Bernd Schlenther

Christopher Kennally has more than 44 years of Government experience. After retiring from the U.S. Army in 1998, he entered on duty with the U.S. Customs Service, later reorganized as U.S. Customs and Border Protection (CBP), at the Port of Anchorage, Alaska. He has held a variety of key management positions within CBP, such as the Area Port Director-Savannah, Georgia, Acting Director of Field Operations (DFO), Seattle Field Office, Assistant DFO-Trade, Seattle Field Office, and Deputy Executive Director, Cargo and Conveyance Security (CCS). Christopher Kennally is a recent retiree of U.S. Customs and Border Protection (CBP) with over 44 years of federal service. During his career, he was widely recognized as a border management and security expert, specifically in regards to enhancing and securing trade and travel. With Mr. Kennally's years of federal service in leadership positions throughout CBP, he brings extensive experience, expertise, and insights to the CT Strategies team. Mr. Kennally is a 2011 graduate of CBP Leadership Institute, University of Chicago-Booth School of Business and the recipient of the Commissioner's Dean-Melendez Anti-Terrorism Award and Commissioner's Award for meritorious service (Trade Facilitation).

He is a consistent and active contributor to Wounded Warrior Project, Australia Zoo, Sea Shepherd, and Save the Manatee Club. David Burnell is an accomplished professional and entrepreneur. Mr. Burnell is the President & CEO of eSun Global Consultants LLC. Founded in 2013, the firm offers expertise in mergers, acquisitions, and all aspects of supply chain operations. Heis also a subject matter expert in counter terrorism, and regulatory compliance related to Homeland Security, and Transportation Cargo Security.

David Murphy

For the last year and a half, Mr. Murphy has been called upon to serve in some of the top leadership positions within CBP and the Office of Field Operations as Executive Director of Operations, Deputy Assistant Commissioner and Assistant Commissioner, overseeing 29,000 personnel and a 4 billion dollar budget. He assisted in the efforts to expand preclearance in Abu Dhabi, the 560 public/private partnership initiative, and the "Workload Staffing Model" for the Office of Field Operations. Mr. Murphy has served in a number of critical leadership positions within CBP. He retired with 30 years of government service on September 25, 2013. He has served in the Senior Executive Service since 2006 when he was selected as the Director, Field Operations, Chicago Field Office. In this capacity, he was responsible for all Office of Field Operations activities in a 12 state Midwest region. He supervised a workforce of approximately 1,100 employees, 40 offices, 23 Port Director and 4 Area Port Directors and his managerial oversight included all international arrivals in airport and seaport environments, including airports at Chicago O'Hare, Minneapolis-St. Paul, Cleveland, Cincinnati and St. Louis, as well as three largest express consignment operations in the United States (DHL, UPS and FedEx). While in Chicago he hosted his own live weekly public television show on CBP, the first of its kind in the nation.

Erik Moncayo

Erik Moncayo has over 25 years of Federal Government service in the areas of security, intelligence and analysis, international relations, training and employee development, and organizational design and management. He began his federal career with the U.S. Border Patrol in February 1996 in Douglas, Arizona. Mr. Moncayo most recently served as the Deputy Assistant Commissioner for CBP's Office of International Affairs (INA), where he provided executive leadership in planning short and long-range strategies, activities, and projects with national and international impact. With Mr. Moncayo's years of federal service in leadership positions throughout CBP, he brings extensive experience, expertise, and insights to the CT Strategies team.

Eugenio Garza Jr.

Eugenio Garza Jr. is a former U.S. Customs and Border Protection (CBP) official with over 42 years of federal service. Most recently, he served as Director of Field Operations at the Laredo (Texas) Field Office for CBP. While serving as Director of Field Operations, Mr. Garza provided oversight and guidance to the operation of eight ports of entry across Texas. He also created partnerships with the private sector and other federal, state and local law enforcement agencies to include the Government of Mexico. Eugenio Garza Jr. is a recent retiree of U.S. Customs and Border Protection (CBP) with over 42 years of federal service. During his career, he was widely recognized as an expert in international border security management issues. With Mr. Garza's years of service in leadership positions at CBP he brings extensive experience, a breadth of knowledge, and insights to the CT Strategies team.

Gary Lupinacci

Mr. Lupinacci is the former Vice President of Security and Government Compliance at Worldwide Flight Services. Jeffrey Baldwin

In this capacity, he was the senior executive responsible for the management of the operations of 20 major field offices and the operations at 328 ports of entry. Additionally, Mr. Baldwin has represented the United States on Customs related matters and training initiatives in Europe, Central and South America, and Africa. In November 2008, Mr. Baldwin received the Secretary's Award for ‘Team DHS Excellence' in recognition of CBP's hurricane season relief, recovery and reconstitution efforts. In March 2009, he received the CBP Commissioner's Best Practices and Innovation Award for the ‘Model Ports Initiative'. Jeffrey Baldwin is a customs and port operations expert with over 39 years of federal service with the U.S. Customs and Border Protection (CBP) and its predecessor agencies. Throughout his career, he has been entrusted with the complete management of law enforcement operations, policy, and infrastructure at critical multimodal port locations across the United States as well as at the national level.

Joe Uribe

Prior to K2 Trade Solutions, Ms. Kenney served as the President of Janel Group, a public, 70-million-dollar, global logistics service provider with 15 offices across the U.S. There, she led finance, sales, marketing, operations, technology, acquisitions as well as the planning and execution of the company's long term growth strategy around the globe. In previous roles, she served as Vice President of Global Partnerships for Janel Group and, earlier, as President of Liberty International. She's held positions in every aspect of supply chain logistics during her career, including agency development, business development, Customs brokerage operations, forwarding operations and supply chain technology solutions. She has more than 30 years of experience in international logistics and commercial operations, including customs brokerage, freight forwarding, cargo security, CTPAT and the creation and implementation of IT systems. She led the sourcing, due diligence, and successful integration of several Customs brokerage and freight forwarding acquisitions, as well as expansion efforts into new service locations. Ms. Kenney was instrumental in developing overseas agency networks and active in key account sales. She's traveled extensively in the Far East, with particular emphasis on mainland China. Ms. Kenney is a founding member of the Coalition of New England Companies for Trade (CONECT) and sits on CONECT's Board of Directors. She's the former President of the World Trade Club of Rhode Island. Ms. Kenney was a past member of CBP's 12th and 13th COACs (Commercial Operations Advisory Committee). During her 2nd term, she served as the Trade Chair for the Trade Enforcement and Revenue Collection Subcommittee of the COAC. Ms. Kenney is a native of Rhode Island where she lives with her husband.

Kathleen Conway

Leigh Winchell

Mr. Winchell has held executive positions in the World Customs Organization, U.S. Immigration and Customs Enforcement, and its predecessor agency, the U.S. Customs Service. Mr. Winchell is the former Deputy Director of the Compliance and Enforcement sub-directorate within the World Customs Organization. In this role, he was responsible for maintaining the Customs Enforcement Network (CEN), and for coordinating international cross border enforcement operations within the WCO's priority areas: revenue compliance, drug enforcement, security, environmental crime, and IPR/health and safety. He was also responsible for the WCO's training programs, providing technical assistance to member nations, and establishing the WCO's compliance enforcement policy and procedures. Mr. Winchell has served on several boards that have allowed him to further his expertise in areas critical to Homeland Security. He has served on the Executive Board of two Joint Terrorism Task Forces and the Integrated Border Enforcement Team. Hewas the Chair of the Executive Board for the NW Border Enforcement and Security Task Force and the NW High-Intensity Drug Trafficking Area. Mr. Bradd Skinner

Mr. Bradd Skinner is a Homeland Security professional who is an accomplished leader, with 35 years of domestic and international experience. Mr. Noel Sanchez

In that year, CBP Officers in South Texas facilitated the processing of 2.8 million commercial trucks with a total value of processed imports exceeding $142 billion annually, 19.6 million privately owned vehicles, and over 53 million passengers and pedestrians. Noel Sanchez is a retired U.S. Customs and Border Protection (CBP) official. Most recently, he was appointed as the Assistant Director for Border Security at the Laredo, Texas Field Office in December 2010. As Assistant Director for Border Security, he was responsible for all activities related to the admissibility of people, addressing and preventing threats of terrorism, and the deterrence of smuggling of contraband and narcotics through the eight ports of entry in the Laredo Field Office.

Mr. Shawn Beddows

Shawn Beddows is CT Strategies' Vice President of Global Services. Mr. Beddows has over 21 years of experience serving U.S. Customs and Border Protection (CBP) and the legacy Customs Service. Most recently, while in government, Mr. Beddows served as CBP's Deputy Attaché in Brussels, Belgium. Mr. Beddows is also an Authorized Economic Operator (AEO) Technical and Operational Adviser who is recognized by the World Customs Organization (WCO) with expertise in air cargo and passenger operations, maritime cargo operations, as well as aviation security initiatives. Shawn Beddows is the Vice President of Global Services at CT Strategies, which provides strategic consulting services to clients seeking insight and innovative approaches to current border management and supply chain challenges in the U.S. and around the world. Mr. Shawn Beddows is a World Customs Organization (WCO) accredited Customs Technical and Operational Advisor in the field of Authorized Economic Operator (AEO) and Associated Global Trusted Trader Mutual Recognition Agreements (MRA). He served for 22 years in U.S. Customs and Border Protection (CBP) in a variety of roles, including air cargo and passenger operations, maritime operations, supply chain security, and aviation security initiatives. He also served as the Vice-Chairperson of the SAFE Working Group at the WCO and oversaw the final negotiations and signing of the Mutual Recognition Decision between the United States and the European Union. Most recently, Mr. Beddows managed Cargo Security, Cargo Border Management (CBM) and engagement with the WCO at the International Air Transport Association (IATA). In this role, he supported CBM capacity building initiatives, serving as the Secretary of Cargo Security Working Group and IATA representative to the International Civil Aviation Organization (ICAO) Working Group on Air Cargo Security. Prior to his role at IATA, Mr. Beddows served in key positions in government, including Deputy CBP Attaché in Brussels and Acting Director of the Customs-Trade Partnership Against Terrorism (CTPAT) at CBP Headquarters. As Deputy Attaché, Mr. Beddows represented CBP's positions on policy and operational matters, reporting to the Ambassadors of the U.S. Mission to the European Union and the U.S. Embassy to the Kingdom of Belgium. He also represented CBP, regarding global Customs policy and technical issues at the WCO, to include coordination with ICAO, IATA, and other industry stakeholders with regards to Pre-Loading Advance Cargo Information (PLACI) and other developing standards and guidance. During his time as Acting Director of CTPAT, Mr. Beddows was responsible for providing high-level briefings for senior leaders, creating policy and making policy decisions on behalf of the program, negotiating and meeting with foreign delegates, and coordinating with the Commercial Operations Advisory Committee (COAC) as well as with various trade groups and government agencies. Mr. Beddows began his career as a CBP Officer at the Newark/Elizabeth Seaport in New Jersey. He later took on roles as a Supply Chain Security Specialist and Branch Chief, developing his expertise in supply chain security, the CTPAT program, and the DHS single trusted shipper program. Robert Watt

Ronald May

As CBP's senior representative to Canada, Mr. May was responsible for coordinating all U.S./Canada border management policies and strategies with the U.S. Ambassador and Canadian Government entities.

Salvador Nieto

Salvador Nieto is a retired Chief Patrol Agent, having served as a member of the Senior Executive Service from September 2007 until he retired on December 31, 2013. Most recently, Mr. Nieto served as the Department of Homeland Security's (DHS) Director of the Border Enforcement Coordination Cell at the El Paso Intelligence Center (EPIC). In this capacity, he directed a multi-jurisdictional information coordination cell which served as the primary location for DHS-focused southwest border interdiction, investigative, and intelligence coordination. These efforts enhanced information sharing and collaboration between DHS, the Department of Justice (DOJ), the Department of Defense (DOD), state, local and tribal law enforcement, as well as international and non-governmental partners.

Her experience is not only as an official of different Mexican customs ports of entry, but also during her time in the private sector, she provided her services as a training leader for an influential multinational corporation, managing one of the customs projects of high relevance for the Mexican government within the Mexican Customs. She created and imparted training programs to the personnel of said project.

Thoang Tran

Thoang Tran recently served as the Deputy Chief of Party/Senior Customs Expert at the USAID Trade Facilitation Program (TFP). Here, he was responsible for the General Department of Vietnam Customs (GDVC) and line ministries, including the Ministry of Agriculture, Rural Development, Health, and the Ministry of Industry and Trade.
