Clare L. Milliner

Clare L. Milliner is a life-long resident of Chester County, Pennsylvania. She has practiced law with Brutscher, Foley, Milliner, Land & Kelly, LLP since July, 1989. Prior to that she served as a law clerk for the Honorable Lawrence A. Wood in the Court of Common Pleas of Chester County, Pennsylvania. Clare Milliner specializes in family law, including divorce, custody, child and spousal support, equitable distribution, alimony and Orphan's Court matters, including adoption, estates and will contests. Clare Milliner is also an experienced mediator. Clare Milliner and her husband, Walt Koken, are authors and publishers of The Milliner-Koken Collection of American Fiddle Tunes (2011), the most comprehensive compendium of Old Time Fiddle Tune transcriptions in the world. Their band, Orpheus Supertones, performs locally and around the world. www.mudthumper.com Clare L. Milliner joined the firm in July, 1989 and focused her practice in the area of family law and Orphan's Court matters. Neil E. Land joined the firm in January, 1993. Mr. Land focuses his practice in the areas of business law and litigation, estate planning, administration and orphan's court matters, land development and municipal clients. In 2004, Clare Milliner and Neil Land became partners and the firm continued its practice under the name Brutscher, Foley, Milliner & Land, LLP. In 2008, George A. Brutscher passed away after a very brief illness. Stephen J. Kelly joined the firm in January, 2014 and specializes in criminal defense, plaintiffs personal injury, and family law. In 2019, Mr. Kelly became a partner.

Edward M. Foley

Born and raised in Chester County, Edward M. Foley graduated from Penn State University as a mathematics major. He attended law school at the University of North Carolina - Chapel Hill and was also a visiting student at the University of Pennsylvania School of Law. After receiving his law degree, Ed was admitted to the Pennsylvania bar in 1978. He has been admitted to practice before the U.S. District Court (Eastern District of Pennsylvania) and the U.S. Circuit Court of Appeals (Third Circuit), and is also a member of the Chester County and Pennsylvania Bar Associations. After practicing in Delaware County for four years, Ed joined the Brutscher firm in 1982, and was named partner in 1985. Since then, the firm has continued to grow and now consists of five attorneys, practicing as Brutscher, Foley, Milliner, Land & Kelly, LLP. A long-standing member of the Kennett Area YMCA, Ed has served on its Board of Directors, as well as on the Board of the United Way, of which he is also a past president.

Neil E. Land

Originally from Delaware, Neil has been a resident of Chester County since 1980. Neil is a graduate of both Indiana University (Bloomington, IN), and Widener University School of Law. He was admitted to the Pennsylvania and New Jersey bars in 1993, and currently maintains his Pennsylvania bar membership. Neil is a member of both the Chester County and Pennsylvania Bar Associations. After joining the Brutscher, Brutscher & Foley firm in 1993, he became a partner in 2004. At that time, the firm changed its name to Brutscher, Foley, Milliner & Land, LLP. Neil's legal practice areas include business law, including entity formations and dissolutions, business transactions, advisement and litigation, estate planning and administration, Orphans' Court matters and litigation, real estate and zoning law, subdivision and land development, landlord and tenant, and general counseling and litigation. He currently represents several township zoning hearing boards in the county, and is the solicitor for a building codes appeal board. Neil is a former solicitor for both New Garden Township and the New Garden Township Sewer Authority. Neil is also solicitor for numerous homeowners and condominium associations. Since coming to the Kennett Square area, Neil has been involved with many community groups, including the Kennett Area Senior Center, St. Patrick's School and CYO and the Kennett Area YMCA. He has also served as a member on the zoning hearing boards of both Kennett Township and the Borough of Kennett Square, Neil also regularly contributes to various local groups, such as the Kennett Area Park and Recreation Board, the Gabriel DeVitto Memorial Paddle Tournament, the Italian American Citizens League and the Willowdale Steeplechase.

Stephen J. Kelly

Steve Kelly focuses on complex litigation including personal injury and wrongful death cases, government affairs and municipal law, commercial law, all manner of criminal defense including DUI, white-collar prosecutions and drug offenses, and Steve handles many education law and family law cases. Since joining Brutscher, Foley, Milliner, Land & Kelly in 2014, Steve has won many major victories for clients in numerous venues throughout the area, including federal and state courts, and before various boards and commissions. Steve began his legal career working for the House of Representatives for the State of Delaware. He next served as a judicial law clerk before joining the Chester County District Attorney's Office where he served as a senior trial lawyer for over 25 years. During that time, he tried more trials to a jury in the Chester County Courthouse than any other attorney in the county. In addition to trying high profile cases, Steve was placed in charge of police officer training, and was responsible for running both the Investigating Grand Jury and the felony drug unit. His notable career includes the successful prosecution of numerous capital murder cases and highly publicized white-collar prosecutions, gaining numerous convictions of corrupt attorneys and public officials. Steve earned a bachelor's degree in Economics at the University of Delaware and his law degree from the Delaware Law School. He is a graduate of the Career Prosecutor Course at the National College of District Attorneys and served on the faculty of the National College of District Attorneys. Steve continues to be active in the local community. He is proud to have been able to work extensively with church and neighborhood groups on revitalization efforts in the City of Coatesville, and he served for many years on behalf of the residents of Kennett Square as a member of borough council. He currently serves on the Chester County Prothonotary's Advisory Committee and enjoys volunteering with community oriented groups such as the Joseph & Sarah Carter Community Development Corporation. With deep sadness we acknowledge the passing on Tuesday April 25, 2023 of our beloved partner, Stephen J. Kelly, a brilliant mind, a well-respected lawyer, and a good friend.
