Adrienne Mims

Dr. Mims has more than 30 years of clinical practice experience, including caring for Medicare beneficiaries in the hospital, office, nursing home, hospice and home care. She is board certified in family medicine and geriatrics, with fellowship status in both specialties. As a clinical epidemiologist, she has more than 20 years of administrative experience in using quality performance metrics to guide changes in clinical processes, clinician and patient education and organizational delivery system redesign in small clinical practices, large disease management, Medicare Advantage and managed care organizations. Dr. Mims has jointed Rainmakers Strategic Solutions LLC, as Chief Medical Officer (CMO). As such, she collaborates with members of its various teams of professionals to expand Rainmakers' excellent health care industry reputation for thought leadership and involvement in the development and execution of key health care quality improvement initiatives and contracts, on diverse topics such as health equity, patient advocacy, value-based payments, and the Covid pandemic. Dr. Mims has extensive clinical practice experience in value-based care for adults and seniors through her long tenure with Kaiser Permanente. More recently, she shared her expertise with JenCare Senior Medical Center, a healthcare system focusing on personalized quality care for vulnerable residents of Georgia. She worked collaboratively with multiple healthcare team members in order to provide exceptional care for each patient. She is the founding medical director at the Center for Black Women's Wellness - Safety Net Clinic, where she also worked as a Staff Physician for eight years. Dr. Mims was the founding medical director of the Georgia Medicaid Management Program, overseeing case and disease management services to 500,000 aged, blind, and disabled Medicaid recipients. Dr. Mims was previously vice president and chief medical officer for Alliant Health Solutions, the Quality Innovation Network-Quality Improvement Organization (QIN-QIO). She is a Trustee for the Retirement Research Foundation, a national endowment that funds projects to improve the quality of care for seniors. She is former president of the American Health Quality Association, the trade association for QIN-QIOs. She was also on the boards of the Georgia Academy of Family Physicians; Georgia Alzheimer's Association; Georgia POLST Collaborative; the PCPI, a national organization that develops quality measures for all specialties; and the American Geriatric Society, where she chaired the audit committee. Dr. Mims was appointed by the governor to the Georgia Older Adults Cabinet and the Georgia Council on Aging. She is a former member of the NCQA Geriatric Measurement Advisory Panel and the NCQA Committee for Performance Measures.

Benjamin Chu

Brent Pawlecki

Chief Health Officer for Wells Fargo and is responsible for developing the company's global health strategy. Previously he held the position of CHO at the Goodyear Tire & Rubber Company. Prior to that, Dr. Pawlecki was Corporate Medical Director for Pitney Bowes Inc., and served as Corporate Medical Consultant and as Chief HIPAA Privacy Officer. He received the Global Leadership in Corporate Health Award from the American College of Occupational and Environmental Medicine and the National Business Group on Health®. Dr. Pawlecki holds degrees from St. Louis University and completed his MMM at the University of Southern California's Marshall School of Business.

Craig Samitt

Dr. Samitt retired as the former President and CEO, Blue Cross and Blue Shield of Minnesota. He was previously Chief Clinical Officer and President of the Diversified Business Group at Anthem, Inc. He has held a number of senior executive positions, including President and CEO of HealthCare Partners, and president and CEO of Dean Health System Inc. Dr. Samitt was recognized as one of "50 Most Influential Physician Executives and Leaders" by Modern Healthcare in 2018. Dr. Samitt holds an undergraduate degree from Tufts University, a medical degree from Columbia University and an MBA from the Wharton School of Business. He completed a medical residency at Brigham and Women's Hospital in Boston and is a fellow of the American College of Physicians.

Daniel O'Connor - CFO

Daniel O'Connor became NCQA's Chief Financial Officer in August 2018. He oversees the overall financial, administrative, and accounting practices. Daniel has more than 20 years of leadership experience in financial and administrative operations. He spent the last 13 years as CFO of ACA Compliance Group, a firm that provides risk management, compliance and technology services. Prior to ACA, Dan held financial leadership roles at Internosis, Global Telesystems Group and Hughes Network Systems. Dan earned an MBA from University of Baltimore, an MS in Finance from Loyola College and an MS in Information and Telecommunication Systems from Johns Hopkins University. He has also held various certifications, including Certified Public Accountant , Certified Managerial Accountant, Certified Internal Auditor, and Certified Information Systems Auditor.

David C. K. Chin

Dr. Chin is a Distinguished Scholar at the Johns Hopkins Bloomberg School of Public Health and School of Medicine, where he focuses on preparing health systems for value-based health care. Before joining Hopkins, he was a senior national partner and leader of the Academic Medical Center Practice in PwC's US Healthcare Industries Advisory Practice and leader of PwC's Global Healthcare Research Institute. Prior to PwC he served as President of the Novalis Corporation and President and Medical Director of the Health Centers Division of the Harvard Community Health Plan. Dr. Chin holds a BA from Harvard College, an MD from Harvard Medical School and an MBA from Stanford Business School, as a Robert Wood Johnson Clinical Scholar.

David C. Kendrick - Chairman

Kendrick, MD, MPH, FACP is Chair of the Department of Medical Informatics at OU School of Community Medicine, and founder and CEO of Oklahoma's MyHealth Access Network, which serves more than 3M patients statewide, and provides advanced health information exchange, community-wide care coordination, and a robust decision support platform. MyHealth provides region-wide quality measurement for the Comprehensive Primary Care Initiatives as well as ACOs and value-based payment models in Oklahoma. Dr. Kendrick is a Board member of the (SHIEC) Strategic Health Information Exchange Collaborative. David proposed the Patient Centered Data Home™ model of nationwide interoperability, which enables secure patient record exchange among states and regions where individuals receive care.

Dr. Brad Ryan

Dr. Brad Ryan is NCQA's first ever Chief Product Officer. His addition to NCQA leadership signals the organization's commitment to build on its existing quality measurement expertise with the promise of new technology, digital measurement and telehealth. He leads NCQA's pioneering work in digital quality transformation and manages growth and evolution of its existing health care measurement, evaluation and improvement programs. Dr. Ryan's prior work includes numerous assists with NCQA's digital quality initiatives, most recently as co-founder and Chief Solutions & Product Officer at Apervita, a collaborative platform for value-based health care. He also supported NCQA's Natural Language Processing work with UPMC Enterprises. Dr. Ryan's professional background is a "perfect storm" of skills and experience for the newly created position. In addition to Apervita, Brad has held leadership roles at IMS Health and McKinsey & Company. Dr. Ryan earned his medical degree at John's Hopkins School of Medicine. He studied engineering, computer science and mathematics as an undergraduate at the University of Alabama. To this day, he remains firmly committed to "Roll Tide" and to his family and friends in Alabama.

Dr. Jeffrey Kang

Throughout his career, Dr. Jeffrey Kang has been on a mission to change the way care is delivered to older patients with chronic, complex conditions. He is currently the founding CEO of WellBe Senior Medical, a geriatric home care group providing care to the frail, polychronic, elderly patient. Dr. Kang has worked in medical groups, commercial health insurance, the federal government and retail health care to improve care for senior patients. As the first chief medical officer for the Centers for Medicare & Medicaid Services, Dr. Kang was responsible for national coverage decisions, regulation of the health care industry and health plan and provider quality measurement and improvement. As chief medical officer at Cigna, he led the development of initiatives designed to improve patient care while managing costs. And as senior vice president of Walgreens health and wellness services and solutions, Dr. Kang ran the company's emerging health care businesses, including all retail and worksite health care clinics. Most recently, he was president of ChenMed, a primary care medical group for disadvantaged seniors. Dr. Kang holds a BA from Harvard, an MD from UC San Francisco and an MPH from UC Berkeley. He completed his clinical training at Beth Israel Hospital in Boston, Massachusetts, and remained on the clinical faculty at Harvard Medical School. Dr. Kang also currently serves on the board of directors of ChenMed and Blue Cross/BlueShield of Minnesota and on the Advisory Board of the Center for Health Incentives and Behavioral Economics.

Dr. Mary Barton

Dr. Mary Barton, MD oversees the development, use and maintenance of techniques NCQA uses to evaluate health care quality. She ensures the scientific integrity of NCQA measurement and research. She also leads NCQA in winning and executing health care quality measurement contracts for federal and state governments. Prior to NCQA, Barton worked for the Agency for Healthcare Research and Quality (AHRQ), where she was the scientific director of the U.S. Preventive Services Task Force (USPSTF). She supported and provided oversight for the methodological, evidence review and recommendation-making work of the USPSTF. Before joining AHRQ, Barton was an assistant professor at Harvard Medical School, where she performed clinical epidemiology and health services research related to cancer screening and prevention in terms of access, test performance and outcomes. Barton trained in primary care internal medicine at Brigham and Women's Hospital in Boston and completed a general medicine research fellowship at Harvard. She has a clinical interest in and has presented widely about the performance of the clinical breast examination. She is a member of the American College of Physicians and the Society of General Internal Medicine.

Edward Yurcisin - CTO

Edward Yurcisin leads NCQA's technology strategy and execution, helping advance continued digital innovation. As Chief Technology Officer, he is responsible for providing organization-wide leadership and direction across products and services, enterprise operations, IT infrastructure, and security. Ed is a proven technology leader with significant experience implementing technology and data solutions for health care payer and provider customers. Ed joined NCQA in 2022, after serving in C-level positions across leading health care and technology organizations, including Chief Technology Officer at Embedded Healthcare, Chief Product Officer at Onyx Technologies, Chief Data Officer at CareJourney, and Chief Information Officer at PeraHealth. Ed also led several initiatives to improve diversity, including developing a technical recruiting pipeline in Latin America. Ed holds a BA in Economics with a focus on Econometrics and Quantitative Economics from Duke University.

Eric Schneider

Eric Schneider, MD, M.Sc. leads NCQA's measurement, research and contracting agenda as Executive Vice President of the Quality Measurement and Research Group. In this role, he helps drive NCQA's efforts to create a more equitable health care system and to advance the move to digital quality measurement. Dr. Schneider came to NCQA from The Commonwealth Fund, where he was Senior Vice President for Policy and Research and a member of its executive management team. He has a long history with NCQA, most recently as Co-Chair of its Committee on Performance Measurement. He served on that committee for more than 10 years, including nine as Co-Chair. Prior to his tenure at The Commonwealth Fund, Dr. Schneider was principal researcher at the RAND Corporation and held the RAND Distinguished Chair in Health Care Quality. As the first director of Rand's Boston office, Schneider built its highly regarded multidisciplinary team of health services researchers. As a professor at the T.H. Chan Harvard School of Public Health and Harvard Medical School Eric taught health policy and practiced primary care internal medicine for 25 years. Widely regarded as one of the nation's preeminent health services researchers, Dr. Schneider has authored more than 125 published peer-reviewed research investigations and dozens of other scientific or medical research publications, reviews, chapters, editorials, and more. His work has focused on four aspects of health care quality - performance measurement methods; evaluation of quality and safety measurement in public reporting and financial incentive programs; use of health care quality measures to assess racial, ethnic, and socioeconomic disparities in health care quality; and evaluation of innovative approaches in health insurance, organization and financing of health care, and the organization of health care delivery. Dr. Schneider trained in health services research, public health and primary care general internal medicine. He holds a Bachelor of Science, cum laude, in biology from Columbia University and a Master of Science from the University of California, Berkeley. He earned his medical degree from the University of California, San Francisco. He is a member of the AcademyHealth Board of Directors and a fellow of both the American College of Physicians and the National Academy of Social Insurance.

Frank Micciche

Frank Micciche is NCQA's vice president of Public Policy and External Relations. In this position, he directs NCQA's relations with Congress, federal agencies and the states, as well as NCQA's work with employers, associations, corporate sponsors and the media. Micciche was formerly the Vice President for Partnerships and Coalitions at the Campaign to Fix the Debt, a nonpartisan collaboration of prominent public and private sector leaders and more than 350,000 grassroots supporters working to address the nation's fiscal imbalance. Prior to this position, he was a Senior Advisor on health reform at McKenna, Long & Aldridge, LLP and worked for the New America Foundation think tank. Micciche's service in the public sector includes his time as a legislative director for the House Minority Leader in Massachusetts and as a federal liaison for Governor John Engler of Michigan. He served for four years as the Director of State-Federal Relations for Governor Mitt Romney (R-MA), where he led the Commonwealth's Washington, DC, office and advised the governor on federal policy issues, with a focus on health care reform. Micciche holds a master's degree in public policy from the John F. Kennedy School of Government at Harvard University, and a bachelor's degree in political science from Tufts University.

Glenda Wrenn

Dr. Wrenn is the Chief Medical Officer of 180 Health Partners, where she provides executive clinical leadership for its programs that address substance use disorders and the Social Determinants of Health. John Glaser

Joseph P. Newhouse

Dr. Newhouse is the John D. MacArthur Professor of Health Policy and Management at Harvard University, Director of the Division of Health Policy Research and Education, and Director of the Interfaculty Initiative in Health Policy. Margaret E. O'Kane is the founder and president of the National Committee for Quality Assurance (NCQA). She is a member of the National Academy of Medicine, and has received the Picker Institute Individual Award for Excellence in the Advancement of Patient-Centered Care, as well as the Gail L. Warden Leadership Excellence Award from the National Center for Healthcare Leadership. Modern Healthcare magazine has named O'Kane one of the "100 Most Influential People in Healthcare" 12 times, most recently in 2017, and one of the "Top 25 Women in Healthcare" 3 times. She is a board member of the Milbank Memorial Fund and is Chairman of the Board of Healthwise, a nonprofit organization that helps people make better health decisions. O'Kane holds a master's degree in health administration and planning from Johns Hopkins University, where she received the Distinguished Alumnus Award. Margaret E. Ralph Muller

Sara Vaezy

Sarah Scholle

Sarah Hudson Scholle (Dr.P.H. The Johns Hopkins University) is Vice President, Research and Analysis, at the National Committee for Quality Assurance. Dr. Scholle is an expert in health services and quality measurement in multiple settings and has a demonstrated record of moving innovative measurement concepts into implementation, particularly through NCQA's Healthcare Effectiveness Data and Information Set (HEDIS). Current measurement projects focus on cross-cutting areas where new health information technology is critical, including behavioral health care, patient reported outcomes, care coordination, and goal setting and improvement. Her experience also includes projects to test and assess the process of transformation to different models of care, including an initiative to test a patient-centered approach to oncology care. She leads NCQA efforts work to expand measures for vulnerable populations; this includes leading health equity innovation efforts for the CMS Office on Minority Health. She led an AHRQ/CMS funded Center of Excellence in Pediatric Quality Measurement, where the priorities focused on developing and testing outcome measures for adolescent depression using data from electronic health records, and currently leads a subsequent project to implement and demonstrate improvement on these measures. A number of measures developed in these projects have been included in HEDIS health plan reporting. She has also led activities in measurement related to patient-centered care and the patient-centered medical home (PCMH) and contributed to the development and implementation of surveys (such as the PCMH version of the CAHPS survey).

Sharon King Donohue - Chief Legal Officer

Sharon King Donohue is general counsel, compliance officer, and chief privacy officer for NCQA. In that capacity, she is responsible for the general oversight and coordination of all legal matters for the organization. She plays an active role in the development of policy related to NCQA's quality measurement and assessment programs and is involved with strategic planning. Sharon is a member of the leadership team and an officer of the company. Prior to joining NCQA in 1996, King Donohue spent more than 10 years in private practice and was most recently affiliated with the firm of Climaco, Climaco, Seminatore Lefkowitz & Garofoli Co., LPA., in Cleveland, Ohio. During her tenure at Climaco, she specialized in the development of integrated delivery systems, mergers and acquisitions and other transactional and regulatory matters for health insurers, managed care organizations, hospitals and physician organizations. Mrs. King Donohue received her JD from Case Western Reserve University School of Law in Cleveland.

Shawn Talley

Shawn Talley is NCQA's first Chief People & Diversity Officer. Talley started his career at Business Support Training as one of the first instructors to provide diversity training to the US Department of Commerce under the late Secretary Ronald Brown. A social justice advocate, Talley is passionate about development and committed to helping all staff reach their potential. Talley holds BS degrees in political science and mass communications and an MS in Human Resource Development from Towson University. Susan Stuard

Ms. Stuard is an independent consultant who advises clients on issues related state health policy and payment. She serves as the New York region's payer convener for the Centers for Medicare & Medicaid Services Comprehensive Primary Care and Primary Care First Initiatives. Ms. Stuard directs state technical assistance at Center for Evidenced-based Policy (Center) at Oregon Health & Science University and, since 2016, has directed the State Medicaid Alternative Reimbursement and Purchasing Test for High-cost Drugs (SMART-D) initiative at the Center. Ms. Stuard serves on the Community Advisory Board for the New York State Health Foundation. She led THINC, a nonprofit convening organization that established research-based criteria to enhance health care quality and value. Tom Betlach joined Speire as a partner to advise government and private sector clients on complex health policy and strategic initiatives. He is a nationally-recognized thought leader on Medicaid and health care policy, known for his expertise in serving complex populations, delivery system transformation, value-based purchasing, managed care and cost containment. Prior to joining Speire, Tom spent 27 years serving in a variety of leadership roles for the state of Arizona. He served five different governors in three different cabinet positions. Most recently, Tom served as director of the Arizona Health Care Cost Containment System (AHCCCS), Arizona's state Medicaid agency, where he reported directly to the governor. AHCCCS provided health care coverage to 1.9 million Arizonans at an annual cost of $13 billion. Mr. Betlach is former President of the National Association of Medicaid Directors. He is also a board member for Circle the City and Equality Health. Mr. Betlach earned his BA degree in Political Science from the University of Wisconsin and his MPA from the University of Arizona

From 1999-2008, he held diverse leadership positions within divisions of UnitedHealth Group, including two vice president posts, chief information officer and senior vice president for Client Operations. Previously, he directed group administration and sales activities at CIGNA, as well as acquisitions, integration and operations at the California-based SafeGuard Health Enterprises. Fluegel holds a BS in business administration from Washington University in St. Louis, and an MBA from the University of Miami.
