing fiber builds. Rick joined Qwest in 2001, where he was the Lead OSP/ISP Technician, managing numerous high priority customer projects, protecting more than 70 miles of route with 13 sites. Rick has deep experience with many different transport systems including Ciena, Infinera, Cisco, and Fujitsu, and has worked closely with the Federal Government on systems and monitoring. During his time with Qwest, he was promoted to management in Arizona, managing a crew of 38 with responsibility for installation and maintenance of all circuit, splice, and construction crews. Rick managed day-to-day operations, including supervision, training, company safety procedures, as well as the design and installation of fiber and cabling systems and system networks. Prior to Qwest, Rick founded a telecommunications company under Rod Jackson & Associates. Rick started the company with two employees and grew it to a Team of 22 within six months. He was responsible for the technical build out the 5th floor at Hope Street in Los Angeles for MCI/WorldCom.
