Ms. Rebecca Stone

Rebecca Stone, ARA is a Certified General Appraiser from Cooperstown, NY. After graduating from the State University of New York at Cobleskill with a bachelors degree in dairy science, Rebecca won many awards as a loan officer at the USDA, Farm Service Agency (formerly Farmers Home Administration) in 1991 working with both housing and farm loans. In 1999, Rebecca converted to an Appraiser/Farm Loan Specialist at USDA, Farm Service Agency (FSA) in New York responsible for both reviewing and completing appraisals, in addition to loan underwriting, and training staff in GIS and GPS. In 2006, Rebecca became the Chief Appraiser for USDA, FSA in Washington, DC, but soon moved over to Farm Credit East, ACA where she turned out to be one of the top five appraisal income generators in the ACA. In 2011, Rebecca was promoted to Regional Appraiser acting as a resource for staff appraisers, along with providing training for appraisal and lending staff, administrative appraisal reviews, and developing policy. Rebecca earned her Accredited Rural Appraiser (ARA) designation from the American Society of Farm Managers and Rural Appraisers in 2014, after which she was promoted to Vice President at Farm Credit East, ACA. In 2017, Rebecca was promoted to Administrative Appraiser doing much of the same as she has done as the Regional Appraiser, but on a much higher more technical level and Farm Credit East wide, giving her an in-depth knowledge of FCA (Farm Credit Administration) appraisal regulations. Rebecca specializes in conservation easement appraisals and dairy appraisals, especially large complex dairies. She also appraises a variety of other properties including commercial agricultural buildings, equipment dealerships, horse farms, rural residences, orchards, onion and vegetable farms, hobby/ part-time farms and beverage industry properties (wineries, distilleries, breweries). In addition, she has been an adjunct professor at the State University of New York at Cobleskill, where she taught Farm Appraisal. She has also taught several courses and seminars with ASFMRA, including the dairy seminar, Basic Appraisal Principles, Basic Appraisal Procedures and Basic Appraisal Approaches.
