Adrienne L. Isacoff serves Of Counsel in the Firm's New Providence office, serving as Co-Chair of the Construction and Public Contracting Group. She focuses on public, commercial and hi-end residential construction contracts, public contracting and procurement of goods and services, as well as on her active dispute resolution practice. She serves as Legal Counsel to the Utility & Transportation Contractors Association of NJ, and provides counsel and litigation services to commercial and residential property owners, suppliers, school districts and county colleges, including contract drafting and negotiating; preparation of bid and procurement documents; lien and bond claims; and claims involving differing site conditions, delay, consumer fraud, public bid disputes, and breach of contract.
Adrienne serves as an arbitrator for the American Arbitration Association on construction and related disputes, including single-member small matters and three-member panel complex matters. She is also on the AAA Panel for arbitration of consumer fraud for goods and services contracts. She also provides mediation services for the AAA, as well as for the U. S. District Court for the District of New Jersey, the Superior Court of New Jersey and by private engagement. She was selected to serve on the AAA Master Mediator Panel for large construction disputes.
Adrienne is a past Co-Chair of the NJSBA Construction Law Section, current Co-Chair of the Bergen County Bar Association Construction Law Committee and is a member of the NJSBA Dispute Resolution Section and the Women's Construction Initiative NYC. She served for eight years as a member of the Planning Board in the Borough of Closter.

Brian R. Tipton is the Managing Partner at Florio Perrucci Steinhardt Cappelli Tipton & Taylor and chairs the firm's litigation group. Brian has extensive experience in complex business, commercial, and construction and public contract law matters. Brian also represents clients in matters involving commercial real estate, redevelopment, and land use matters.
Brian regularly represents corporate and individual clients before state and federal courts in New Jersey, Pennsylvania and New York, administrative law courts in New Jersey, the New Jersey Board of Public Utilities, and in numerous arbitration and mediation forums. Although he has successfully tried numerous cases to verdict, Brian also places equal focus and effort on resolving matters prior to trial when in the best interest of his clients.
Brian has counseled contractors in construction claim matters including delay damage claims and bid disputes. He has also represented New Jersey Transit and the Pennsylvania Turnpike Commission in various litigation matters. Brian's work has involved complex business cases involving claims of civil RICO violations, consumer fraud actions, contract breach, corporate disputes, employment issues, and various other related claims.
Brian's accomplishments as a litigator include successfully defending Orbitz Worldwide in a fraud case brought by the Attorney General of the State of New Jersey related to the alleged improper sale of Bruce Springsteen tickets. He also represented a cable operator at trial before the Board of Public Utilities in defense of a claim by Verizon to interconnect their cable lines with those of an existing cable operator.

Brian lives with his wife and three children in Harmony Township, where he has served as the Mayor since 2006. He has also contributed to his community by sitting on the Harmony Township Land Use Board since 2003 and is the Chairperson of the Harmony Township Republican Party Committee. In addition, Brian is on the Board of Directors of the Joseph H. Firth Youth Center in Phillipsburg. The Firth Youth Center is devoted to serving Phillipsburg's vulnerable youth through a wide variety of educational, recreational, and athletic opportunities.

Caitlin also provided technical assistance to the state-operated school districts and monitored the implementation of their transition plans to local control. While Caitlin was serving in this role at the Department of Education, the Newark Public School District, historically, became the first state-operated school district in the State to be returned to full local control. In addition, Caitlin coordinated rulemaking initiatives for several chapters under N.J.A.C. 6A, making policy recommendations and drafting proposed regulations and amendments.

Christine's civil litigation career began at two previous law firms before joining Florio & Perrucci, P.C. in Piscataway, New Jersey as an associate attorney. Christine later joined another law firm in New Jersey primarily managing cases of personal injury and medical malpractice. Her work with Florio & Perrucci, L.L.C., and now with Florio Perrucci Steinhardt Cappelli Tipton & Taylor, focuses on civil litigation in support of the firm's key practices.
Craig Novak practices in the firm's Litigation Practice Group. With over ten years of experience, Craig handles all aspects of the litigation process including the preparation of motions, pleadings, discovery, negotiations, and depositions, court appearances, and trials. He also resolves disputes through mediation and arbitration.
Throughout his career, Craig has focused much of his practice on defending insurance coverage claims. He has defended cases involving personal injury liability, premises liability, automobile liability, and trucking liability. Craig possesses a deep knowledge of insurance policies and related products. He also has experience assisting with insurance fraud investigations.
Before entering the practice of law, Craig interned for a large insurance agency where he analyzed insurance policies to determine the appropriate coverages for the agency's clients. He also interned for the late U.S. Senator, Frank R. Lautenberg.

Don has more than 30 years of trial experience, achieving favorable settlements and verdicts for his clients in many jurisdictions. Doug Steinhardt is a named partner at Florio Perrucci Steinhardt Cappelli Tipton & Taylor. He is a highly successful and experienced litigator with a strong record of favorable verdicts and positive settlements. Doug handles a variety of matters including land use, litigation, commercial transactions, labor and employment, and family law.
He serves as outside counsel to many large and small corporations and as defense counsel to various insurance companies and joint insurance funds. With nearly 30 years of family law experience, Doug represents individual clients in divorce, custody, and related matters. He serves as Sussex County Counsel and general counsel to Warren County Community College and the Warren County Sheriff's Department. He also serves as New Jersey general counsel to the Delaware River Joint Toll Bridge Commission, labor counsel for Sussex and Warren Counties, and special counsel to the Pennsylvania State System of Higher Education. For four years, he was the Warren County Adjuster, prosecuting involuntary civil commitments for Warren County residents. For almost a decade, Doug served as corporate general counsel to DARE NJ (Drug Abuse Resistance Education) and LEAD (Law Enforcement Against Drugs) furthering his commitment to bringing drug and violence avoidance curricula to New Jersey schools. Doug previously served as general counsel to the New Jersey Republican State Committee.
Doug is also the New Jersey State Senator representing the state's 23rd legislative district and Chairman of the Warren County Republican Committee. He is the former Chairman of the New Jersey Republican State Committee and Mayor of Lopatcong Township.

Doug has a strong commitment to non-profit and charitable causes. He is the Co-Chairman of the Warren County Addiction Awareness Task Force and Warren County Mental Health Task Force. He was a member of the Legislative Committee of the New Jersey League of Municipalities, where he also served as an associate general counsel. He is a former member of the Warren County Regional Chamber of Commerce Board of Directors. Doug is a certified Red Cross volunteer. He served on the Executive Board of Directors of the Central New Jersey Council of the Boy Scouts of America and is himself an Eagle Scout.
In October 2010, Doug was appointed by Dean Linda Ammons to the National Advisory Council of Widener University School of Law before being appointed to its Board of Overseers. Widener University awarded Doug an honorary Doctor of Laws degree in May 2013, when he delivered the commencement address at his Harrisburg, Pennsylvania alma mater. Elizabeth H. Marcon is a Partner in the firm's Easton office. An experienced litigator, Elizabeth handles a variety of disputes on behalf of private businesses, public entities, and individuals. Her practice is focused on commercial litigation, employment, insurance defense, workers' compensation, and plaintiffs' personal injury matters. She also serves as Solicitor to the Lehigh-Northampton Airport Authority. As Solicitor, Elizabeth serves as General Counsel to the client and manages the LNAA's legal assignments within the firm.
In the area of commercial litigation, Elizabeth handles a wide range of business disputes, including breach of contract, commercial collections, and claims under Pennsylvania's Wage Payment and Collection Law. Her clients come from various industries such as construction, real estate, software, and professional services.
As a member of the firm's Labor & Employment Group, Elizabeth represents employers and management on labor and employment matters. The Group defends clients in state and federal courts, and administrative agencies, against claims of discrimination, sexual harassment, retaliation, and other employee-related civil rights violations. Elizabeth conducts internal investigations regarding employee misconduct and counsels clients on personnel policies and procedures. In the area of workers' compensation law, Elizabeth practices in both claimant and defense matters. She defends employers, self-insured companies, and insurance carriers. In this area, she successfully argued for dismissal of a workers' compensation claim against an alleged employer, and won reversal of a Claim Petition before the Commonwealth Court in another workers' compensation matter, returning over $100,000 to the client. Emily R. Paulus is an Associate in the firm's Easton office. Emily focuses her practice in the areas of corporate law, commercial lending, cannabis law, and real estate. She also has experience in other areas of civil litigation, including labor and employment law, and higher education law.
Emily's corporate practice includes everything from the formation of companies to their dissolution. She has experience with drafting operating agreements, joint venture agreements, and a variety of other corporate governance documents. Emily also advises clients on private equity raises.
As part of her transactional practice, Emily has experience with negotiating and drafting a variety of contracts, including purchase and sale agreements, commercial leases, and asset purchase agreements. Emily also has experience in all aspects of both residential and commercial real estate transactions, including due diligence investigations and title review.
Emily's commercial lending practice involves advising clients, including businesses and banks, on every aspect of a loan transaction, from commitment letter to closing. She is experienced in reviewing and drafting all types of loan documents.

Leonard N. Zito is Co-Chair of the firm's Alternative Dispute Resolution Group where he serves as a mediator and arbitrator.
Judge Zito is a lifelong resident of Bangor, Pennsylvania located in northern Northampton County, Pennsylvania. He served in the US Navy 1960-1964 and was honorably discharged.
He is a 1968 graduate of the University of Scranton and a 1971 graduate of Villanova University School of Law.

Robert A. Freedberg is Co-Chair of the firm's Alternative Dispute Resolution Group where he serves as a mediator and arbitrator.
Judge Freedberg attended the Easton public schools, graduating from Easton Area High School in 1962. He received a bachelor's degree from Lafayette College with honors in Government and Law in 1966. He received a JD from Columbia University School of Law in 1969.
He was admitted to the Pennsylvania Bar in November 1969 and was sworn in before the Northampton County Court of Common Pleas and the Supreme Court of Pennsylvania at that time.
He began his legal career as a Law Clerk to President Judge Clinton Budd Palmer serving for a year. He then became an Associate with the Bethlehem firm of Sigmon, Briody, Littner and Ross. In 1971 he moved his practice to Easton in association with William P. Hogan and James C. Hogan where he continued to practice law until his election to the bench in 1980. During that period, he had a varied practice including service as an Assistant District Attorney from 1973 until 1979 and as an Assistant City Solicitor for Easton. He argued cases before the Pennsylvania Supreme, Superior and Commonwealth Courts.
In 1979 he was elected to a newly created fifth judgeship in Northampton County. At 35, he was the youngest person elected to the bench in Northampton County. He was retained for an additional term in 1989, receiving a favorable vote of 290 to 3 from the Northampton County Bar. In 1999 he was retained for a third term receiving a favorable vote of 218 to 1 from the County Bar.
With the retirement of Judge Alfred T. Williams in 1991, he became President Judge of the Court of Common Pleas of Northampton County, a position he held for 17 years until his appointment to the Pennsylvania Superior Court. During his tenure as President Judge, the Court expanded to nine judges. A modern addition to the courthouse was constructed including seven new court rooms, a new juvenile court facility was added, and a new Domestic Relations Court building was built.
In 2008 Governor Rendell appointed him to the Superior Court of Pennsylvania. He was unanimously confirmed by the Senate of Pennsylvania and served on the Superior Court until his retirement in 2012. A number of his opinions appear in the Atlantic Reporter. In 2012, he became Of Counsel to the Firm of Florio, Perrucci, Steinhardt Cappelli Tipton & Taylor, LLC.
Judge Freedberg received an Honorary Doctor of Laws degree from Lafayette College, the Liberty Bell Award from the Lehigh County Bar Association, the Holmes Good Citizen Award from the Easton Area Youth Center, and the Good Scout Award of the Minsi Trail Council, Boy Scouts of America.

J. Andrew Kinsey is a Partner at Florio Perrucci Steinhardt Cappelli Tipton & Taylor LLC and chairs the labor and employment group. Andrew has decades of experience representing management and prides himself on responsiveness and the ability to handle all facets of federal, state, administrative and arbitral matters in a cost-effective manner.
Andrew has significant experience mediating and litigating employment discrimination, harassment, whistle-blowing, retaliation, wrongful discharge, defamation, misappropriation, and other employment-related cases before federal and state courts at both the trial and appellate levels. As a defense attorney, he has successfully dismissed and "no caused" discrimination and whistle-blower cases and is one of the few attorneys to have ever obtained attorneys' fees and costs in favor of his clients after the dismissal of a plaintiff's lawsuit. Jennifer Ann Vorhies is a Partner and Co-Chair of the firm's Divorce and Family Law Practice Group. Joseph Bock is currently Of Counsel in the Easton, Pennsylvania office at Florio Perrucci Steinhardt and Cappelli. Prior to joining the firm, Mr. Bock was a Senior Vice President at American Home Products Corporation (Wyeth), now Pfizer, where he was responsible for world-wide labor relations, compensation, personnel matters, affirmative action programs, and security. While employed at Wyeth, many complimentary articles and letters were written by senior union officers regarding its labor relations policies. Mr. Bock was the only management executive to be awarded a Bronze Medal from the Industrial Union Department, AFL-CIO, for his "invaluable help in settling the NYNEX strike" in l989. He also received complimentary letters from former U.S. Secretaries of Labor, Elizabeth Dole and Lynn Martin, regarding his labor relations philosophy.
Early in his career, Mr. Bock served as a human resources executive at several other corporations as well as an attorney at other law firms. Mr. Bock is a past member of the Caldwell College Board of Trustees, in Caldwell, New Jersey, as well as a former member of the Board of Trustees of Warren Hospital in Phillipsburg, New Jersey. Katharine A. Fina is a Partner in the Easton office focusing her practice on construction litigation, public procurement, and municipal and county law. Lou Cappelli, Jr. is the Managing Partner in the Cherry Hill office at Florio Perrucci Steinhardt Cappelli Tipton & Taylor. Lou has extensive experience in education, governmental and regulatory affairs, labor, lobbying, land use, real estate, family, and personal injury law.
Prior to joining the firm, Lou was a solo practitioner in Camden County. He focused mainly on real estate, family and personal injury law. During this time, he developed a history of favorable results for clients in personal injury and family law.
Since joining the firm, he has expanded his experience in education, governmental and regulatory affairs, and in state lobbying. He recently won a major legislative victory by helping to pass a law that permits New Jersey's wineries to ship their product out of the state. He has served as prosecutor, planning board attorney or labor attorney in eleven municipalities.
Lou currently serves as Director of the Camden County Board of Commissioners. He has served as a Commissioner since 2002 and as a Director since 2006. He previously served as a member of the Board of Commissioners in the Borough of Collingswood and as a member of the Collingswood Board of Education. Lou also served as Chair of the Board of the Delaware Valley Regional Planning Commission. Mark Caliguire, Of Counsel to the firm, has extensive experience in government affairs, administrative, corporate business law and litigation.
Prior to joining the firm, Mark served as General Counsel and Vice President of Government Affairs for Meadowlands Hospital Medical Center, managing all legal and community affairs for the acute care hospital facility serving Hudson and Bergen counties. As a member of the hospital's leadership team, he managed outside counsel, negotiated contracts, advised on employment practices, compliance and risk management. He also served as Governing Board Secretary.
Mark has a strong background in politics and government. He is the President of the Somerset County Park Commission which manages Somerset County's 15,000 acres of parkland and open space, including five county golf courses and hundreds of recreational programs. He served as a Somerset County Freeholder from 2011 to 2018, serving as Director of the Freeholder Board in 2015. In his Freeholder capacity he has acted as liaison to the Somerset County Business Partnership, Agriculture Board, Opens Space Advisory Committee, Parks Commission and as Budget Committee Chairman. He has also spearheaded special projects including the negotiated merger of the Somerset and Hunterdon County jail operations, a detailed review with outside special counsel of the operations and financing of a county wide solar energy project, and he established a health center for county employees to better manage the county's self-funded employee health plan's delivery of services and contain costs.
He is the current chairman of the Montgomery Township Republican Committee. He previously served as a Township Committeeman and as Mayor of Montgomery Township. He has been active on the Somerset County Republican Committee and various local and statewide political campaigns.
Mark spent 20 years serving as President of a multi-million dollar company where he negotiated acquisitions, labor contracts and purchase agreements, and managed sales and product distribution. He started his legal career with the State of NJ Department of Law and Public Safety as Deputy Attorney General in the Division of Criminal Justice.
He also served as a member of the Board of Governors for Princeton Alliance Church and was appointed by President George W. Bush to the National Advisory Council of the U.S. Small Business Administration.

Mark has been with the firm since 2005. He has represented numerous public entities, including the South Jersey Transportation Authority, Delaware River Joint Toll Bridge Commission, Montgomery Township Zoning Board, and the Edgewater Borough Planning Board, and currently is the attorney for the Township of Bridgewater Planning Board, the Warren Township Zoning Board, and the Town of Hackettstown. Mike has spent thirty-five years as a litigator on numerous federal and state cases involving corporate, commercial, and personal injury cases that range into millions of dollars. Additionally, because of his interest in real estate development, Mike has also developed expertise in real estate-related matters such as land use, zoning, municipal, environmental, contracts, and banking law.

In this role, Philip litigated cases from inception through trial. Robert M. Donchez is a Partner in the Easton office and concentrates his practice in civil litigation, business/corporate law, land use law, and municipal law. He regularly represents corporate, governmental and individual clients in a broad array of legal matters and has served as the Solicitor to the Lehigh-Northampton Airport Authority.
Robert has developed a particular focus on plaintiff civil litigation where he seeks justice for victims in catastrophic injury and death cases involving automobiles, product liability, medical malpractice, workers' compensation, and employment discrimination. Sarah's corporate practice involves everything from the formation to the dissolution of a company and serves clients ranging from new entities and startups to established businesses and repeat entrepreneurs. She has experience with corporate governance and organization, joint ventures, and a variety of other corporate and transactional matters.
As part of her transactional practice, Sarah has extensive experience with negotiating and drafting contracts, including purchase and sale agreements, commercial leases, and asset purchase agreements. She has significant experience in all aspects of real estate transactions, including completing comprehensive due diligence investigations and complicated title and survey reviews. Sarah has drafted and negotiated complex industrial and commercial leases on behalf of tenants and landlords.

Seth R. Tipton is a partner of the firm and Chair of its corporate, commercial real estate, and cannabis practice groups.
During his career, Seth has represented corporate clients in connection with business formation, internal governance, and mergers and acquisitions. In the latter capacity, Seth has guided privately-held companies through digital auctions, preliminary negotiations, financing, and closing of multi-million-dollar transactions on both the buy and sell side. For instance, he was counsel for the sale of a chain of New Jersey franchise restaurants for $24 million, a privately-held construction company for $8 million, a Lehigh Valley pharmaceutical company vendor for $17 million, an acute care hospital and surgical center and lease of associated real estate in $50 million dollar transaction, and a nationwide auto glass installation company for $75 million.
In addition, Seth is a leader in the field of cannabis law. He has represented applicants for medical cannabis permits in Pennsylvania and New Jersey, guiding them on private capital raises, application requirements, and real estate acquisition and approval. Seth counsels clients on all aspects of formation and compliance for cannabis companies, from start-ups to multi-state operators. For example, Seth was counsel for Keystone Releaf LLC in a successful appeal of denial of a medical marijuana application, and he was counsel for successful applicants for medical cannabis dispensaries and cultivators in the 2019 New Jersey Department of Health request for applications. He is the immediate past co-chair the New Jersey State Bar Association Cannabis Law Special Committee, and an instructor for NJ Canna Certified where he teaches cannabis law basics to students at many of New Jersey's community colleges. Seth also has extensive experience with representing both lenders and developers in all phases of commercial real estate development, including due diligence, zoning and planning applications, and negotiating and finalizing acquisition and construction loans. He was also counsel for the developer in the acquisition, financing, construction and lease of $44 million dollar medical office building, and counsel for $36 million construction financing for 180-unit multi-family facility in New Jersey.
Seth is also a licensed Pennsylvania title agent, routinely advising lenders and private clients on title issues, and financing commercial real estate.
Seth has served as counsel for hospitals and has overseen matters adverse to the Centers for Medicare & Medicaid Services; the management and retention of hospital employees; licensing; negotiation of medical supply and services contracts; and compliance with the Stark and Anti-Kickback Laws. Staci Sabetti is a Partner in the Easton office concentrating her practice on real estate development, commercial loans, and business law. With over 20 years of experience, Staci is dedicated to building client relationships and helping each reach their company's goals.

She has also appeared before state and federal courts representing numerous municipalities and other forms of governing bodies in various challenges.
Active in her community, Susan serves as Vice Chairperson and past Chair of the Hanover Township, Northampton County (Pennsylvania) Planning Commission. She has been a member since 2008. She also is a volunteer mentor for LEAP (Linking Employment Activity Pre-Release) for the Northampton County Department of Correction. In November 2017, she was elected to the Hanover Township, Northampton County Board of Supervisors.

Wade Dickey is an Associate in our Cherry Hill office concentrating his practice on corporate and business law, public governance and compliance, cannabis law, and real estate and land use.
Prior to joining the firm, Wade served as a judicial law clerk to the Honorable Deborah Silverman Katz, A.J.S.C., the Assignment Judge of Camden County, New Jersey. During his clerkship, Wade worked on prerogative writ, tort, contract, and OPRA cases, and assisted the Assignment Judge with the administration of the vicinage.
While attending Rutgers Law School, Wade served as judicial intern for the Honorable Noel L. Hillman, U.S.D.J. and a Judicial Extern for the Honorable Paula T. Dow, P.J.Ch. Wade also served as a Commentaries Editor for Rutgers Law Review where his state constitutional law comment regarding school financing was chosen for publication.
Wade was born in Voorhees and raised in Moorestown. In his free time, Wade enjoys watching the Philadelphia sports teams, and relaxing down the New Jersey shore with his family.
Bill is an associate in the Easton office with experience in Estates, Family Law, and General Practice. Within Estates, Bill is experienced in estate administration, interpreting trust documents, guardianship applications, and drafting wills. Bill has experience in preparing pleadings, motions, and petitions for child support and child custody, as well as appeals involving Pennsylvania child support and child custody. In his general practice, Bill has prepared zoning board of appeal permits and planning commission applications, composed responses to insurance defense discovery requests, drafted contract disputes, and researched and prepared criminal defense motions.
Bill is a graduate of Syracuse University College of Law and earned his Bachelor of Science in Finance from Pennsylvania State University. Bill is admitted to practice in the Commonwealth of Pennsylvania.
Willie L. Parker, Of Counsel to the firm, focuses his practice on education & school law, municipal law, labor & employment, and litigation.
Willie has experience representing school boards with education and employment issues including negotiating contracts with teachers' and administrators' unions He has conducted successful tenure hearings to discipline or terminate teachers and/or administrators for statutory and/or policy infractions.
In addition to handling employment issues in the education setting, Willie has extensive experience counseling clients and litigating a host of other labor and employment matters. For instance, he has handled claims of sexual harassment, hostile work environment, retaliation and whistleblower (CEPA), FMLA, Title VII, wrongful termination, and discrimination. He also handles employment contract disputes, non-compete claims, and severance agreements.
Willie also has experience drafting wills and trusts, and with complex probate matters. He also represents defendants in state and municipal criminal matters, including drug and weapons offenses, shoplifting, traffic violations and DWI.
Previously serving as the City of Newark's Corporation Counsel and Chief Legal Officer, Willie managed an office staff of 45 persons, including 38 lawyers and 7 staff employees working in the Municipal Prosecutors Office, Civil Litigation Section, Labor Law Section, and Contracts Section of the Law Department. Prior to serving the City of Newark, he was an Assistant Essex County Counsel assigned to its Labor & Employment Section. He was also the First Assistant Township Attorney for the Township of Irvington.
Willie is an Adjunct Professor at Montclair State University where he teaches students about wills, estates, and trusts. He also served as an Adjunct Professor at Seton Hall School of Law where he taught Trial Persuasion and Advocacy.
After law school, Willie served as Law Clerk to the Honorable Nestor F. Guzman, Presiding Superior Court Judge, Family Division in Paterson, New Jersey.
He received his LL.M. in Trial Advocacy from Temple University School of Law, his J.D. from Seton Hall University School of Law, and his B.B.A. in Finance from the University of North Texas.
Willie is admitted to practice in the State of New Jersey, the District Court of New Jersey, the Third Circuit Court of Appeals, the United States Court of Appeals for the Federal Circuit, and the Supreme Court of the United States.
Willie is also Pastor of the Montclair Church of Christ and possess a Master of Biblical Studies from Sunset International Bible Institute. He also holds a Certification in Theology and Ministry from Princeton Theological Seminary where he was also awarded a John R. Engle Fellowship in preaching.
